Q # Question Official Government Response 1 Regarding Volume III (Price), is it the Government's intent that the Contractor use their own Excel pricing sheet? Yes, each quoter should submit its own Pricing sheet in MS Excel

Regarding the length of the contract, Page 38 of the RFP (""Option to Extend") indicates the maximum duration of the contract, including extensions, is 36 months; however, Section B indicates a 12-month Base Year and two 12-month Options Years and one 6-month Option Year for a total of 42 months, without extension. What is the Government's intent?

The length of the contracted services may extend up to 36 months under the authority at FAR 52.217-9 and up to an additional six months under the authority at FAR 52.217-8.

3 Can a subcontractor(s) to the Prime bidder provide past performance references as part of the three references that are required? Yes

4 PWS Section 3 of Task(s) lacks the specificity required to comply with Section 4.1.1. Volume 1 – as the Govt. has not set a minimum requirement(s) for education, training, experience, and/or Agency specific certifications excluding security clearance.

Section 4.1.1 of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; Addendum has been adjusted accordingly.

5 FAR Clause 52.222.52 – Exemption from Service Contract Act (SCA) _26MAY2022 is not listed under this section – however, this is a non-personal services contract? FAR 52.222-52 has been incorporated

6 This solicitation does not set minimum educational/Training requirements and does not contain 52.222-52 clause exemption – a DOL Wage Determination was not provided and prescribed under FAR 22.1006(e)(3) FAR 52.222-52 has been incorporated

7 Who is the current incumbent and their corresponding contract number as it relates to this solicitation? How many positions are they required to fill?

The required services are currently performed under contract M95494-18-C-0022. The level of effort utilized by the incumbent to fulfill the required services is proprietary information that may not be divulged.

Will the government provide a Historical workload data for this section to better understand the scope and complexity of support required? The Government only indicates an annual exceedance level but not a historical maximum, to include to the maximum number and type of courses to be conducted (PWS Section 3.0 and 6.0 provide differing numbers of trips for AT Level II, AT Level II Advanced, TOC, and SD Courses)

The magnitude of required services is provided within the PWS task descriptions; the maximum iterations of support required, the annual average iterations of support needed, and the quantity of each course is provided.

9 The minimal educational/experience is not indicated in this solicitation is not indicated – then a DOL Wage Determination and/or exemption of SCA applicability – is required. FAR 52.222-52 has been incorporated

10 FAR Clause 52.222-42 - Statement of Equivalent Rates for Federal Hires is not included in this solicitation per FAR 22.1006(b)? FAR 52.222-52 has been incorporated

11 FAR Clause t 52.219-18 - Notification of Competition Limited to Eligible 8(a) Participants – is not included in this solicitation as required under FAR Part 19.811-3(d). FAR 52.219-18 has been incorporated

Will the Government Allow an 8(a) JV with both firms of the JV having an FCL of TS submit a proposal in light of GAO Decision? InfoPoint, LLC, B-419856, the GAO ruled that it was improper for an agency to require a joint venture entity offeror to possess a facility clearance at the time of proposal submission. Rather, the GAO held that so long as the parties to the joint venture each possess the requisite clearance, the procuring agency must accept the joint venture offeror's proposal, even if the joint venture itself does not yet have a facility clearance.

Yes

13 Can a teaming partner, subcontractor to the Prime bidder, provide past performance references as part of the three references that are required? Yes

Does the Government desire that the Contractor develop the required Excel pricing sheet? If so, does the Government desire that the Optional Extension period from FAR 52.217-8 (half of the proposed pricing of the last option year) be priced and added to the total quote (so that the total quote amount would be the total of the Base Period, Option Periods 1-3, and the optional extension period of one half of Option Year 3, or that the optional extension period be priced separately from the total quote amount and not added to the Base and Option Periods 1-3 total amount?

The quoter shall submit quoted pricing using its own pricing sheet. There is no need for FAR 52.217-8 to be priced out within the quote as Government evaluators will add half of the last option period total to the total quoted price to derive the FAR 52.217-8 amount, as provided at section 1.5 of the FAR 52.212-2 addendum.

The cited clause text in the RFP, 52.217-8 (Extension), is filled out and indicates that the maximum duration of the contract is 36 months. The SF 1449 CLIN section appears to show one 12-month Base Year Period, two 12-month Options Years (OY 1 and 2) and one 6-month Option Year (OY3) for a total of 42 months. In addition, the RFP states in the Addendum, Evaluation Criteria for Award, that “The FAR 52.217-8 pricing will be evaluated by adding half of the proposed pricing of the last option year to the total quoted price,” indicating potentially an extended term potentially totaling about 45 months. Further, there is no mention of extension pricing in the instructions for Volume II-Cost/Price or mention of an optional Extension or Extension CLIN in the 1449 Delivery Information or CLIN Sections.

See Government response to Question #2

For these services, the contractor is liable for managing its personnel, to include performance location, in a manner that adheres to contract security requirements and successful deliverable execution.

Reference states "Provide a single copy of the SF-1449, CLINs and PWS for each previous effort included in this volume This information shall be provided as an attachment only in the copy of this volume". This implies that only prime contractor past performance will be acceptable. Will the government remove the SF-1449 requirement in order to allow submission of recent and relevent past performance citations conducted as a sub-contractor?

For subcontractor references, the quoter may provide the PWS governing the referenced performance along with a supporting narrative describing the area(s) of the PWS that were performed by the subcontractor and a description of the relevance of the prior performance to this solicited requirement.

31 Can you confirm that a TS FCL for each of the JV entities meets the DD254 and FCL requirements, and that the JV itself does not require an FCL? See Government response to item #12

32 Will the government provide a plug number or estimate for travel to undefined training locations at various USMC facilities in CONUS and OCONUS. The NTE travel plug number is provided within the extended description of each travel line item.
