L—2.2.1 Page Limits.
For volumes with page limits, any cover letter, title page, table of contents, table of figures, list of tables, glossary of abbreviations & acronyms, and appendices will not count against the page limit. The Government will not consider quotation contents exceeding the page limits. The Government evaluation team will not consider any supplemental information outside the quotation structure’s strict confines.
L—2.2.2 Format.
Quotation shall use “Arial” or “Times New Roman” 12-point font style on 8 ½” x 11” white paper with 1” margins. Offerors may use 11” x 17” sized fold-out pages for tables, charts, graphs, or pictures that cannot be legibly presented on 8½” x 11” paper. An 11” x 17” counts as two pages. A sheet of paper printed on both sides counts as two pages, and pages shall have consecutive numbering. Double-sided printing and copying on recycled paper is preferable. Bolding, underlining, and italics are permissible to identify topic demarcations or points of emphasis. Graphic presentations and tables shall have at least text 8-point font.
Each volume in the quotation shall include a copy of the cover letter, title page, and table of contents. The table of contents shall list sections, subsections, and page numbers. Technical volumes shall also contain a one-page executive summary briefly describing the overall approach and identifying subcontractor or teaming efforts. Include the company name, address, Commercial and Government Entity (CAGE) Code, and Data Universal Numbering System (DUNS) number of all partners and major subcontractors in the executive summary. Each volume shall contain a glossary of abbreviations and acronyms, and each acronym used shall be spelled out in the text the first time it appears in each quotation volume.
In addition to the paper copies identified in Table L—1, the offeror shall submit all quotation information in electronic format, one compact disc (CD) per volume. Text and graphics portions of the electronic copies shall be readable by Microsoft (MS) Word 2010 or Adobe Acrobat. Data submitted in spreadsheet format shall be readable by MS Excel 2010. The paper copy takes precedence in instances where the paper copy and the electronic copy conflict. Each volume shall be in separate hard-sided three-ring binders. CDs shall be in “read-only” format for Microsoft Windows. The printed material must accurately reflect the electronic data on the CD.
L—2.2.3 Cross Referencing.
Each volume shall stand-alone to the greatest extent possible so its content needs minimal cross-referencing to other quotation volumes. Cross-referencing within a quotation volume is permissible where its use would conserve space without impairing clarity. Hyperlinked cross-references are permissible. The Government will assume that any required information not appearing or otherwise cross-referenced in its designated volume is omitted from the quotation.
L—2.3 Volume I—Technical.
The technical volume shall address Factor 1—Technical Capability and conform with the page limitations as stated above. Volume I shall not contain price or pricing information; doing so may result in an unfavorable evaluation. The technical volume shall demonstrate the offeror’s understanding of the SOW and PSPEC as well as an articulation of the offeror’s approach and capability (e.g., detailed procedures, plans and methods) to meet the solicitation’s requirements. The quotation should sufficiently demonstrate how the offeror will meet or exceed delivery schedule timelines, safety measures in accordance with the Safety Assessment Report (SAR), and provisioning support such as the program’s warranty and maintenance assurances. The Government will not consider information from any previous transaction whatsoever (e.g., descriptions of previous projects performed for the Government) as part of the quotation unless the information is incorporated into the quotation.
L—2.3.1 Factor 1 – Technical Capability.
Offerors shall demonstrate the ability, resources, and experience to meet the solicitation’s requirements, to include detailed procedures, plans, and methods. Offerors shall present all information in sufficient depth for the Government to comprehensively evaluate the offeror’s understanding of solicitation requirements and performance capability. The quotation should demonstrate the offeror’s understanding and capability in a concise, logical manner and should not contain superfluous material. As appropriate, the Government reserves the right to request certifications, test data, or any other documentation supporting the quotation’s claims.
The offeror's proposed level of performance becomes the minimum threshold performance, if the offeror were to receive the contract award.
All product samples will undergo performance verification testing in accordance with the SSDS-IM PSPEC and Evaluation Factors. Test events include performance baseline testing, environmental testing, user evaluation testing, endurance testing, and a performance degradation assessment.
Offerors shall submit a proposed delivery schedule representing the monthly quantity for CLINs 0001, 0002, 0004 and 0005.
L—2.3.1.1 Product Samples.
Offerors shall submit one copy of the operator’s manual in a Microsoft Word or PowerPoint format as well as ten product samples of each SSDS-IM as described in CLIN 0001 and CLIN 0002 (for a total of 20).
Product samples may be subject to various testing relating to performance, environmental compliance, Limited User Evaluation (LUE), and other testing. The Government will return all product samples at full cost to the offeror. Accordingly, offerors shall include prepaid return shipping instructions with product sample submissions. The Government will not pay for the return of product samples. The Government does not assume liability for lost or damaged shipments and recommends that offerors insure product samples.

L—2.4.3 Factor 3—Past Performance Offerors shall evidence past performance by describing no more than three of the offerors' most relevant contracts performed within the last three years. Relevant past performance may be any combination of Federal, state and local government, or Law Enforcement work. Offerors without three relevant contracts within the last three years may submit fewer examples. Offerors with no recent and relevant past performance history shall state so in their quotation.
Offerors have discretion to determine which prior contracts are relevant to the currently described requirements.
The Government may use other information from Government sources to evaluate past performance. The Government reserves the right to limit or expand the number of references and contact references other than those provided by the offeror.
The Government will exclude submissions exceeding the page limit. Offerers submitting prior work as a subcontractor as past performance experience must also clearly indicate the work’s relevance (e.g., scope, magnitude and complexity).
