M67854-15-T-1017 Scout Sniper Day Scope – Improved Mount (SSDS-IM) Questions and Answers to Industry

1. For the Function Attributes such as 4.4.3.1 the Zero Repeatability, 4.4.3.2 Zero Retention, 4.4.3.3 & other function attributes; Were we going to be able to witness the demonstration & testing?

a. Offerors may not witness demonstration and testing during evaluation.

2. Attachment 3, page 2, para title Factor 1-Technical, sub ii, states the Government will evaluate price based on the total price of Contract Line Item Numbers (CLIN) 0001 through 0005, including all sub CLINS. The delivery schedule in attachment 2, page 5 lists no sub-CLINs and no CLIN 0003. What are the required sub-CLINs and is there a CLIN 0003?

a. The Combined Synopsis/Solicitation describes all CLINs and subCLINs.

b. Exhibits A & B (DD1423s) describe the delivery schedule for CLIN 0003 Technical Data Deliverable and the associated SubCLINS.

3. Attachment 2, para L—2.3.1.1 Product Samples, states offerors’ shall submit ten product samples of each SSDS-IM as described in CLIN 0001 and CLIN 0002 (for a total of 20). We would like to offer two different types of mounts while minimizing duplicate proposal volumes. Is the submission of two different types of mounts acceptable to the Government provided the sub-total of the different types of mounts each total a quantity of 20 and that separate pricing and EDFP are provided?

a. FAR 52.212-1(e) states “Offerors are encouraged to submit multiple offers presenting alternative terms and conditions or commercial items for satisfying the requirements of this solicitation” and that “Each offer submitted will be evaluated separately.”

b. In the event an offeror submits multiple offers in accordance with the cited provision, the offeror shall submit ten product samples of each SSDS-IM as described in CLIN 0001 and CLIN 0002 (total of 20) for each offer submitted. That is, there should be forty samples total for two offers because each offer would provide ten samples for CLIN 0001 and ten samples for CLIN 0002.

4. The solicitation announcement lists that the SSDS-IM effort is a commercial item and then lists an excerpt of the FAR 2.101 definition sub-paragraph (1). Is it correct to assume the full definition of commercial item under FAR 2.101 (including subparagraphs (2) and (3)) apply to the definition of commercial item used for this solicitation?

a. If a vendor’s item in response to this solicitation meets any of the criteria under the FAR 2.101 definition for “commercial item,” it is a commercial item.

5. Given that answers to these and other questions require revisions to proposals will the government allow at least 3 weeks for submission from date of clarification response?

a. This amendment extends the product sample and quotation submission due date to no later than 12:00 p.m. Eastern Standard Time, 6 March 2015.

6. “The SSDS-IM assembly shall not have levers, knobs or locking mechanisms that protrude from the left side of the SSDS-IM”

All Scope Mounts have the Levers, Knobs, & Locking mechanisms on the left side of the Mounts so the mount does not interfere with the Ability to Clear a Malfunction which is very critical for the operator to do Especially under Combat Conditions.

Was this a Threshold Objective or a Requirement?

a. It is a threshold requirement. Per MIL-STD-961E the use of the word “shall” denotes mandatory (threshold) levels of performance.
