TRANSITION PLAN
1.0 PROJECT SCOPE OF WORK
This Transition Plan involves the replacement of existing consoles with new consoles in the
LGB ATCT. The approach in accomplishing this task, the project will be performed in seven (7) phases. The estimated total project duration will take seven (7) to ten (10) weeks.
1.1. ASSUMPTIONS
• Engineering Service (ES) will perform pre-site work one (1) months prior to the start of the consoles replacement.
• Engineering Services and LGB SSC will identify cab access floor holes and unused cables under the consoles.
• Air Traffic will approve drawings identifying the cab console final layout prior to the start of the consoles being replaced by the console manufacturer.
• Drawings showing typical equipment connectivity will be reviewed and approved.
• Any equipment requiring panel cutouts will be performed by the console manufacturer prior to consoles arriving on site.
• All equipment requiring mounting will be provided by the console manufacturer.
• Engineering Service will provide all equipment replacement cables prior to start of consoles removal.
• All console replacement work will be performed during low activity hours (12:01 am to 5:00 am), with the possibility of expanding non-invasive type work beyond the noted work hours.
• Work will be conducted five (5) days a week. If work for the phase is not completed within five (5) day, the FAA TOR and associated stakeholders will make a determination to extend the work into the weekend.
• Any issues that might result in a delay will be reported to the FAA TOR and Project
Engineer (PE).
• A hand-off meeting involving all stakeholders will be held around 6:00 a.m. - 6:30 a.m. each morning, to discuss work completed overnight and work planned for the following night.
• Power tools will be used with discretion to minimize impact on air traffic control operations. Air Traffic should notify the FAA TOR if power tools are disruptive.
Power tools will intern be “OFF”. The project schedule will be impacted if disruptions are frequent and the cost of the project will increase.
• When existing consoles are removed, folding tables will be procured to serve as temporary supports for equipment being moved or relocated during the console change-out.
• Local FAA Technical Service Operations representatives will disconnect/reconnect all cables from/to all operational equipment. Engineering Services installation crew will reroute cables, remove, and install equipment with the exception of specified equipment for others to remove and install.

• A NOTAM will be sent through the SOC unit before the ILS monitoring panel will be taken out-of-service. The NOTAM must be published 24 hours prior to shut down of equipment.
• Each phase will consist of approximately three to five days.
1.2 Items not finalized
• Dimmer switches final installation location not finalized.
1.3 Pre-installation Activities
• Remove unused equipment and cables.
• Label all cables connected to equipment.
• Perform site prep work for installing essential power.
• Run new cables for relocated equipment.
• Reroute cables as required to facilitate console replacement.
• Run cables for computer and phone jacks.
• Install new circuit breakers in power panel.
• Install power cables from circuit breakers to junction box in tower cab.
• Construct dimmer switches support structure.

2.0. TRANSITION PHASES
INFORMATON
Each phase will consist of approximately three (3) to five (5) days.
NAS equipment removal is not part of Phase 6. With the exception of phase 6, each phase will consist of the following sequence of operation:
Night 1
• Remove NAS equipment,
• Remove existing consoles
• Install power & grounding
• Install folding table or temporary support structure for NAS equipment
• Install NAS equipment onto folding table or temporary support structure
Night 2
• Remove NAS equipment
• Continue installation of consoles
• Install power & grounding
Night 3
• Continue installation of consoles
• Continue to install power & grounding
Night 4
• Continue installation of consoles
• Continue to install power & grounding
• Install writing surface
• Finalize installation details
• Install NAS equipment onto slat wall, folding table or temporary support structure
Night 5 (if required)
• Finalize installation details
• Install NAS equipment on slat wall in final location/position

