SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 0001

Answer to Question 1:

No.

RFP paragraph L.2.B.4.1.c. states: "Forward a copy of the Past Performance Questionnaire (Attachment 12) attached to this RFP to the past performance contract customer’s Procuring Contracting Officer (PCO), Administrative Contracting Officer (ACO), Program Manager or Point of Contact for the following past performance contracts:

- Past performance contracts that do not have CPARS Reports, and

- Past performance contracts with CPARS Reports completed by the Assessing Official more than twelve months prior to the RFP’s proposal due date."

As such, for a "past performance contract" that qualifies per Section L, paragraph L.2.B.4.1.c., a Past Performance Questionnaire (PPQ) is NOT required. However, per paragraph L.2.B.4.1.d., the Government, at its discretion, "may use information other than information provided by the offeror in its proposal" to help with evaluating the factor of Past Performance. Such information may include the Government sending a PPQ to a respective respondent after the closing date of proposal submissions for the purpose of gathering past performance information to assist with evaluation of the factor of Past Performance. As a reminder, an offeror is to submit the MicroSoft Word Table (paragraph L.2.B.4.2) as part of its Volume II slide show presentation.

Per paragraph L.2.B.4.2.a. notation 3, offerors shall provide hard copies of Contractor Performance Assessment Reports (CPARs) referenced in the aforementioned MicroSoft (MS) Word table. In addition, within an offeror's Volume II slide show presentation, offerors need to address the information within paragraph L.2.B.4.3. An offeror's Volume II slide show presentation shall also address the requirements within paragraph L.2.B.4.4. While a corresponding and complete CPARs or a correponding and complete PPQ should address the past performance submission requirements of L.2.B.4.4.a, as applicable, offerors will need to

Subject (title) Question Question Reference (SOW, L&M, Page #s, etc)

1 Past Performance Questionnaire (PPQ)

For a completed contract that qualifies as per Section L, and has a FINAL CPAR, does the government require a PPQ for this effort?

Section L .2 B 4.1c address paragraphs L.2.B.4.4.b. and L.2.B.4.4.c. within their respective Volume II slide show presentations.

Answer to Question 2:

Prior to the end of the period-of-performance for services performed under Task Order 0001, the Government intends to compete future services amongst GTSS MATOC awardees to maintain uninterrupted GTSS support. Note, per Section B.2 of GTSS MATOC Request for Proposal M67854-16-R-7803, "The total amount of the MATOC with shared capacity among all Contractors awarded contracts under the Ground Training Systems Support (GTSS) solicitation will not exceed $48.9 million. There is no limit to the number of Task Orders that may be executed against this contract. The cumulative total of all Task Orders issued under the MATOC will not exceed the total contract amount of $48.9 million. No single Task Order may be written for more than $10 million.

This GTSS MATOC IDIQ contract will have a basic ordering period of 40 Months or until the $48.9 million shared contract limit is reached, whichever comes first."

Answer to Question 3:

Restorative maintenance includes all maintenance tasks required to return a system to a safe and Fully Operational Condition. The Government does not expect the systems to remain like "new," as normal wear and tear will occur with use and environmental exposure (e.g. scratches, faded paint on equipment); however, the system safety, operation, function, form and fit shall enable full use in the intended training environment.

Answer to Question 4:

The Wage Determination for HI will be provided when that Task Order RFP for the respective work is issued. Hawaii is not a Task Order 0001 requirement. Per paragraph L.2.C.1 entitled "Pricing for the Task Order 0001," Request For Proposal Attachment 04 provides a breakout of all individual ranges by geographic location that fall under the scope of Task Order 0001. In addition, paragraph L.2.A. references Attachment 11 which should provide the same individual ranges by geographic location as Attachment 04, annotating all the individual ranges and corresponding geographic locations that are tied specifically to Task Order 0001. Finally, as annotated within Attachments 04 and 11, corresponding Appendices and individual Appendix information wihin Attachment 03 reference Task Order 0001 individual ranges and geographic location information. Note - while Attachment 03 also references individual ranges and geographic locations NOT within the scope of Task Order 0001, offerors are only asked and required to propose on Task Order 0001 requirements at this time (see RFP paragraph B.2, Section L, and paragraph M.1.2).

