AMENDMENT 0001 Q&A

Question:

Section L, 3.1.2

Would you please clarify the requirement to provide resume extracts from personnel at all locations found in the Base Contract Matrix, and instead perhaps require resumes from the Task Order 1 Matrix, since these are the people who will go to work upon contract award?

Answer:

Please see Amendment 0001 and updated Sections L and M for clarification. Resume extracts for key personnel will

ONLY be required for the tasks and locations in the Task Order 1 Matrix, vice the Base Contract Matrix.

SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS

The following have been modified:

INSTRUCTIONS TO OFFERORS

SECTION L:

INSTRUCTIONS TO OFFERORS

1. GENERAL

The Government intends to award a single Indefinite Delivery/Indefinite Quantity (IDIQ) contract and a task order based on this solicitation. The IDIQ will contain a Firm-Fixed Price (FFP) service CLIN, which includes pricing for all requirements (with the exception of travel and COLA). Cost reimbursable

(CR) CLINs are included for travel and COLA. The contract will consist of a five-year ordering period.

Each Offeror’s proposal shall clearly and concisely describe its response to the solicitation’s requirements. Offerors are cautioned against general, vague, or unsubstantiated statements which prevent or render difficult the Government’s evaluation of the proposal. Statements such as “we understand”

“will comply” “standard procedures will be used” or “noted and understood” without supporting narrative to define compliance are generally insufficient responses. Further, a proposal that merely “parrots back” the objectives of the solicitation, but fails to provide the required approach to meeting the solicitation’s objectives, is not acceptable. Moreover, the Government will generally not assume that an Offeror possess a capability, understanding or commitment that is not specifically delineated and supported in its proposal. Offerors shall not submit more than one proposal responding to this solicitation.

While the Government may contact past performance reference POCs in order to obtain any necessary clarification on performance feedback information that the Government has received, it will not take additional action to obtain past performance feedback information in cases where the Offeror provides no information. The Offeror maintains the burden of providing thorough and complete past performance information and feedback.

SECTION M - EVALUATION FACTORS FOR AWARD

The following have been modified:

EVALUATION FACTORS FOR AWARD

SECTION M:

EVALUATION FACTORS FOR AWARD

1. BASIS FOR CONTRACT AWARD

The Government will award a single Indefinite Delivery / Indefinite Quantity (ID/IQ) contract and task order to the responsible Offeror whose proposal represents the best value after evaluation in accordance with the factors described herein.

The Government intends to award without discussions and, therefore, each Offeror’s initial proposal should contain its best technical and price terms. The Government, however, reserves the right to conduct discussions or seek clarifications if the Contracting Officer determines either is necessary.

In the event the Government establishes a competitive range and the Contracting Officer determines that the number of proposals that otherwise would be in the competitive range exceeds the number for conducting an efficient competition, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that permits an efficient competition among the most highly-rated proposals. The Government reserves the right to withdraw and cancel the proposed solicitation in the event there are issues that are unresolvable to the Contracting Officer’s satisfaction.

The Government will select the successful Offeror using a trade-off process as described in FAR 15.101-1 based on the below evaluation criteria.

2. EVALUATION CRITERIA

Factor 1: Management and Staffing Capability

Sub-factor A: Management Approach

Sub-factor B: Staffing Approach

Factor 2: Price

Factor 3: Past Performance

2.1. Relative of Importance of Factors.

The Government will weigh sub-factors A and B under Factor 1, Management and Staffing Capability, equally. Factor 2, Price, is significantly less important than Factor 1. The Government will evaluate

Factor 3, Past Performance as either “Acceptable” or “Unacceptable.”

A proposal meeting solicitation requirements with the lowest evaluated price may not receive the award if a higher-priced Offeror is the most advantageous to the Government.

2.2. Factor 1: Management and Staffing Capability

The Government will evaluate Factor 1 using the adjectival evaluation criteria specified in the Combined

Technical/Risk Rating table below. The table will apply at the factor level only, and strengths, weaknesses, and deficiencies will apply at the sub-factor level. Chapter 5 of the Department of Defense Source

Selection Procedures (31 March 2016) contains the applicable definitions for “strength,” “weakness,”

“significant weakness,” and “deficiency.”