2.1 Phase 1
This phase involves the removal of existing consoles C1 thru C5, the present Local Control 1 (LC1) position and NAS equipment, and cab
HVAC control panel, and airport lighting panel, Fire Alarm and associated equipment. New consoles CM1 thru CM7 will be installed and designated as LC1, HVAC, Fire Alarm, and Airport Lighting area. See drawing LGB-D-ATCT-Q045, -Q046 and SK-AE-2935-
001.
This phase will require approximately three (3) to five (5) nights of installation work.
NOTE: AT will operate from position TBD during construction of this phase.
Existing Console C1 thru C4
New Consoles CM1 thru CM7
LC #1 Position
SYNOPSIS
• Verify proper coordination has been conducted with Air
Traffic, Tech Ops and Southern California TRACON (SCT)
SOC for all equipment being removed.
• Remove equipment from existing consoles C1 thru C4.
• Remove existing consoles C1 thru C4.
• Install new consoles CM1 thru CM7, power, and grounding.
• In temporary location, setup NAS equipment on folding table.
• Restore and certify equipment for daytime operations (4:30 am – 5:00 am).
Following nights
• Remove turret with equipment or folding table with equipment.
• Continue installation of consoles CM1 thru CM7, power and grounding.
• In temporary location, setup NAS equipment on folding table or temporary support structure with equipment.
• If acceptable for use, install NAS equipment onto new slat wall.
• Restore equipment for daytime operations (4:30 am – 5:00 am).

2.1.1 Equipment Site Prep
NOTE: Engineering Services is requesting LGB SSC Airway
Transportation System Specialists (ATSS) who is familiar with all systems affected by the console replacement to be present when the equipment is being disconnected and reinstalled to ensure that the equipment is not damaged and the disconnect/reinstall process does not interfere with other operational equipment.

2.1.1.1 Attach labels to all equipment and cables to aid in the restoration of the affected equipment before disconnecting any cables.
NOTE: Protect equipment from dust when removed from consoles.
2.1.1.2 Disconnect and remove the Fire Alarm Panel, Fire Alarm Pull Box, phone (Fire Department), Airport Lighting Panel, ILS Status &
Interlock unit, RRCS panel, RVR Panel, DALR Alarm, and Air
Condition Control Panel from consoles C1 thru C4 and place on folding table. NOTE: This equipment will return to operations for daytime air traffic operations.
2.1.1.3 Disconnect and remove the ETVS TED, Jack Box, POT & Speaker
Modules, and PIP from console C4 and place on folding table. NOTE:
This equipment will return to operations for daytime air traffic operations.
2.1.1.4 Disconnect and remove the VSBP JB from console C4 and place on folding table. NOTE: This equipment will return to operations for daytime air traffic operations.
2.1.1.5 Disconnect foot switch, admin phone, and clock from console and place in storage.
2.1.1.6 Disconnect and remove the dimmer switches from console C2 thru C4 and place in storage until this Phase is completed.
2.1.2 Existing Consoles Removal & New Consoles Installation
2.1.2.1 At this time, the console manufacturer will remove existing consoles
C1 thru C4, and install new consoles CM1 thru CM7, grounding, and power. Air Traffic should contact the FAA TOR when noise level is too high for controlling air traffic.
NOTE: Around 4:30 AM, stop console installation work and prepare for installation of NAS operational equipment for daytime operation.
2.1.3 Equipment Restoration For Day Operations
2.1.3.1 If slat wall consoles are secure enough to mount equipment on consoles using manufacturer mounting arms, relocate equipment from folding table onto slat wall consoles in front of the position. Secure equipment to slat wall and equipment cable.

2.1.3.2 If the folding table will be used for daytime operation, move folding table in front of new consoles CM3 thru CM6. Mount and secure equipment onto folding table. Connect equipment cables to equipment.
Secure equipment and equipment cable.
2.1.3.3 Notify SSC for installation and connectivity of all the equipment listed in Table 1 for daytime operation.
2.1.3.4 Certification of equipment/systems is required by Tech Ops before returning to operations.
2.1.3.5 Engineering Services will conduct a hand-off meeting with AT and the
SCC to discuss the work done the previous night and what work will be done the following night.
2.1.3.6 Repeat the above steps as necessary each night until the new consoles are permanently installed.
2.1.4 Final Day Phase 1 Equipment Restoration
2.1.4.1 On the last morning of this phase, retrieve equipment stored in storage and notify SSC for installation and connectivity. Mount equipment in location as shown on console manufacturer drawings.
2.1.4.2 Relocate equipment from folding table and mount equipment in location as shown on console manufacturer drawings. Connect cables to equipment. Secure equipment and equipment cables.
2.1.4.3 Certification of equipment/systems is required by Tech Ops before