Answer to Question 5:

The Government will provide GFP to support the maintenance troubleshooting requirements for the I-TESS-II items. The following special tool / diagnostics kit will be provided: Software Support Environment (SSE) laptop (Part Number 323122-1). One SSE laptop will be provided per I-TESS II warehouse location. The Government will provide this GFP by the end date of the Mobilization Period for Task Order 0001; also, the GFP information within Attachment 06 will be updated accordingly, concurrent with the date-of-award of the GTSS MATOC IDIQ contract.

The following have been modified:

INSTRUCTIONS TO OFFERORS

SECTION L – INSTRUCTION, CONDITIONS AND NOTICES TO OFFERORS

L.1 General Instructions

1. MARCORSYSCOM, PM TRASYS intends to conduct this acquisition by use of Competitive Source Selection Procedures in accordance with the provisions set forth in the Solicitation and FAR Part 15. The Government intends to award Small Business ID/IQ contracts as part of a MATOC pool for GTSS.

2. The Government’s target is to award five (5) contracts under this solicitation;

however, if the Contracting Officer determines during the source selection process that fewer or more than five (5) contracts should be awarded, based upon the selection criteria, the Contracting Officer has the discretion of adjusting that number, or awarding none at all.

3. To assure timely and equitable evaluation, Offerors must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation Factors.

4. The Government will conduct a two phased approach to Source Selection:

a. 1st Phase- Written Proposal (L.2 below)

b. 2nd Phase- Discussion via Oral Presentations (L.3 below)

5. Offerors shall ensure written proposals and oral presentations provide straightforward, concise delineation of capabilities to perform the contract.

Organization, clarity, accuracy of information, and relevance are of prime importance.

The written proposals and oral presentations shall be complete and clear in all respects without the need for additional explanation or information. The written proposals and oral presentations shall provide sufficient detail and scope to permit the Government to evaluate it with respect to the evaluation factors specified in Section M of this solicitation.

6. Offerors should confine their written proposals and oral presentations to essential matters sufficient to define their offer, which will provide an adequate basis for evaluation. Likewise, Offerors are cautioned against general, vague, or unsubstantiated statements, which prevent or render difficult the Government’s evaluation of the presentation. Statements such as "will comply," or "noted and understood" without supporting discussion to define compliance are not acceptable. Further, written proposals and oral presentations that merely “parrot back” the requirements of the solicitation, but fail to provide the required approach to meeting the solicitation’s requirements, are not acceptable and will render the Offeror unsuitable for award. The Government will not assume that an Offeror possesses any capability, understanding, and/or commitment that is not specifically delineated and supported in its respective written proposals and oral presentations. An Offeror who was or is an incumbent or subcontractor for an incumbent for any of the previous contracts is still required to show in its written proposals and oral presentations that the offeror meets the requirements stated in this solicitation. An Offeror shall not, based upon the Offeror’s incumbency, presume the Government’s knowledge regarding its performance, capabilities, skills, etc.

7. The Offeror shall not include classified material in any written proposals and oral presentations.

8. Questions about the solicitation documents are due by 1400 Local Time (Orlando, FL) 18 August 2016 with the information below identified clearly. Questions shall be submitted via the email to erik.halverson@usmc.mil. Telephone inquiries will not be accepted nor addressed.

Please do not bundle multiple questions into one. Questions received after the above time and date may not be addressed. Government responses will be posted electronically via Amendment to FEDBIZOPPS.

For each question please provide:

• Document

• Section Paragraph

• A specific question

9. Any potential offeror who desires attachments 01 through 12 for this solicitation must complete, sign, and return the certification within this GTSS Request for Proposal, Attachment 13. The Government will provide access to only qualified U.S. contractors.

No data will be provided until the Government has received and verified the signed certification.

Once the signed certification has been verified, all solicitation documentation will be emailed to the Data Custodian POC email via AMRDEC.

UCF Partnership III – 5th Floor 3039 Technology Parkway Orlando, FL 32826

Offerors are advised that proposals sent by conventional US MAIL service or shipping service company (e.g. UPS, FedEx) run the possibility that a proposal will not comply with the stated closing date/time due to errors by the service. In such cases, the proposal will be considered a “late submission” and treated in accordance with FAR provision 52.215-1.

c. Referring to Block 12 on the cover page of this SF-33 Request for Proposal document, offerors are advised that if their respective offer is accepted within 180 calendar days from the date of receipt of offers, the respective offeror agrees to furnish any or all items upon which prices are offered at the price set opposite each item, delivered at the designated point(s), within the time specified in the schedule.

