Q1: What is the organizational structure of Government Office being supported?

Q2: For the Integrated Master Schedule (PWS) tasks (PWS pars. 3.1.11 and 3.1.12), how many Full Time
Employees (FTEs) are currently being used to provide the required services?
A2: Currently, there are two full-time schedulers. Offerors are not required to propose the same number of personnel as provided in the incumbent contracts. Offerors must make their own independent business determination as to how best to meet the government’s requirements.
Q3: What are the minimum qualifications that the IMS schedulers must have?
A3: The only qualification for the IMS schedulers is that they have sufficient experience and ability to satisfactorily complete PWS paragraphs 3.1.1 and 3.1.12. While there is no standard set of qualifications, a Staffing Approach that failed to provide personnel with Microsoft Project proficiency would most likely be evaluated as a weakness or deficiency. Experience maintaining DoD acquisition program schedules would most likely be evaluated as strength.
Q4: Will the number of IMS’s be limited to 20 for the length of the contract?
A4: No. PWS paragraph 3.1.11 states that there are currently 20 active IMS’s. Over the performance period of the planned contract, it is expected that new IMS’S will need to be created as new programs are established. There could be as many as one IMS per program to include those programs in sustainment.
Updates to program IMS’s will be at the direction of the individual project teams.
Q5: What is the purpose of the Marine Expeditionary Force- Knowledgebase (MEF- KB) (2.5.12)?
A5: MEF-KB - The site was set up by the Family of Field Medical Equipment (FFME) Team in an effort to communicate with the MEFs regarding medical materiel management for the Marine Corps Enterprise through one single site.
Medical Logistics Online (MLO) SharePoint site is the system of record for Class VIII data and provides the Family of Field Medical Equipment (FFME) the ability to use online delivery channels to stream line assemblage life cycle management and to timely and effectively deliver component and materiel data crucial to the medical needs of the war fighter. Line and packing lists are created, maintained and distributed to the Medical Logistics Companies. The site provides up-to-date, necessary changes to Authorize Medical Allowance Lists (AMALs) that allows users to reconcile the current AMAL equipment, supplies and medication lists. It also provides the information end users need to maintain items and make purchases when preparing for deployment. The MLO database allows for data transformations between the MLO and the Defense Medical Logistics Standard Support (DMLSS) for consistency and standardization.
Q6: What is the purpose of Defense Medical Logistics Standard Support (DMLSS)?
A6: DMLSS contains a medical maintenance tracking capability that generates reports on all maintenance due and completed on the Med Log Company’s medical equipment. These reports are utilized to conduct trend analysis and provide readiness status of onsite AMALs.
Q7: What level of effort will be required to conduct updates and data reconciliation within the Government
Structured Query Language SQL Server database?
A7: Fedlog reports are published every month by the SharePoint Administrator and posted on the MEF KB so that the MedLog Officers and the Project Officers/AMAL Managers can view the Acquisition Advice Code (AAC), Shelf Life Code (SLC), Cognizance Symbols (COG) that identify the inventory manager/Inventory, Control Point (ICP, Major Organizational Entity (MOE) and Unit Price changes to the National Stock Number (NSN) data. The numbers of changes are different every month and the changes require extensive research by the AMAL Managers, SharePoint Administrators and Logisticians. The research is conducted to identify suitable substitutes, active contract vehicles, submission of PSRs requirement and validation of packing/line list/potential configuration changes to the affected AMALs/ADAL, kits and sets.
Q8: What level of effort is required to prepare testing packages for submission to U.S. Army Aeronautical
Research Laboratory USAARL?
A8: All medical equipment that has the potential to be used on any airframes must undergo air worthiness testing. USAARL is the organization responsible for testing the equipment and Naval Air Systems Command is the approving authority.
Q9: What are Medical Prime Vendor and Defense Logistics Agency (DLA) Distribution and Pricing Agreement
(DAPA) Prime Vendor Buy Lists?
A9: Family of Field Medical Equipment’s primary source of supply is the Defense Logistics Agency’s Prime
Vendor contract. In order for a company’s product to be available on the Prime Vendor contract they must have entered into a Distribution and Pricing Agreement (DAPA) with DLA. The submitted buy lists are separated by those items that are available through the Prime Vendor and those that are not.
Q10: What is a DMLSS Inventory Manager?
A10: DMLSS Equipment Maintenance is accomplished within the Equipment Maintenance Module The following can be performed in the Equipment Maintenance module within DMLSS: programmed preventive maintenance of medical equipment, management by life cycle coding of medical equipment, process medical materiel complaints, medical maintenance man-hour accounting, emergency work orders, scheduled services and calibration, preventive maintenance training, and review of potential purchases for new equipment requirements. Equipment Management is accomplished with the Assemblage Management (AM) module and provides a comprehensive program that supports a smooth transition from peacetime to wartime or other contingency, using automation to create a seamless, efficient process. AM provides the user the capability to manage standard and non-standard assemblages, including standard procedures such as assemblage sales, quality assurance, and identifying items to be ordered, replenished, transferred or received.
