About this file
This is a Louisiana Preference Form related to the Louisiana Department of Transportation and Development (DOTD) Diesel Engine Arc Welder procurement. The document establishes the framework for bidders to claim preference for products produced, manufactured, or assembled within Louisiana in accordance with Louisiana Revised Statutes 39:1604(H) & (I). Bidders must complete and submit this form prior to bid opening to have their preference claim considered. The preference applies to materials, supplies, products, provisions, or equipment that meet quality standards equivalent to out-of-state alternatives.
To qualify for Louisiana preference, bidders must satisfy three primary conditions: the cost of Louisiana products cannot exceed out-of-state items by more than ten percent; the vendor must agree to sell items at the price of the lowest bid received; and in cases where multiple bidders offer Louisiana products within the ten percent threshold, the lowest bidder on Louisiana items is entitled to match the lowest overall bid price. Additionally, vendors must demonstrate that their Louisiana workforce comprises a minimum of fifty percent Louisiana residents. The form requires bidders to specify whether they claim the ten percent preference, confirm workforce residency requirements, identify line items for which preference is claimed, and provide the Louisiana locations where products are produced, manufactured, or assembled.
