An incumbent Capture Plan is not required. FAR 52.222-17 does not apply to overseas contracts since the Service Contract Act does not apply, however because continuity of services is important to operations, “Staffing Approach” is a technical approach subfactor in the solicitation:
Sub-factor (b): Staffing Approach and Labor Mix Qualifications/ Certifications/ Experience
The Government shall evaluate the Offeror’s proposed Staffing Approach that details its plans to staff, recruit, and screen qualified personnel in order to satisfy the Government’s performance requirement. The Government shall evaluate whether or not the approach is definitive enough to provide the Government a clear understanding of how the Offeror intends to staff this contract in order to meet all the PWS requirements. (The approach shall include a detailed discussion of the roles of the support team, substantiated performance, and appropriate use of staff resources to accomplish the intended work set forth in the PWS).
The Government shall evaluate the Offeror's proposed minimum qualifications, certifications, experience, and specialized experience that the individuals will possess for each of the support areas identified in the PWS.
The Offeror shall certify that all the individuals to perform services throughout the life of the contract will meet the characteristics proposed.
The Government will also evaluate the potential risk of the offeror’s proposal in relation to this sub-factor.
