SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 0002 Q&A

Question 1:

The Government provided a contractor vehicle listing by site in the PWS. Is the Government currently providing any vehicles as GFE to support this contract?

Answer:

The Government will not be providing any vehicles as GFE. The vehicles provided for informational purposes in Section C-Descriptions and Specifications, Performance Work Statement (PWS) section 2.5 are not GFE.

Question 2:

Will the Government provide the last year's CDRL, Contractor's Progress, Status and Management Report (B004) so bidders can better understand the operational tempo and staffing needs of the program?

Answer:

The Government will not be providing last year's CDRL B004.

Question 3:

The requirement for key personnel positions across all the field sites will drastically restrict competition, and provide the incumbent contractor with an artificial advantage that is not in the best interest of the USMC. Given the following:

1) Incumbent contractors direct the contracting staff to not give out their resumes to competitors; and

2) Non-management positions on this contract are protected by Executive Order 13495 Nondisplacement of Qualified Workers Under Service Contracts (the successful contractor is required to offer incumbents the first right of refusal for the available positions).

Would the Government restrict the Key Personnel requirement to the Project Manager and similar principle (key) positions? For example, Fire Desk Operators, Safety Inspectors, and Doctrine Developers are not key personnel.

Answer:

The Government will not restrict the Key Personnel requirement to the PM and similar positions. Key personnel requirements remain as stated in Section L.3.1.2.

Question 4:

Because these efforts are augmenting Government and military personnel, will the Government provide a notional staffing chart or minimum staffing requirement by location?

Answer:

This is a performance based requirement, and historical staffing levels have been provided for informational purposes.. Historically each task identified in section 5.0 has been supported by one Full Time Equivalent (FTE) at each applicable location, with the exception of 5.12 RTAM Service Level Analytical and Documentation Services.

Task 5.12 has historically been supported by 3 to 4 FTEs. Please refer to PWS section 5.12 for additional information on staffing for task 5.12. However, the Government will not be providing a notional staffing chart or minimum staffing requirement Question 5:

Can experience in other TECOM activities be substituted for the experience requirement in range control facility support?

Answer:

Minimum qualifications for 5.10 Program Management Services in L.3.1.2 1) c) has been updated to say “minimum of 3 years of Program Management experience in range control facility support or other installation support activities.”

Question 6:

Shall the offeror utilize the DOS rates while calculating COLA for employees?

Answer:

The Offeror shall utilize the Cost of Living Allowance (COLA) rates found at the following Department of State (DOS) web site: https://aoprals.state.gov/Web920/cola.asp. CLIN 0003 Cost of Living Allowance (COLA) has been updated to “Contractor shall invoice COLA based on the rates found at https://aoprals.state.gov/Web920/cola.asp within the limitation of funds specified in the contract.”

Question 7:

Can Contractors utilize a fixed rate for COLA in lieu of adjusting it monthly in consonance with ever-changing COLA rates?

Answer:

COLA will remain a cost-reimbursable CLIN; COLA rates applicable during a particular billing cycle shall be used to calculate COLA costs.

Question 8:

How many hours per day will the contractor support team be asked to support operations at Townsend Bombing Range?

Answer:

One Full Time Equivalent (FTE) for each task identified in the Base Contract Matrix (Attachment 1) for the Townsend Bombing Range location.

Question 9:

Will government personnel augment the contractor FDO workforce?

Answer:

While Government personnel will be working in the same location, and the contractor employees will need to coordinate their work with Government personnel, Government employees will not report to contractor employees.

The contractor is required to perform in accordance with the PWS requirements.

Question 10:

Request the government eliminate the requirement to provide certifications of all required courses, and consider substituting experience in lieu of copies of certificates.

Answer:

The minimum certification requirements remain as stated. Section L.3.1.2 has been updated to remove the requirement to provide copies of all certifications with the resume extracts. However, offerors must still address the ability to meet minimum certification requirements.

SECTION B - SUPPLIES OR SERVICES AND PRICES

CLIN 0003

The CLIN extended description has changed from:

Contractor shall invoice COLA IAW http://www.defensetravel.dod.mil/site/cola.cfm within the limitation of funds specified in the contract.

To:

Contractor shall invoice COLA based on the rates found at https://aoprals.state.gov/Web920/cola.asp within the limitation of funds specified in the contract.
