1.0 Project Overview
1.1 Purpose
The purpose of this Request for Proposal (RFP) is to competitively procure the use of a leasehold estate of a non-Department of Defense (DoD) warehouse by the U.S. Navy to provide additional storage capability in support of Hurricane Florence recovery for MCIEAST-MCB
Camp Lejeune G-4/Supply Management Division home based at US Marine Corps Base, Camp
Lejeune (MCB CAMLEJ) NC. The proposed action is needed to address warehouse space capacity shortfalls at Camp Lejeune. The proposed lease term is anticipated to start no later than two (2) weeks after award for a term of one-year with four (4) annual renewal options. Please see section 4.2 Evaluation.
MCB CAMLEJ is in need of approximately 200,000 to 400,000 SF of secure warehouse storage space (this space can be co-located with a minimum of 100,000 square feet per location).
The Navy intends this RFP to result in the acquisition of the right to use non-DoD warehouse space for the stated purpose. The right will be prescribed in a lease that the Navy will subsequently enter into with the successful Offeror (see Attachment 1: Sample Lease).
1.2 Best Value Source Selection Process
The Navy will select a successful Offeror using the Best Value Source Selection Process
(BVSS) as outlined in Part 15 of the Federal Acquisition Regulation (FAR). The Navy will use the
“Tradeoff Process” as the BVSS source selection approach. Section 4.0 explains this process.
1.3 Beta.SAM.gov

Navy to lease the property. The forming of a Joint Venture, an association of two or more persons, corporations, partnerships, and/or associations, to carry out a single business enterprise for profit, for which purposes the parties combine their property, money, efforts, skill and knowledge, is considered an acceptable business entity under this RFP. However, if the Offeror is a Joint Venture, it must (1) be established prior to the submission of initial offers, and (2) the initial offer submitted must contain the Agreement for Joint Venture or similar documentation signed by all participating parties.
3.4 Preparation of Offers
All offers shall be made and submitted in accordance with the directions contained in this RFP. Offerors are expected to carefully examine the drawings, specifications, schedules, and all other information and instructions contained in this RFP. An Offeror's inability to comply with the directions in this RFP may, at the Navy's option, result in disqualification and removal of an Offeror from consideration under this RFP.
Offers must be submitted using the Standard Proposal Form provided in Attachment
(3). The Standard Proposal Form provides an effective means by which the Navy can systematically evaluate all offers against the technical requirements contained in this RFP and compare the prices of submitted proposals. Offerors may also provide additional information about their warehouse space that they deem relevant in a format of their choosing; however, the
Standard Proposal Form must be included in the proposal.
3.5 Explanation(s) Requested by Prospective Offerors

U.S. Navy Request for Proposal: N40085-21-RP-00005 9
3.6 Multiple Offers
Offeror(s) may submit multiple offers. Separately price each offer, and distinctly mark each package and page so that if the pages become separated, the reader can clearly identify what offer the package or page applies to. Each offer shall meet the requirements of this RFP separately to enable evaluation without the need to request additional information.
3.7 Amendment(s) to RFP
This RFP shall not be changed or amended except by a formal written Amendment signed by the Real Estate Contracting Officer. If this RFP is amended, all record holders of the
RFP will be datad a copy of the Amendment. Furthermore, all terms and conditions which are not modified shall remain unchanged and shall continue in full force and effect. Offerors shall acknowledge receipt of any Amendment by signing and returning one copy of the Amendment to the Real Estate Contracting Officer. The Real Estate Contracting Officer must receive the signed acknowledgement of the Amendment by the time and at the place specified in the RFP for the receipt of offers.
3.8 Limitation
The Navy may cancel this RFP at any time at the Navy’s discretion. In no event will the
Navy bear any costs associated with Offerors’ preparation of proposals, responses, or post-award submissions and actions required by this RFP.
3.9 Lease Terms
The lease that the Navy and successful Offeror will enter into will be based on the following terms, among other standard provisions required for U.S. Government real estate contracts. Offerors should consider these main terms when preparing their offers.
3.9.1 Firm Term and Option Periods. The firm term will be for one (1) year with options for the Navy to renew the lease for four (4) additional periods of one year each. The total potential term is five (5) years. The Navy will provide written renewal notice to the successful Offeror at least thirty (30) days prior to the expiration of the current period.
