BLK 9 - DISTRIBUTION STATEMENT D. Distribution authorized to the Department of Defense and U.S. DOD Contractors only. Administrative or Operational Use, 2 February 2017. BLK 10, 11, 12, 13 – The Contractor shall develop and conduct SharePoint user training for new or updated PMSMS SharePoint user workflows/sites up to 3 times per year. The Contractor shall develop training packages for each training event. Training packages shall include, (1) curriculum, (1) user guide , and frequently asked questions. Training will be conducted within 30 days of Government acceptance of the final deliverable, at a MCSC designated facility or if unavailable Contractor facility will be acceptable. The Contractor shall submit training artifacts within 30 business days of task receipt. Government will have 30 business days to review and accept deliverables.
BLK 14 - All deliverables will use current Marine Corps Microsoft Office products and will be delivered via encrypted email When directed, will also be provided as a hard copy, and/ or as Portable Document Format (PDF), or with CD-ROM enclosed with book. Electronic mail (email) notification shall be sent to the Government.

BLK 10, 11, 12, 13 – The Contractor shall develop and implement a virtual library solution that meets the information technology capabilities to support the lifecycle management of the Family of Field Medical Equipment commodities IAW Department of Defense Information Technology guidance and policy. The Contractor shall assist with the following:
requirements development, supporting documentation, solution implementation and release IAW Department of Defense Information Technology guidance and policy.
Upon Government approval of a virtual library solution, the Contractor shall deliver the following in 3 phases:
-1 Phase (1) Plan of Action, (1) Project Schedule within 30 business days of approved Government solution;
-2nd Phase (1) Training Package, (1) Data Dictionary, within 45 business days of implementation of solution per approved project schedule;
- 3rd Phase (1) Sustainment Plan and supporting Templates within 45 days of approved data dictionary. The Government will have 30 business days to review each of the deliverables from the time of each receipt;
Project will initiate within 45 days of contract award. Project schedule will be agreed to at project kick off meeting.
The Contractor shall analyze detailed requirements, conduct software design and coding if required, conduct testing, validation and verification.
Training package shall include (1) curriculum,, (1) user guide, and (1) list of frequently asked questions. Training will be conducted within 30 days of Government acceptance of the final deliverable per approved project schedule.

1- Events/meetings - The Contractor shall deliver meeting packages to include;
agendas, presentation materiel, (soft and hard copies) 5 business days prior to event, and deliver executive summaries to the Government NLT 2 business days of completion of event. Government will have 5 business days to review and accept the deliverable.
Minutes/ executive summaries will be inclusive of all discussion topics, references to source dialogue and action Items shall be listed with the responsible person identified and expected completion data for completion of action item. The Contractor shall support up to 125 meetings per year.
2- Correspondence/official messages - All correspondence/messages shall be IAW SECNAVINST M5216.5, located at www.marines.mil/news/publications/.and The Marine Corps Systems Command Staff Action Handbook. The Contractor shall deliver product within 7 business days of task receipt. Government will have 10 business days for review and acceptance of deliverable. The Contractor shall support the development of up to 25 official correspondence/messages per year.

BLK 10,11,12,13 - Contractor shall generate Phasing Plans by MCPC and appropriation level. Initial Phasing Plans are generated in the 4th quarter preceding the start of the new fiscal year. Re-baselined Phasing Plans occur during the 1st quarter of the new fiscal year and/or when Deputy for Financial Management provides notices that Phasing Plans will be Re-baselined. Phasing Plan generation occurs two (2) to three (3) times per year.
Contractor shall provide to the PM-SMS financial manager within two (2) business days of receipt of task.