Q11: What is the level of effort expected at the Joint Defense Medical Logistic Center (JDMLC), Fort Detrick, MD?
A11: JDMLC is the lead Medical Logistics center for all services and falls under the Defense Health Agency.
All services Medical Logistics HQs are currently represented at Fort Detrick by government personnel with the exception of the Marine Corps. While the Navy can represent us on certain issues our liaison there serves as a conduit to the issues onsite, allowing government personnel at FFME to stay abreast of the issues and provide input when needed.
Q12: What is the level of effort expected at Camp Lejeune, NC?
A12: Camp Lejeune, NC is where FFME completes the configuration management of the AMALs upon completion of modernization reviews, as well as on an as needed basis dependent on product availability and any other changes in current line lists. This includes the updating of FFME SharePoint databases (MLO/MEF KB) used by our customers.
Q13: Do you have any reference manuals on your portfolio of equipment (like MT Characteristics Manual)?
A13: Yes, The TMDE team published “TMDE Listing” under TM #10510-OR/1
Q14: How many support personnel do you anticipate to be working in Government spaces at Albany?
A14: The anticipated number of four (4) support personnel to be located at MCSC Albany and to reside in
Government spaces next to PM S&M Equipment Specialists.
Q15: Will support personnel be able to sit in Government spaces at Quantico?
A15: The vendor should anticipate 4 personnel to reside in Government spaces (if space available) in the
Quantico area. Support personnel will be provided access hot seats with Government computers in order to access government e-mail accounts and Government web sites. On occasion additional support personnel will be able to sit in available hot seats for short periods. Support personnel will need to provide laptop and cell phone while in these seats as no government equipment will be provided.
Q16: Once a Document is Delivered, will support personnel be involved in (responsible for) revisions and rewrites based on the staffing/review process?
A16: Yes, support personnel will be required to make changes/revisions to delivered documents until they are signed.
Q17: What is the average number of active Programs of Record (PORs) does the Automatic Test Systems (ATS)
Family of Systems (FoS) manage each FY?
A17: The number of active programs is five (5).
Q18: What is the average number of systems (TAMCNS) does the ATS FoS manage is the Operation and
Support phase each FY?
A18: The average number of systems is twenty five (25).
Q19: What is the average number of new PoRs initiated in each FY in the ATS FoS?

A21: The average length of time per PoR is two and half (2.5) years.
Q22: Is this requirement a new effort or a follow-on to a current contract. If it is a follow-on, what is the contract number of the current contract?
A22: This requirement will be a consolidation of two current contracts. N00178-10-D-6179-MU64 awarded to
MLT Systems, LLC, 56 Brittany Lane, Stafford, VA 22554; and N00178-12-D-6883-MU63 awarded to Get It Done Solutions, LLC, 10908 Courthouse Road, Fredericksburg, VA 22408.
Q23: Is there any particular format that the Government desires for the staffing table listed in Part II - Staffing
Approach on page 92 of the RFP?
A23: The Government requests that the offerors align their staffing table in CLIN order. For CLINs 0001 through 0015, CLINs 1001 through 1015, and CLINs 2001 through 2015, the staffing table should list the total number of FTE's proposed for each CLIN. The table must also provide a breakdown of this total FTE amount by labor category.
Q24: How much detail is required in the various labor category definitions?
A24: It is a business decision for the offeror to determine how much detail to include in the labor category definitions. Please note that the Instructions to Offerors provide the following warning: "The Government will not assume that an Offeror possesses any capability, understanding, and/or commitment that is not specifically delineated and supported in its respective proposal." Offerors should include enough detail in the labor category definitions to fully describe the experience level and qualifications being proposed.
Q25: CLINs 0016 – 0018; Will the Government provide the dollar amount for travel that bidders are to list in the model contract as the NTE figure, or should bidders leave that section (price figure) blank?
A25: Yes, see amended travel CLINs for NTE amounts.
Q26: CLIN 0019; This CLIN is for ODC costs. Is it the Government’s intent to allow contractors to bid DBA insurance as a reimbursable cost? Are there any other items that the Government expects contractors to bid as ODCs?
A26: The cost of DBA insurance is considered to be a typical business expense and not reimbursable under ODC costs. All ODCs must be approved by the COR prior to request for payment.
Q27: PWS Section 2.0; This paragraph lists several locations where support is required at Government-site, to include Indian Head, MD. However, Indian Head, MD is not listed anywhere else in the PWS. Can the Government please confirm if support is required at this location and if so, should Indian Head, MD have been include in para 2.4.6 and what is the quantity of Govt-provided seats at Indian Head?