3.9.2 Occupancy Date. The Navy requires use of the facilities no later than two (2) weeks after award. In accordance with the National Environmental Policy Act of 1970 (NEPA), the
Navy may not award the lease to the successful Offeror until the Navy has completed an assessment of the potential impact to the environment of the proposed action.
3.9.3 Lease Payments. The Navy will pay quarterly lease payments to the successful Offeror in exchange for the right to use the warehouse facility in accordance with the terms of the lease, to include (1) leased warehouse space, utilities (primarily electricity), security services, and grounds maintenance, or (2) leased warehouse space only. The Navy will
U.S. Navy Request for Proposal: N40085-21-RP-00005 10 pay rent quarterly, unless otherwise negotiated, in arrears. The annual rent shall be fair and reasonable as determined by the Navy’s Senior Staff Appraiser.
4.0 Best Value Source Selection Process and Evaluation
4.1 Best Value Source Selection Process – Tradeoffs
The Navy will select a successful Offeror using the Best Value Source Selection Process
(BVSS) as outlined in Part 15 of the Federal Acquisition Regulation (FAR). The Navy will use
“Tradeoffs” as the source selection approach.
A tradeoff process is appropriate when it may be in the best interest of the Government to consider award to other than the lowest priced offeror or other than the highest technically rated offeror.
When using a tradeoff process, the following apply:
(1) All evaluation factors and significant subfactors that will affect contract award and their relative importance shall be clearly stated in the solicitation; and
(2) The solicitation shall state whether all evaluation factors other than cost or price, when combined, are significantly more important than, approximately equal to, or significantly less important than cost or price.
This process permits tradeoffs among cost or price and non-cost factors and allows the
Government to accept other than the lowest priced proposal. The perceived benefits of the higher priced proposal shall merit the additional cost, and the rationale for tradeoffs must be documented in the file in accordance with the FAR.
4.2 Evaluation
The Navy reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the contract; to negotiate with offerors in the competitive range; and to award the contract to the offeror submitting the proposal determined to represent the best value— the proposal(s) most advantageous to the Navy, price and other factors considered.
The Navy intends to evaluate proposals and award a contract without discussions with
Offerors (except clarifications as described in FAR 15.306(a)). The Navy reserves the right to conduct discussions if the Real Estate Contracting Officer later determines them to be necessary.
In addition, if the Real Estate Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Real Estate Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.
U.S. Navy Request for Proposal: N40085-21-RP-00005 11
4.3 Evaluation Factors
The Navy will award the lease to the Offeror whose offer demonstrates the best value to the Government. The Navy will evaluate proposals based on the following technical evaluation factors. Technical Requirements (Section 2.0), when combined, are significantly more important than Price.
4.3.1 Technical Criteria
The technical evaluation criteria represent key areas of importance and emphasis.
Proposals will be evaluated based on their technical merit (Factors 1 - 5), identified below.
Note: Factor 1 is of the greatest importance and weighted the highest of the five factors.
Factors 2 and 3 are of the second highest importance and are equally weighted.
Factors 4 and 5 are of the lowest importance and are equally weighted.
Factor No. 1. Area of Consideration
Factor No. 2. Occupancy Date
Factor No. 3. Facility Attributes
Factor No. 4. Site Access
Factor No. 5. Security Requirement
The Navy will evaluate Price, as follows.
4.3.2 Price Factor
The Navy will perform analysis by one or more of the following techniques to ensure a fair and reasonable price:
(a) Comparison of proposed prices received in response to the RFP.
(b) Comparison of proposed prices with the Independent Government Estimate (IGE).
(c) Comparison of proposed prices with available historical information.
(d) Comparison of market survey results.
4.3.3 Factor No. 1: Area of Consideration
The stored materials transit distance from Marine Corps Base Camp Lejeune to the prospective warehouse is important to the Navy, because stored material transit distance translates into fuel costs, transportation costs and personnel operating distance that will directly influence the Navy’s total costs. Stored material transit distance will be measured in miles. As noted in Section 2.1 – Area of Consideration, the maximum transit
U.S. Navy Request for Proposal: N40085-21-RP-00005 12 distance from Building 1212, Cedar Road, MCB Camp Lejeune, NC is 65 miles. The
Navy prefers the transit route to allow “unimpeded access” to the prospective warehouse that requires minimal coordination with other tenants and surrounding businesses.
Offerors should contact the Navy’s point-of-contact if there is a question as to whether a commercial property meets the transit distance requirement. Attachment (2) provides a map that depicts the Area of Consideration based on a 65 driving miles distance from
Marine Corps Base Camp Lejeune.
