Questions and Answers Part 2 M67001-15-T-0014

Question: How many annual flight hours are supported by the O-level maintenance organization?

Answer: A typical squadron consisting of 12 MV-22's fly's approximately 250-300 hrs a month.

Question: How many flight hours are flown by each aircraft between each periodic inspection?

Answer: A majority of the scheduled inspection workload consists of the 35hr and 210 hr phase inspections.

Question: Is the O-level contractor responsible for performing all periodic inspections regardless of complexity (for example, a major inspection like a "D check" on a commercial aircraft requires technical skills not normally used at the O-level)?

Answer: The O-level contractors will only perform O-level tasks IAW established technical publications.

Question: Will the government call for a site visit or industry day prior to proposal submittal? (A site visit would be especially beneficial to industry if conducted at least two weeks prior to proposal submittal.)

Answer: No, site visit will not be necessary for this requirement.

Question: RFQ Schedule, SF 1449 pages 3 and 4: Will the government allow a transition period prior to contract start date? This would provide time for the CMS to be hired and processed on to MCAS New

River; provide time for clearances to be checked by the government, ect? Since there is not a contractor work force currently in place that could easily be changed overfrom one company tho the next, we recommend that a priced, 30 day transition period be added to the schedule to allow for post award, but pre-start-up, activities.

Answer: We currently have 12 contractors on site for these services. The government expects all positions filled by 01 August 2015. Refer to RFQ for certification completion deadlines.

Question: SOW 6.0, CMS Work Specifications, 2nd pragrapgh: Will the government provide an estimate of the number of annual hours used for OJT? Are these hours additional to the government’s support requirement of 46,080 annual hours?

Answer: There are no estimated OJT hours for this contract. The primary goal is to supplement maintenance for the MC. We do not expect any OJT and It will probably remain that way.

Questions: SOW 6.5: Does the government provide SECRET clearance processing at no cost to the contractor?

Answer: Contractor is responsible for SECRET clearance and cost to obtain it.

Question SOW 7.2: Do the six squadrons’ flight schedule require O-Level ( e.g. pre flight etc.)

maintenance activities prior to 0700, after 0100, and/or weekend and holidays?

Answer: The working hours will be in line with the Aviation Maintenance Officer's priorities. It is not expected for contractor to work outside of normal working hours.

Question: SOW 11.4. Does the government provide tool room attendants and support equipment mechanics during all hours the CMS personnel may be required? If not, what personnel and/or methods are used to accommodate these needs?

Answer: Yes. The squadron will have the tool room available during normal working hours.

Question: SOW 11.6: Are the government’s supply sources open and available at all hours that CMS personnel may be required? If not what personnel and/or methods are used to accommodate these needs?

Answer: Yes. Supply Support is embedded into the squadron.

Question: SOW 11.8: Is access to the PEB’s controlled, and are they available at all times that CMS personnel are on-site and performing maintenance? If not, how does CMY contractor access the PEB’s during those times?

Answer: Yes, PEB inventories must be controlled however, CMS personnel will have access at all times during working hours

Question: SOW 11.10: Are you government QA and/or CDI personnel available at all times that CMS personnel are on duty? If not, what procedures are used to obtain these personnel when needed?

Answer: Yes, they are available

Question: SOW 12.0 Will the CMT be required to send CMS personnel off-site, outside the 50 mile radius, to recover downed MV-22 aircraft? Also, since overtime is not allowed, how does the CMT contractor get reimbursed for work that the government requires that falls between the hours of 0100 and 0700, or on a holiday or weekend day? We recommend that the government add an “an hourly rate, over and above” line item to the schedule to allow for contractor cost recovery for these and other non-routine maintenance actions.

Answer: No, contractors will not be sent outside the 50 miles radius and no overtime will be needed.

Question: SPECIAL CONTRACT REQUIRMENTS, PAGE 10: Since this is a new start, will the government consider giving the CMS contractor at least two weeks after contract award to interview and hire the

CMS workforce and provide the list of personnel required by this paragraph?

Answer: Refer to enclosure (1) Note (1), enclosure (2) note (2) and paragraph 9.1.5 of SOW and

Level Of Effort Requirements Summary on page 15. You have 14 days if you have any unfilled position. Just a reminder ability to hire 100% of qualified work force is part of technical capability factor and evaluation .

CONTRACT CLAUSE 52.212-2(a): In the last paragraph of this clause on page 24, there is a list of four sections to the Technical Volume. Should Past Performance be the fourth, or should there be a list of five sections and section 4 was inadvertently omitted?

Answer: There are four as listed.

Question: GENERAL. Will the government provide a sample flight/sortie schedule to assist us in developing a manning/staffing plan that meets the sortie generation requirements of a typical day?

Answer: The contract has a specified requirement for labor category and experience required.

This is not predicated on the flight schedule, it is based on the AMO's maintenance requirements as set forth in the maintenance schedule.
