Q&A 6/11/14

1) Amendment 0002 Submission of Offer page 17: The new Facilities Analyst position appears to be for the base year only. It is not listed for OY1 or OY2. Please clarify whether the position is for all periods?

ANSWER: The Facilities Analyst position is only for the base year.

2) Amendment 0002 Submission of Offer page 17: CLIN 0004 has been added to the Schedule on page 2 for the new position, but the Labor Category table on p. 17 references CLIN 0003, which is the travel CLIN. Please clarify?

ANSWER: This was an administrative error and has been corrected on the most recent Amendment.

3) What is the closing date of this RFQ?

ANSWER: The closing date of this RFQ can be found on page 2 of Amendment 0001 of the RFQ/solicitation. The closing date is 24 June 2014 at 0800 Japan Standard Time.

4) Quote Submission Instructions Section, Subsection #4, Paragraph 4 – “…as long as a minimum of one (1) year of performance has been completed as of the closing date of this RFP…”

Will the government consider reducing the stated minimum requirement from 1 year to 6 months?

ANSWER: The requirement will remain as stated in the solicitation.

5). If a company does not have any past performance how does that work?

ANSWER: Your proposal should state that your company does not have any past performance. A company with no past performance will be rated as Unknown Confidence (Neutral). This rating is not positive or negative.

6) If a company has Unknown past performance can they still be eligible for award.

ANSWER: Yes, for example if a company has Unknown past performance and receives an Acceptable on their Technical Factor the company will still be eligible for award because they will received an non-price rating of Acceptable.

7) PWS paragraph 7.4.11.6 states the following requirement, “Knowledge of Computer-aided Design & Drafting (CADD) and Geospatial Information and Services (GIS) software.” Does the individual have to draft maps? What is the level of knowledge required?

ANSWER: Basic user knowledge is required.

8) Of the three positions which positions are focused on new facilities and which positions are focused on existing facilities?

ANSWER: Each position touches on both new and existing facilities. The majority of work for the Construction Coordinator and Project Manager wiill focus on new facilities. The Facilities Analyst may have more interaction with existing facilities than do the Construction Coordinator and the Project Manager.

9) How is DPRI connected with the US Army Corps of Engineers (USACE) in regards to the transfer of data? Does the contract Project Manager coordinate the schedule and is P2 system experience required?

ANSWER: DPRI already has a scheduler on staff. The contract Project Manager will update the scheduler which can be done via email or manually. There is interaction with USACE but the FRF PMO is the holder of the schedule.

10) Paragraph 5.3.2 of the PWS states, “5.3.2 Coordinate and conduct extensive site visits to and around the various Marine Corps installations on Okinawa.” Paragraph 7.2 states, “For the Construction Coordinator, the place of performance will be at Camp Schwab, Building 3320 or construction sites at Camp Schwab, Okinawa, Japan. For the Construction Project Manager, the place of performance will be, Camp Foster, Okinawa, Japan. For the Facility Analyst, the place of performance will be Camp Foster, Building 361 or Camp Schwab, Okinawa, Japan.” Can you clarify?

ANSWER: The primary office location will be at Camp Schwab and Camp Foster respectively. Due to the current and future location of units on the island and the need to interact with these facilities and/or units at those locations, there may be a requirement to work at other locations on Okinawa.

11) In regards to PWS paragraph 6.1.1, can you quantify the nature of how the work flow with fluctuate? Who sets priorities and is there reasonable workload leveling?

ANSWER: The PWS workload comes from the COR to the company. The COR will meet with the contractor on a weekly basis to discuss how the workload is being leveled and determine workload and workflow priorities for tasks.

12) Who manages the individuals working on the contract, the Government or the Contractor?

ANSWER: This is not a personal services contract so therefore the Contractor will manage their own employees. The tasking comes from the COR and then flows to the contractors onsite lead.

13. Is the Form 42 already in place? Is there any analysis development for the Form 42 required?

ANSWER: The force laydown is already set and the MCIPAC DPRI program works within that plan. We do not determine the location of units from this office; but support the laydown via facility development.