Preference will be given to Offerors with the shortest transit time.
4.3.4 Factor No. 2: Occupancy Date
Preference will be given to any Offeror who can provide all required facilities within two (2) weeks after award. In addition, the Navy prefers the Offeror to use any and all structurally sound existing facilities which can meet the requirements in order to reduce annual expendentures for the Navy.
4.3.5 Factor No. 3: Facility Attributes
As noted in Section 2.3 –Facility Attributes, preference will be given to an
Offeror who can accommodate the lease in one single 200,000-400,000 square foot space;
however, the Navy may co-locate in up to two (2) spaces that have a minimum of 100,000 square feet of space each. The ceiling height must be a minimum of 16’ high. There is a minimum of one drive in bay door with an 8’x8’ opening, per facility. Fire protection must meet NFPA regulations for warehouse stored material for furniture. The building must have mechanical and/or natural ventilation system sufficient to maintain a climate in which furniture can be adequately stored to prevent mold or mildew. Preference will be given to systems that provide better humidity control.
Section 2.3.6 – Additional Facility Attributes, outlines additional attributes that are preferred, but not required and may give the Offeror higher preference.
4.3.6 Factor No. 4: Site Access
As noted in Section 2.4 – Site Access, on-site access is required from 6:00 a.m. to
6:00 p.m. Monday through Friday. Preference will be given to an Offeror that allows 24 hour access, 7 days a week.
4.3.7 Factor No. 5: Security Requirement
As noted in Section 2.5 – Security Requirement, the Offeror must have an existing security system or the Navy must have the ability to modify the space to accommodate a security system.
U.S. Navy Request for Proposal: N40085-21-RP-00005 13
4.4 Ratings
The following adjectival ratings will be used:
Rating Evaluation Excellent Proposal/factor demonstrates thorough and detailed understanding of requirements. Technical approach and capabilities significantly exceed performance and capability standards. Proposal/factor offers one or more strengths.
Strengths significantly outweigh weaknesses, if any. The proposal/factor represents a high probability of success with no apparent risk in meeting the Government’s requirements.
Good Proposal/factor demonstrates thorough and detailed understanding of requirements. Technical approach and capabilities exceed performance and capability standards. Proposal/factor offers one or more strengths. Strengths outweigh weaknesses. The proposal/factor represents a strong possibility of success with overall low degree of proposal and performance risk in meeting the Government’s requirements.
Satisfactory Proposal/factor demonstrates acceptable understanding of requirements. Technical approach and capabilities meet performance and capability standards.
Proposal/factor offers no strengths, or, if there are any strengths, these strengths are offset by weaknesses. The proposal/factor represents a reasonable probability of success with overall moderate degree of risk in meeting the Government’s requirements.
Fair Proposal/factor demonstrates a limited understanding of requirements. Technical approach and capabilities are questionable as to whether or not they meet performance and capability standards necessary for acceptable contract performance. Proposal/factor contains weaknesses and offers no strengths, or, if there are any strengths, these strengths are outweighed by weaknesses. The proposal/factor represents a low probability of success with overall high degree of proposal and performance risk. Proposal/factor might be made satisfactory with additional information and without a major revision of the proposal.
Poor Proposal/factor demonstrates a lack of understanding of requirements. Technical approach and capabilities do not meet performance and capability standards necessary for acceptable contract performance. Proposal/factor contains major errors, omissions, significant weaknesses and/or deficiencies. The proposal/factor represents a very low probability of success with an extremely high degree of risk in meeting the Government’s requirements. Proposal/factor could only be made satisfactory with major revision of the proposal.
No Rating (NR)
If the offeror has no past performance, this rating will apply and is considered neither favorable nor unfavorable.
4.5 Award
After conclusion of negotiations, if required, the Real Estate Contracting Officer will require the Offeror selected for award to execute the proposed lease prepared by Naval Facilities
Engineering Systems Command, Mid-Atlantic which reflects the proposed agreement of the parties. Execution of the proposed lease may not occur until the Navy completes the environmental analysis required by the National Environmental Policy Act (NEPA).
U.S. Navy Request for Proposal: N40085-21-RP-00005 14
The acceptance of the offer and award of the lease by the Navy occurs upon notification of unconditional acceptance of the offer or execution of the lease by the Real Estate Contracting
Officer and mailing or otherwise furnishing written notification or the executed lease to the successful Offeror.