COMBINED TECHNICAL/RISK RATING

BLUE OUTSTANDING

Proposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low.

PURPLE GOOD

Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength, and risk of unsuccessful performance is low to moderate.

GREEN ACCEPTABLE

Proposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.

YELLOW MARGINAL

Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.

RED UNACCEPTABLE

Proposal does not meet requirements of the solicitation, and thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Proposal is unawardable.**

**Note: Any proposal receiving a final rating of less than Acceptable if award is made without discussions shall not be eligible for award. **

2.2.1 Sub-factor A – Management Approach

1) Project Management Plan (PMP) - The Government will evaluate each Offeror’s approach with respect to how the Offeror proposes to manage and coordinate performance of this effort to include:

planning, assigning responsibilities, controlling contractor personnel and other resources, ensuring acceptable performance of subcontractors (if applicable), tracking deliveries, self-monitoring performance and obtaining feedback.

2) Transition Plan - The Government will also assess the feasibility for ensuring all personnel necessary to achieve full performance on Task Order 1 are on-board no later than 30 days after task order award.

The Government will evaluate how the Offeror will coordinate with the Incumbent and RTAM staff during the transition period to ensure an orderly transfer of responsibilities.

2.2.2. Sub-factor B – Staffing Approach

1) Resume Extracts - The Government will evaluate the résumé extracts of each Offeror’s key personnel proposed for Task Order 1 locations to assess the degree to which they meet or exceed the key personnel qualifications.

2) Staffing Plan - The Government will also evaluate the Offeror’s staffing approach for personnel to assess the Offeror’s ability to provide qualified, knowledgeable, and experienced personnel in appropriate numbers to successfully perform the contract.

2.3. Factor 2: Price

The total evaluated price will consist of the sum of the Offerors proposed price for the tasks and locations in the Base Contract Matrix (Attachment 1) inclusive of the FFP line item (CLIN 0001) and the not-to-exceed amounts for the travel and COLA CR line items (CLIN 0002 and 0003 respectively) over the five-year ordering period. The Government will evaluate price proposals using one or more of the techniques defined in FAR 15.404-1(b) in order to determine if the prices are fair and reasonable and support the proposed approach. The Government will determine whether the proposal is complete by verifying that the Offeror has accurately calculated prices in accordance with L.3.2.

The Government will also evaluate whether proposals reflect unbalanced pricing. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly over or understated. The Government may reject proposals where the lack of balance poses an unacceptable risk to the Government.

2.4. Factor 3: Past Performance

Past Performance submissions will be initially evaluated to determine if they are considered recent. In order to be considered recent, the performance must have occurred within 36 months of the proposal submission deadline.

The Government will then evaluate recent past performance submissions for relevancy based on the

Offeror’s experience performing tasks similar in size, scope and complexity. The Government will not take into account past performance information regarding predecessor companies. The Government may use information other than that provided by the Offeror in its proposal to evaluate past performance. The

Past Performance Information Reporting System (PPIRS) will be one method used to evaluate Past

Performance. The Government may use Past Performance information obtained from sources other than those identified by the Offeror. It is incumbent upon the Offeror to explain the relevance of the data provided. The Government has no duty to search for data to cure the problems it finds in the information provided by the Offeror. The Offeror has the burden of providing thorough and complete past performance information.

Recent, relevant past performance submissions will then be evaluated to determine how well the Offeror performed on those contracts.

The Government will establish an overall rating for the Offeror’s evaluated ability to meet the solicitation’s requirements based on the table below:

ADJECTIVAL RATING DESCRIPTION

Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.**

Unacceptable Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort

** In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the

Offeror may not be evaluated favorably or unfavorably on past (see FAR 15.305(a)(2)(iv)). Therefore, the Offeror shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability or unacceptability a neutral rating shall be considered acceptable.