A27: Currently the government does not have a full time government provided seat on-site at Indian Head, MD.
This may be a requirement in the future.
Q28: PWS Section 2.4.6; For the Government provided “seat spaces” listed in this paragraph, will the
Government be responsible for providing the computers, phones, email accounts, printer access, and connectivity, or does the Contractor need to provide those items?
A28: Support personnel will be provided access hot seats with Government computers in order to access government e-mail accounts and Government web sites. On occasion additional support personnel will be able to sit in available hot seats for short periods. Support personnel will need to provide laptop and cell phone while in these seats as no government equipment will be provided.
Q29: PWS Sections 2.0, 2.2, and 2.4.6; Regarding the requirement to provide on-site support in Okinawa, there is no reference made in the solicitation to the Government providing SOFA status for overseas contractor personnel. For the required contractor position to be located in Okinawa, Japan, can the Government please confirm that SOFA status will be included upon award of the task order?
A29: Assistance will be provided to obtain SOFA status for contractor employees working in Okinawa.
Q30: PWS Section 2.4.2; Is the “senior Contractor analyst” a particular position that the Government is requiring
(or a labor category that must be bid) and if so, what are the required tasks for “senior Contractor analyst”?
A30: The Government is not requiring a particular position; it is the Offeror’s responsibility to propose the labor categories. The Government’s expectation that anywhere the PWS references “senior” requirements, the qualifications will be equivalent to a DAWIA level III certification.

52.228-3 WORKERS' COMPENSATION INSURANCE (DEFENSE BASE ACT) (JUL 2014)
(a) The Contractor shall--
(1) Before commencing performance under this contract, establish provisions to provide for the payment of disability compensation and medical benefits to covered employees and death benefits to their eligible survivors, by purchasing workers' compensation insurance or qualifying as a self-insurer under the Longshore and Harbor Workers' Compensation Act (33 U.S.C. 932) as extended by the Defense Base Act (42 U.S.C. 1651, et seq.), and continue to maintain provisions to provide such Defense Base Act benefits until contract performance is completed;
(2) Within ten days of an employee's injury or death or from the date the Contractor has knowledge of the injury or death, submit Form LS-202 (Employee's First Report of Injury or Occupational Illness) to the Department of Labor in accordance with the Longshore and Harbor Workers' Compensation Act (33 U.S.C. 930(a), 20 CFR
702.201 to 702.203);
(3) Pay all compensation due for disability or death within the time frames required by the Longshore and Harbor Workers' Compensation Act (33 U.S.C. 914, 20 CFR 702.231 and 703.232);
(4) Provide for medical care as required by the Longshore and Harbor Workers' Compensation Act (33 U.S.C. 907, 20 CFR 702.402 and 702.419);
(5) If controverting the right to compensation, submit Form LS-207 (Notice of Controversion of Right to Compensation) to the Department of Labor in accordance with the Longshore and Harbor Workers' Compensation Act (33 U.S.C. 914(d), 20 CFR 702.251);
(6) Immediately upon making the first payment of compensation in any case, submit Form LS-206 (Payment Of Compensation Without Award) to the Department of Labor in accordance with the Longshore and Harbor Workers' Compensation Act (33 U.S.C. 914(c), 20 CFR 702.234);
(7) When payments are suspended or when making the final payment, submit Form LS-208 (Notice of Final Payment or Suspension of Compensation Payments) to the Department of Labor in accordance with the Longshore and Harbor Workers' Compensation Act (33 U.S.C. 914(c) and (g), 20 CFR 702.234 and 702.235); and

252.225-7043 ANTITERRORISM/FORCE PROTECTION POLICY FOR DEFENSE CONTRACTORS
OUTSIDE THE UNITED STATES (JUN 2015)
(a) Definition. United States, as used in this clause, means, the 50 States, the District of Columbia, and outlying areas.
(b) Except as provided in paragraph (c) of this clause, the Contractor and its subcontractors, if performing or traveling outside the United States under this contract, shall--
(1) Affiliate with the Overseas Security Advisory Council, if the Contractor or subcontractor is a U.S. entity;
(2) Ensure that Contractor and subcontractor personnel who are U.S. nationals and are in-country on a non-transitory basis, register with the U.S. Embassy, and that Contractor and subcontractor personnel who are third country nationals comply with any security related requirements of the Embassy of their nationality;
(3) Provide, to Contractor and subcontractor personnel, antiterrorism/force protection awareness information commensurate with that which the Department of Defense (DoD) provides to its military and civilian personnel and their families, to the extent such information can be made available prior to travel outside the United States; and
(4) Obtain and comply with the most current antiterrorism/force protection guidance for Contractor and subcontractor personnel.
(c) The requirements of this clause do not apply to any subcontractor that is--
(1) A foreign government;
(2) A representative of a foreign government; or
(3) A foreign corporation wholly owned by a foreign government.
