About this file
This legal disclosure instructions document pertains to a tree work solicitation issued by the City of Harrisburg, Pennsylvania, in partnership with the USDA Forest Service under the Inflation Reduction Act's Harrisburg TreeVestment Project. The City seeks qualified tree professionals to perform standard arboricultural services throughout its jurisdiction, including tree pruning, removal, stump grinding, planting, and general maintenance on public properties and rights-of-way. All bidding requirements are contained within the official PennBid solicitation and project profile, with a questions and answers guide available for bidders' review. Interested prime and subcontractors must indicate their intent to bid by logging into the project profile. The solicitation emphasizes that bids containing omissions resulting from industry assumptions will be deemed non-responsive, and bidders are required to review all supporting documentation and project details prior to submitting inquiries or attending site visits.
Contractors must meet specific qualification requirements to be eligible for consideration, including employment of at least one certified arborist through the International Society of Arboriculture and at least one licensed chemical applicator with the Pennsylvania Department of Agriculture. Bidders must also demonstrate a proven track record of providing high-quality tree care services in compliance with industry standards and local regulations. The funding for this project derives from the Inflation Reduction Act and the USDA Forest Service partnership, supporting the Harrisburg TreeVestment Project initiative. PennBid is identified as the sole authoritative source for accurate information regarding all aspects of this bid solicitation.