L.2 1st Phase:

A. The offeror shall submit Volume I consisting of the following:

1. Staffing: Provide a completed Attachment 11 for staffing resources to meet the requirements of Task Order 0001. Task Order 0001 requirements can be found within Attachments 01, 02, 03, 04, 05, and 06.

2. Offerors shall follow the instructions within Attachment 11 when providing their submission of Attachment 11.

B. The offeror shall submit Volume II consisting of a slide show presentation for Technical Approach and Past Performance in Microsoft PowerPoint limited to 75 slides.

Font within the slide show shall be Times New Roman and shall be no smaller than font size 10.

Slide shows shall address the following areas to accomplish Task Order 0001:

1. Inventory Management

- Offerors shall provide warehouse procedures for applicable Task Order 0001 sites detailing how an offeror will maintain accurate and real-time accountability of warehouse items (to include consumables, device repair parts and components, tools and test equipment, and Government Furnished Property, as applicable) from check-out to recovery.

- Offerors shall provide warehouse procedures for applicable Task Order 0001 sites detailing how inventory and supply support processes provide real time accountability of warehoused range support items (to include consumables, device repair parts and components, tools and test equipment, and Government Furnished Property) as well as provide appropriate metrics to enable an offeror to make relevant decisions and take relevant action to ensure item availability that is in a perpetual “Ready-For-Issue” status, thereby helping to ensure that a given training system maintains a perpetual “Ready For Training” condition. Of note, the PWS (Attachment 01) defines “Read For Training” status as “training systems being fully capable to enable individuals to conduct training and complete the prescribed training objectives as requested in the training exercise request for scope, duration, and scheme of maneuver for the training event.”

2. Maintenance Process

- Offerors shall propose appropriate kinds and amounts of support equipment to operate and maintain the ranges, training devices, and equipment in a “Ready for Training” condition for Task Order 0001. Per the PWS (Attachment 01), “Ready for Training” status refers to (range) “training systems being fully capable to enable individuals to conduct training and complete the prescribed training objectives as requested in the training exercise request for scope, duration, and scheme of maneuver for the training event.” Further, the PWS (Attachment 01) indicates that “the (GTSS) contractor shall ensure that training systems are ready for training and available for scheduled training requirements at least one hour prior to all Government Scheduled Use (GSU).”

- Offerors shall propose maintenance plans detailing the ability to conduct and execute timely, complete, and accurate level maintenance (preventive, corrective, and depot levels) on Task Order 0001 items (to include consumables, device repair parts and components, tools and test equipment, and Government Furnished Property, as applicable), thereby ensuring that a given training system maintains a “Ready For Training” condition.

3. Management Process

- Provide the offeror’s Organizational Flow Chart for Task Order 0001 illustrating the lines of responsibility and decision-making authority.

4. Past Performance:

4.1 Past Performance Contracts for Offeror

a. The offeror shall identify up to three (3) of the prime offeror’s most relevant government or commercial past performance contracts. The government is not evaluating the past performance of proposed subcontractors, or individual joint venture owners, or individual partnership owners.

b. Any submitted past performance contract must contain performance within five (5) years of the proposal due date specified in Block 9 of Standard Form 33 of the RFP. Performance that took place greater than five years from the proposal due date will not be considered.

c. Forward a copy of the Past Performance Questionnaire (Attachment 12) attached to this RFP to the past performance contract customer’s Procuring Contracting Officer (PCO), Administrative Contracting Officer (ACO), Program Manager or Point of Contact for the following past performance contracts:

• Past performance contracts that do not have CPARS Reports, and

• Past performance contracts with CPARS Reports completed by the Assessing

Official more than twelve months prior to the RFP’s proposal due date.

