SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

The following have been modified:

52.212-2 ADDENDUM

1.0 Evaluation Criteria for Award

1.1 The Government will perform an evaluation to select the contractor that represents the best value using the following factors:

VOLUME VOLUME TITLE

1 Factor 1: Technical Capabilities and

Management Approach

2 Factor 2: Past Performance

2 Factor 3: Price

1.2 Prospective Contractors are forewarned that a submission meeting requirements with the lowest evaluated price may not be selected for award if a more highly rated submission with a fair and reasonable price is determined to be most advantageous to the Government.

1.3 The Technical Capabilities and Management Approach factor will be evaluated based on the contractor’s knowledge and understanding of the PWS including the qualifications, capabilities, capacities, and comprehensiveness of the quoted labor mix, and the validity of underlying assumptions and methodologies to meet the PWS requirements. The contractor will be evaluated based on the contractor’s quoted approach to executing their quoted technical solution including their approach to identifying, recruiting, training, and retaining their quoted workforce; teaming and communicating effectively with the Government; and otherwise meeting or exceeding quality standards in the PWS.

1.4 The Past Performance factor will consider both the contractor’s and subcontractor’s past performance on recent, relevant efforts under all vehicle such as GSA and the open market and will assess the degree of confidence the

Government has in an quoter’s ability to provide the required services based on a demonstrated record of performance under similar circumstances. Evaluators may use information obtained from the references and through any other Government or public records to evaluate the Contractor’s and Subcontractor’s past performance.

Contractors and Subcontractors who have successfully performed requirements similar in scope, magnitude, and complexity will be evaluated more favorably.

1.5 The evaluated price will be the sum of the base and optional line items. The FAR 52.217-8 pricing will be evaluated by adding half of the proposed pricing of the last option year to the total quoted price. Contractor’s shall use the provided plug number for travel costs in quoted pricing. In order to be considered for award, the quoted price must be determined to be fair and reasonable. The Government may determine that a response is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

1.6 Responses will be evaluated using the price analysis methods under FAR Subpart 15.4. Pricing information may be shared with the technical evaluators for consideration in determining which contractor is best-suited to perform the work.

2.0 Basis Of Award

The Government intends to issue a single Firm Fixed Price Contract Award from this Request for Quote to the contractor whose submission provides the best value to the Government.

3.0 Request for Quote

3.1 This Request for Quote is being conducted in accordance with the guidelines provided under FAR Part 13.5

Simplified Procedures for Certain Commercial Items. The Government will use a tradeoff process to identify the contractor whose quote represents the best value to the Government, and will consider award to other than the lowest priced contractor or other than the highest technically-rated contractor. Best value means the expected outcome of an acquisition that, in the Government’s estimation, provides the greatest overall benefit in response to the requirement. Best Value evaluation is, in and of itself, a subjective assessment by the Government of which quote provides the optimal results to the Government.

3.2 This Request for Quote does not use any aspects of FAR subpart 15.3. The use of this Request for Quote process does not obligate the Government to determine a competitive range, conduct discussions with any contractors, solicit quotes or revisions thereto, or use any other source selection techniques associated with FAR subpart 15.3.

4.0 Tradeoff Process

Following receipt of submissions to this Request for Quote, the Government will perform a tradeoff to select the contractor whose quote represents the best value, based on evaluations of the contractors’ responses to the factors outlined in this Request for Quote and in accordance with the evaluation criteria herein.

The evaluation criteria for this requirement are as follows:

Factor 1 – Technical Capabilities/Management Approach

Factor 2 – Past Performance

Factor 3 – Price

Factors 1 and 2 are equally weighted in terms of importance. The non-price evaluation factors (Factor 1 and 2) when combined, are more important than Factor 3, Price. As the technical approach and past performance differences narrow, price becomes more important. The Government will not make an award at a significantly higher overall price to achieve only slightly superior technical features.

An overall adjectival rating will be assigned to Factor 1: Technical Capabilities and Management Approach. Any quote rated ‘Unacceptable’ or ‘Marginal’ for Factor 1 will be ineligible for award, and may be excluded from further consideration. The following definitions will be used:

Adjectival Rating Description

Outstanding Quote indicates an exceptional approach and understanding of the requirements and contains multiple strengths*.

Good Quote indicates a thorough approach and understanding of the requirements and contains at least one strength.

Acceptable Quote indicates an adequate approach and understanding of the requirements.

Marginal Quote has not demonstrated an adequate approach and understanding of the requirements and is unawardable.

Unacceptable Quote does not meet requirements of the solicitation and, thus, contains one or more deficiencies** and is unawardable.

*a strength is identified when the quote demonstrates an aspect that has merit or exceeds minimum capability or performance requirements in a way that is advantageous to the Government.

**a deficiency is identified when the quote contains a material failure to meet a Government requirement that increases the risk of unsuccessful performance.

5.0 Award on Initial Submissions

The Government anticipates selecting a contractor based on evaluation of initial quote submissions, without engaging in interchanges with contractors. Therefore, contractors are strongly encouraged to submit their best technical solutions and price in response to this Request for Quote.

6.0 Exchanges with Contractors

The Government reserves the right to conduct exchanges with contractors if necessary to obtain the best value and may, with or without notice, communicate with and, if desired, seek submission revisions from contractors, in its discretion, it deems appropriate. These issues may include non price and price factors information.
