About this file

This Method of Operation document outlines the Fleet Electrification Transition Planning, Management and Related Services contract (M4030) awarded by the State of New Jersey Division of Purchase and Property. The contract has been extended to cooperative purchasing program participants through Sourcewell. Four contractors have been awarded contracts: Guidehouse Inc. (Contract #051123-GUI, NJSTART #26-FLEET-121284), ICF Resources, LLC (Contract #051123-ICF, NJSTART #26-FLEET-127662), INF Associates, LLC (Contract #051123-INA, NJSTART #26-FLEET-121289), and PA Consulting Group, Inc. (Contract #051123-PAC, NJSTART #26-FLEET-124108). All contracts expire on July 19, 2027.

The contracts provide fleet electrification transition planning, management, and related services, including feasibility assessments, total cost of ownership evaluations, strategic roadmap development, implementation and management services, incentive identification and processing, subscription or as-a-service options, acquisition, integration, charging management, telematics, training, and ancillary software and technology solutions. Each contract contains two line items: one for fleet electrification services on a net line basis and one for hourly or task rates for training, inspections, and site consultation services. The contracts explicitly exclude electric vehicles, charging stations (which must be purchased under contract T3138), artificial intelligence, cybersecurity, operations and maintenance services, and LED lighting. Using agencies must request quotes from contractors, select based on competitive pricing and project requirements, and document their selection process. The contracts do not specify standard delivery timeframes due to the custom nature of services; agencies must negotiate delivery arrangements and any expedited delivery charges with contractors prior to purchase order issuance.