2.2 Phase 2
This phase involves the removal of existing consoles C5 thru C8, the present Local
Assist 1 (LA1), Local Assist 2 (LA2), Local Control 2 (LC2) positions. New consoles
CM8 thru CM17 will be installed and designated LA1, LA2, and LC2. See drawing
LGB-D-ATCT-Q045, -Q047 and SK-AE-2935-001.
This phase will require approximately five (5) nights of installation work.

New Consoles CM8 thru CM16
LA1, LA2, & LC2 Positions
• Verify proper coordination has been conducted with Air Traffic, Tech Ops and
Southern California TRACON (SCT) SOC for all equipment being removed.
• Remove equipment from existing consoles C5 thru C8.
• Remove existing consoles C5 thru C8.
• Install new consoles CM8 thru CM16, power, and grounding.
• In temporary location, setup NAS equipment on folding table.
• Remove folding table with equipment.
• Continue installation of consoles CM8 thru CM16, power, and grounding.
• In temporary location, setup NAS equipment on folding table.
• If acceptable for use, install NAS equipment onto new slat wall.

2.2.1 Equipment Site Prep

2.2.1.1 Set up folding table adjacent to new console CM7 & CM8.
2.2.1.2 Attach labels to all equipment and cables to aid in the restoration of the

Modules, and PIPs from console C6 thru C8 and place on folding table.
NOTE: This equipment will return to operations for daytime air traffic operations.
2.2.1.4 Disconnect and remove the NIDS monitor, TB, and CPU form console
C5 and place on folding table. NOTE: This equipment will return to operations for daytime air traffic operations. This equipment will

Phase 2 remain on the folding table until the new consoles CM8 thru CM17 are installed or the temporary console is installed.
2.2.1.5 Disconnect and remove the STARS TDM, DCP, TAAU, and KB/TB and place on folding table. NOTE: This equipment will return to operations for daytime air traffic operations.
2.2.1.6 Disconnect and remove the SAWS monitors and place on folding table.
2.2.1.7 Disconnect and remove the Clocks, Foot Switches, and Dimmer
Switches and place in storage until end of phase.
2.2.2 Existing Consoles Removal & New Consoles Installation
2.2.2.1 At this time the console manufacturer will remove existing consoles C5 thru C8, and install new consoles CM8 thru CM16, grounding, and prepare for installation of NAS operational equipment.
2.2.3 Equipment Restoration For Day Operations
2.2.3.1 If slat wall consoles are secure enough to mount equipment on consoles and equipment cable.
2.2.3.2 If folding table will be used for daytime operation, move folding table in front of new consoles CM12 thru CM17. Mount and secure

This phase involves the removal of existing consoles C10 thru C13, the present Ground
Control 1 (GC1), Ground Control 2 (GC2), and Clearance Delivery (CD) positions.
New consoles CM17 thru CM26 will be installed and designated GC1, GC2, and CD.
See drawing LGB-D-ATCT-Q045, -Q048 and SK-AE-2935-001.

001.
NOTE: AT will operate from the positions TBD during construction of this phase.

2.4.1.6 Disconnect and remove the STARS SDM and place on folding table.
2.4.1.7 Disconnect and remove the dimmer switch from consoles and place in storage until final phase of project. NOTE: The dimmer switch will remain in storage until this Phase is completed.
2.4.1.8 Disconnect and remove the Admin Phone. NOTE: The Admin Phone will remain in storage until this Phase is completed.
