INDUSTRY QUESTIONS AND ANSWERS
SWRFT Motor Vehicle Operator Support Industry Questions and Answers
Question 1: Reference: Section Solicitation, Page 29, and Paragraph Appendix 2:
In Accordance with (IAW) Appendix 2 (Average Daily number of Motor Vehicle operators required for normal day-to-day Operation), there are an estimate of 88 drivers required for a normal day of operation. Does a normal day of operation account for weekend, nights, and holidays? If not, please provide.
Answer 1: The amount of hours and operators requested are only an estimate. The SWRFT organization provides transportation support 24/7 to include holidays. This requirement shall support the SWRFT mission and provide 24/7 support as necessary based on the daily requirements.
Question 2: Reference: Section Solicitation, Page 29, Paragraph Appendix 2 IAW Appendix 2 (Average Daily number of Motor Vehicle operators required for normal day-to-day Operation), there are an estimate of 88 drivers required for a normal day of operation. In the previous contract, was Shift Differential pay allowed?
Answer 2: No, this service supports the surge that current SWRFT personnel are unable to support. The expectation is for one set hourly rate for service that is provided any day and time based on Class A, B and C.
Question 3: Reference: Section Solicitation, Page 47, and Paragraph File III: Past Performance, 1. File III: Past Performance, the offeror shall describe its past performance directly related to contracts it has held within the last 3 years that are similar in scope, magnitude, and complexity. Offerors shall provide a minimum of three (3) relevant examples. No more than six (6) examples shall be submitted. May the offeror submit 3 past performances from the same contract (over a three-year period) or must the past performances be from three different contracts?
Answer 3: Yes, the offeror can submit 3 past performance reports as long as they are 3 separate reports and not one report coving the 3 year period.
Question 4: Reference: Section Solicitation, Page General, and Paragraph General.
Are the workers of this contract affiliated with any Unions?
Answer 4: No, this is not the Governments concern with regard to the contract; we are not employing individuals as we are receiving a service. The Contractor is responsible for meeting any labor requirements or agreements that affect their employees.
Question 5: Reference: Section Solicitation, Page 27, and Paragraph 12.0.
How many days is the transition period (i.e., 30, or 60 days)?
Answer 5: The Phase-in period will depend on the procurement process as the current contract ends on February 28, 2017. There is a possibility that there will not be a Phase-in period. As for the Phase-out plan, the contractor should include a 30 day process that will provide the specifics on how they will cooperate and facilitate with the new vendor at the end of this contract.
Question 6: Reference: Section Solicitation, Page 27, and Paragraph 12.0.
Is there a transition period between task orders? If so, how many days?
Answer 6: No, Task Orders will be issued based on meeting SWRFT operational requirements. The first task order shall be for a specific number of months and a follow-on task order will be issued for the next period of performance.
Question 7: Reference: Section Solicitation, Page 29, and Paragraph Appendix 2.
Of the seven (7) locations, is there any location that has a higher priority of need of drivers?
Answer 7: Same priority of need from each location. However, if contractor staffing capacity is exceed, SWRFT will prioritize the service expected from the contractor.
Question 8: Reference: Section Solicitation, Page 29, and Paragraph Appendix 2.
Appendix 2 contained an estimation of the number of drivers that may be required on any normal day of operation.
How was this number derived? Is there an incumbent? If so, what is the name of the company?
Answer 8: All estimates were based on analysis of historical operation of current and past contracts. The current contract is a GSA contract supported by POGO INC.
Question 9: Reference: Section Solicitation, Page 26, and Paragraph 9.1.1.
Paragraph 9.1.1 states “task orders shall be issued for a specific amount of time.” On average, how long are task orders effective?
Answer 9: The expected task order performance period will be three month periods, however, certain budget and operational situations will require alterations to that funding/performance schedule.
Question 10: Reference: Section Solicitation, Page General, Paragraph General What format would you like for each Proposal file to be in, (i.e. Word, Adobe, Excel)?
Answer 10: File I (Technical) should be in a file compatible with Microsoft Word or Adobe. File II (Pricing) shall be in a file compatible with Microsoft Word or Adobe to include the Excel Pricing Sheet. File III (past Performance) shall utilize the adobe attachments 1 and 2 of the solicitation.
Question 11: Performance Work Statement Paragraph 2.0 provides the following Occupation Codes and Descriptions for personnel with Class B licenses:
31030 Bus Driver 31290 Shuttle Bus Driver 31362 Truck Driver, Medium
A review of Solicitation Attachments 4 through 7 - Wage Determinations shows that the Direct Labor Rate for 31030 Bus Driver, 31290 Shuttle Bus Driver, and 31362 Truck Driver are significantly different.
Attachment 3 - SWRFT CLIN Structure requires the Unit Price for Class B license drivers in all 4 Areas under CLINs 0004, 0007, 0010, 0013, 1004, 1007, 1010, and 1013. Request that the government provide clarification as to which Occupation Code should be proposed for the above mentioned CLINs.
