About this file
The document is a Method of Operation (M4030) for Fleet Electrification Transition Planning, Management and Related Services, issued by the State of New Jersey Division of Purchase and Property. The contract involves two primary contractors: Guidehouse Inc. and INF Associates, LLC, who have been awarded statewide contracts through Sourcewell, a cooperative purchasing program. Both contractors have corresponding NJSTART contract numbers and are authorized to provide services through July 19, 2027.
The contract covers fleet electrification transition planning and management services, including feasibility assessments, total cost of ownership evaluations, strategic roadmap development, implementation management, incentive processing, and related technology services. Specific exclusions include electric vehicles, electric vehicle charging stations, artificial intelligence, cybersecurity, and various equipment-specific state contracts. Agencies can request quotes from either contractor based on project requirements, with selection criteria focusing on advantageous terms, pricing, and meeting specific agency needs. The contracts are structured with two primary line items: one for fleet electrification services and another for hourly or task-based rates for training, inspections, and consultation services. Volume discounts may be available, and agencies must document their selection process for potential audit review.