All questionnaires shall be forwarded within two weeks from the RFP release date. The offeror shall include instructions for its customers to send completed questionnaires to Mr. Erik Halverson, Contract Specialist, via email at erik.halverson@usmc.mil to be delivered no later than the closing date and time specified in Block 9 on page 1 of the RFP/Solicitation.

d. To evaluate past performance, the government may use information other than information provided by the offeror in its proposal, and may use past performance information obtained from sources other than those identified by the offeror.

e. The offeror has the burden of providing thorough and complete past performance information. It is incumbent upon the offeror to explain the relevance of data provided in its proposal. The government has no duty to search for additional data to cure problems the government finds in the information provided by the offeror.

f. Regardless of relevancy, the offeror shall provide a list of Show Cause Notices, Cure Notices and Terminations for Default received on any contract, task order, or delivery order within the past 5 years.

4.2 Past Performance Contract Information

a. Provide the information identified below in an MS Word Table for each past performance contract (PPC) identified.

3 As part of its Past Performance Volume, the offeror shall provide printed CPARS that are referenced in the table.

b. Task or delivery orders awarded under Multiple-Award Contracts (MACs) will be considered standalone “contracts” for purposes of past performance evaluation. Thus, offerors may not propose an entire MAC as a past performance contract reference.

c. For a single-award indefinite delivery past performance contract, offerors may propose the entire basic contract as a past performance reference, or may propose a specific task or delivery order as a past performance reference. If an offeror proposes an entire single-award indefinite delivery contract as a past performance reference, however, the offeror must provide the past performance information below for each and every task or delivery order issued.

4.3 Relevancy Information of the Past Performance Contract. For each past performance contract, provide the following information:

a. Contract Types: Compare the contract type of the past performance contract to the contract type of this solicitation’s effort.

b. Total Dollar Amounts: Compare the total dollar amount of the past performance contract to the total proposed dollar amount of this solicitation’s effort.

c. Dollar Amounts Actually Performed: Compare the dollar amount of the effort actually performed by the offeror under the past performance contract to the dollar amount of the effort proposed to be performed by the offeror under this solicitation’s effort.

d. Locations and Divisions: Compare the location and division of the company that performed the past performance contract effort to the location and division of the company that is proposed to perform this solicitation’s effort.

e. Period of Performances: Compare the period of performance of the past performance contract to the period of performance actually performed under that past performance contract for the offeror.

f. Compare Similarities: Compare the similarity of the product or service actually performed by the offeror under the past performance contract to the product or service proposed to be performed by the offeror under this solicitation’s effort in the following areas:

o Scope o Magnitude o Complexity

4.4 Demonstrated Performance Information of the Past Performance Contract

a. For each past performance contract, the offeror shall provide available CPARS and Past Performance Questionnaires that address the following demonstrated past performance areas:

• Quality of Product or Service. The offeror’s past performance in the delivery of quality supplies and services, which includes meeting technical requirements.

• Schedule. The offeror’s past performance in meeting schedule requirements, to include on-time or late deliveries, and modifications of original schedules.

• Cost Control. The offeror’s past performance in controlling contract costs, to include the cost of performance, cost overruns, and cost underruns.

• Program Management and Subcontract Management. The offeror’s past performance in managing the contracted effort, to include program management, subcontract management, and cooperation with the customer.

b. The government will use CPARS and Past Performance Questionnaires to document demonstrated past performance. The government does not want to receive, and will not use for evaluation, an offeror’s self-described assertions of demonstrated past performance.

For the CPARS and Past Performance Questionnaires provided, however, explain the reasons for any past performance problems, as well as schedule slips and cost or price increases from the schedule and cost or price at time of award. Also describe any claims or requests for equitable adjustment.

c. For any past performance problem identified in the CPARS or Past Performance Questionnaires, describe the status of the problem. If the problem is likely to happen again, describe the impact that the offeror’s implemented improvement effort had on resolving the problem so that it would not happen again. Describe the resolution used to correct the past performance problem and, if applicable, how the offeror proposes to use that resolution for this solicitation’s effort.