Answer 11: The SWRFT will expect service that requires the vehicle operator to possess a Class B CDL. The operator provided by the contractor may be required to perform tasks that are included in one or more of those occupational codes/descriptions during a single tasking. The expectation is for the contractor to provide a skilled, qualified, and licensed vehicle operator to perform tasks that may be included in all the identified occupational codes/descriptions.
Question 12: PWS Paragraph 11.2.1 requires that "The Contractor shall carry vehicular liability, general public liability and cargo insurance as required by law." Request that the government provide specific requirements to include coverage requirements and the identification of vehicles that will require coverage.
Answer 12: It is expected that the contractor will obtain the appropriate type and a sufficient amount of insurance coverage to meet federal and state legal requirements. It is expected that the contractor will be aware of the Industry’s legal requirements, meet those requirements, and provide proof of that coverage to the government. It is expected that the contractor will provide the minimum required insurance coverage for all their employees that support this contact and for all government vehicles that their employees operate.
The contractor will be held financially liable for repair costs related to damage caused to government vehicles as a result of their employee's actions or lack of action. The contractor may, at their discretion, obtain additional insurance coverage to meet this financial obligation.
Question 13: General Question: Is there an incumbent or is this a new requirement?
Answer 13: See Answer 8.
Question 14: PWS: Who will be providing the dispatching services and scheduling? The government or the contractor? If contractor, is the on-site contract coordinator the dispatcher & scheduler? Can the Government provide a CLIN for dispatching and scheduling?
Answer 14: The Government will provide dispatching services and scheduling of vehicle/equipment to meet requirements. Contractor shall schedule operators to meet requirements provided to them by the Government. OCC will not dispatch or schedule dispatches. No CLIN required.
Question 15: Solicitation, PWS section, Paragraph 3.3": Contract shall provide the necessary resources to manage, perform, and administer the contract…" There is only one CLIN provided for full-time support which is the On-Site Contract Coordinator. Does the Government want this management to come from the OCC? Is it the Government's intent that the contractor supply only one OCC for support of entire contract?
Answer 15: Keep in mind that this is a Firm Fixed Price CLIN. The Government expects the contractor to provide adequate resources (personnel, materials & services) to perform the requirements of this contract.
The Government expects the contractor to determine the most effective means to manage the requirements of this contract which could be with the OCC or multiple positions throughout the organization. The Government will provide funds for a full time OCC service, how the contractor performs the OCC requirements is up to them.
Question 16: Solicitation, PWS section, Paragraph 3.5:"The contractor shall provide 24/7 contract coordination via phone for after-hour and holiday operations…" To ensure the proper 24/7 support, can the government provide another CLIN for an additional support personnel in order to cover the required hours and in the event that the OCC is sick/vacation?
Answer 16: As stated in Answer15, the Government will provide funds for full time OCC service, and it is the contractor’s responsibility to perform the OCC requirement.
Question 17: Solicitation, PWS section, Paragraph 3.5.7:
"The OCC shall provide a roster of available Motor Vehicle Operators for the next workday, for each location…" Can the Government explain how the Task Orders are assigned? The PWS states the fluctuation can go from as few as 6 drivers to as many as 88 drivers. Will the contractor face these fluctuations daily? Or will the workload be assigned weekly, monthly, quarterly, etc.?
Answer 17: Task Orders are usually issued for a 3-month performance period and provides for an estimated level of service (except the OCC which is a full time requirement) for particular skill levels and locations.
Task Order service level estimates are based on historical data for similar performance periods. The contractor will face fluctuations daily.
Question 18: Solicitation, PWS section, Paragraph 3.5.7.2: "EXCEPTION: Provide required number of operators within 3 hours for unscheduled operational support requirements." Can the Government provide an estimate of the frequency of these "unscheduled" trips? Can the Government provide an example of an unscheduled trip versus a scheduled one?
Answer 18: The Government cannot provide a frequency estimate because this requirement is completely unpredictable, very sporadic, and occurs with little notice. An example might be, a mid-flight decision is made for aircraft transporting Marines to make an unscheduled landing at an unplanned location with very little notice, and bus transport is required to move the Marines to their final destination. A scheduled trip would be bus transport for these same Marines when the aircraft makes the landing at a location that was planned and scheduled weeks in advance.
Question 19: Solicitation, PWS section, Paragraph 3.5.7.3: "EXCEPTION: Provide the required number of operators within 36 hours of receipt of notification for non-routine requirements." Can the Government provide an estimate for the frequency of these "unroutine" trips?
Answer 19: The Government cannot provide a frequency estimate for these non-routine trips because they too are unpredictable and sporadic; however, there is at least 36 hours prior notice of the change.
Question 20: Solicitation, PWS section, Paragraph 4.2: "Rosters shall be provided by 10AM PST each work day…" Will the government be performing the scheduling?
Answer 20: The Government will make daily final vehicle/equipment schedule confirmation based on the available drivers identified on the rosters provided by the contractor.
Question 21: Solicitation, PWS section, Paragraph 12.0: Shall the contractor provide the transition plan as Volume
IV?
Answer 21: The contractor can provide the transition plan in any format they choose.