C. The offeror shall submit Volume III consisting of the following:

1. Pricing for the Task Order 0001:

a. Offerors are to propose price in RFP Attachment 04. When Task Order 0001 is awarded, Attachment 04 will become an attachment to Task Order 0001.

b. Attachment 04 provides summarized Task Order 0001 information, indicating individual ranges broken down by macro-range category (e.g. the tab entitled “Appendix_Range_List_TO1” shows twenty-seven line items tied to Appendix A, macro-category “Live Fire Ranges,” with each line item representing an individual range). Within Attachment 04, the “Appendix_Range_List_TO1” tab shows a column entitled “Range Price Per One Month.” Offerors will populate this column accordingly with the monthly price per range tied to a respective macro-range category. Ultimately, these “Range Price Per Month” values for individual ranges tied to Task Order 0001 will feed as a single monthly price for a respective macro-range category represented by individual Contract Line Item Numbers (CLINs) present within the Attachment 04 tab entitled, “New Section B TO1,” column “Unit Price.” The “New Section B TO1” tab will multiply the monthly “Unit Price” by 11 months of support, representative of Task Order 0001 period of performance , to give a finalized CLIN price under the “Total” column for a respective macro-range category. Of note, offerors are responsible to check their work for accuracy of submission, and not rely on Government mathematical formulas within the Attachment 04 excel spreadsheet.

c. A caveat to the above instructions regards CLIN 0001 “Mobilization.” For this

CLIN under tab “New Section B TO1,” offerors must fill this out directly within the aforementioned tab as there is no corresponding macro-range category for “Mobilization” within tab “Appendix_Range_List_TO1.” Of note, the mobilization period for CLIN 0001 is for one month after date of contract award for all ranges within Task Order 0001. All other CLINs have an 11 month period of performance beginning at the time of completion of mobilization.

d. Of note, to assist offerors in preparing their Attachment 04 pricing submission, Attachments 09 and 10 are provided. Because this Task Order 0001 is subject to the Service Contract Act, Attachment 09 is representative of Wage Determinations for the respective counties and states where Task Order 0001 performance is to occur. Furthermore, because certain types of work within this GTSS Task Order 0001 are subject to the Davis Bacon Act, Attachment 10 Davis Bacon Wage Determinations are provided.

e. Task Order 0001 is representative of the expected contract work and includes many or most of the technical requirements expected to be included in future task orders to be competed under the contract. As such, making MATOC awards based on evaluation of Task Order 0001 is reasonable.

f. Offerors do not need to provide pricing for Travel, or Surge (labor) CLINs for Task Order 0001. CLINs for Travel and Surge (labor) will use pre-populated not-to-exceed figures of $15,000 each.

2. Additional Information:

The offeror shall provide the documentation specified below:

a. Signed SF33 (and any amendments) with any/all Amendments acknowledged and all appropriate “fill-ins” completed. PLEASE BE ADVISED THIS INCLUDES

ALL REPRESENTATIONS AND CERTIFICATIONS.

b. Authorized Offeror Personnel. Provide the name, title and telephone number of the company/division point of contact regarding decisions made with respect to your proposal and who can obligate your company contractually.

c. Company/Division Address, Identifying Codes, and Applicable Designations.

Provide company/division's street address, county and facility code; Commercial Activity and Government Entity (CAGE) code; Data Universal Numbering System (DUNS) code; and size of business (large or small). Provide the same information for your major subcontractors. A major subcontractor is defined for purposes here as a subcontractor that is anticipated to perform over $1,000,000 of the contract effort during the contract ordering period. If you are proposing as a joint venture, provide your joint venture agreement. The above information will be utilized to help establish responsibility.

d. Statement providing presentations and pricing shall be valid for a period of 180 days from the date of the proposal submission deadline.

e. Equal Employment Opportunity (EEO) and VETS 4212 Pre-award Clearance Information:

i. To expedite the Government’s EEO pre-award clearance request process, the prime contractor shall include a list of all proposed subcontractors with a proposed subcontract value estimated at $10 million or more, to include the following information: Name, address, individual’s name/point of contact, and telephone number. The Government plans to request EEO clearances early in the evaluation process to avoid possible delays in making contract awards.

ii. As legislatively mandated under 38 U.S. Code, Section 4212, codified at

41 CFR Section 61-300, respectively, contractors and subcontractors who enter into, or modify a contract or subcontract with the federal government, and whose contract meets the criteria set forth in the above legislation/regulations, are required to report annually on their affirmative action efforts in employing veterans.

As such, offerors shall submit a copy of the confirmation of receipt notification (e-mail) for verification of successful submission of VETS 4212 report for the prime contractor and any subcontractor with a proposed subcontract value estimated at $100,000 or more. If a contractor, for any reason, cannot produce a confirmation notification then they may contact the VETS-4212 Service Center to request a verification search to be performed.

Having all of the requested data elements will provide for a more detailed search.

L.3 2nd Phase- Discussions via Oral Presentation:

1. Based on the 1st Phase evaluations, the Government will set a competitive range and enter into discussions with all offerors within the competitive range. Offerors within the established competitive range will be invited to participate in Phase 2, which is discussions via Oral presentations in accordance with Federal Acquisition Regulations (FAR) 15.102.

2. Location of all Presentations will be:

UCF Partnership III – 5th Floor 3039 Technology Parkway Orlando, FL 32826

3. Upon completion of the 1st phase, the Government will provide written notification to each offeror if they have or have not been included in the competitive range. If included in the competitive range, offerors will be invited to participate in the 2nd phase, which is Discussions via Oral Presentation. If an offeror has been included in the competitive range, the government’s notification will also provide a specific date selected for that offeror to provide an Oral Presentation. Order of presentations will be selected randomly. Except as otherwise described in these instructions, the offerors must present the exact information the offeror submitted in Volume I and the slides submitted in Volume II. Offerors SHALL NOT present any information submitted in Volume III. Should any discussion issues be necessary concerning Volume III content, the Government will notify the offeror with written Evaluation Notices. The Government will also notify the offeror of specific instructions of how to respond to the Volume III discussion issue within the written notice.

4. The Government is not imposing any specific qualifications requirement on the presenter. However, the Government strongly recommends presenter(s) possess knowledge of their presentation, ability to answer any discussion questions concerning the technical, management, or past performance. The Government will limit the number of presenters/offeror attendees to 5. Upon notification by the Government of the specific date of presentation, offerors shall provide an email of acknowledgement and a list of the names of presenters/attendees for security purposes (the email address for list coordination to be specified later).

5. Oral presentation will begin at 0800 eastern time. The Government will allot up to 2 hours for the offeror’s presentation. Time management will be up to the presenters; they may allocate presentation time as they see fit. The Government will provide time-remaining updates at the 1 hour remaining and 30 minutes remaining marks. Offerors will not be penalized for not utilizing all 2 hours. Except as otherwise described here, offerors must present the exact information the offeror submitted in Volumes I and II. Offerors may elaborate verbally on the existing information submitted in Volumes I and II, but offerors are not allowed to edit the written word within the information submitted in Volumes I and II unless the edit is a redline edit in direct response to an Evaluation Notice issued by the Contracting Officer.

6. Thus, the offeror may present a redline version of Attachment 11 marked with the applicable Evaluation Control number during the offeror’s presentation during Phase 2. In addition, during the offeror’s slide presentation, the offeror may present a redline slide of the original slides, marked with the applicable Evaluation Notice control number. Because redline and proposed fixes to Evaluation Notices take space, the limit on the total number of slides will increase from 75 to 85 slides.

7. The Government will provide an HDMI connector to a projector and screen for the offeror’s oral presentation. The offeror will be responsible for providing the electronic media to run the presentation. No other materials, print-outs, documents, etc. will be allowed to be submitted or distributed to the Government personnel. If it is noticed that an offeror violates any of the above restrictions, the Government will immediately stop the presentation and the clock, and the offeror will not be allowed to continue until the issue is resolved.

8. No evaluator will communicate or ask questions during the offeror’s presentation.

The offeror’s presentation itself will be uninterrupted. There will also be a clock present and visible so that evaluators may note the time.

9. After the offeror’s presentation above, the Government will then proceed to ask questions based on the Evaluation Notices of the 1st Phase which were not sufficiently answered during the Phase 2 presentation, as well as any other issues that arose during the offeror’s presentation Once this question and answer session has concluded (no specific time limit), the Government will excuse the offeror.

10. After the question and answer session above, it is anticipated that discussions will be complete. However, the Government reserves the right to ask additional follow-up questions based on information gained during the presentation. If additional questions are sent in the days shortly following completion of an offeror’s oral presentation, the Government will submit those questions to the offeror via written Evaluation Notices and provide a specific deadline for which responses to those Evaluation Notices will be due.
