About this file
This is a Bidder Q&A Guidance document issued by the City of Harrisburg, Pennsylvania for a Tree Work solicitation under the Inflation Reduction Act's Pennsylvania Harrisburg TreeVestment Project in partnership with the USDA Forest Service. The guidance establishes procedures for bidders to submit questions regarding the bid solicitation through PennBid.net, the designated platform. All inquiries must be submitted in writing and should be posted as early as possible, with responses provided within 3 to 4 business days of receipt, though complex questions may require additional time. Bidders are required to thoroughly review all bid documents before submitting questions and must avoid submitting multiple unrelated questions in a single submission. The City of Harrisburg seeks qualified and experienced tree professionals to perform standard tree work services throughout its jurisdiction, including pruning, removal, stump grinding, planting, and general arboricultural maintenance on public properties and rights-of-way.
Each question submission must include specific information in the subject line, including the Bid Package Reference Number or Name, File Name or Title, and Section Reference with a clear example provided. The body of the inquiry should contain the relevant section, drawing, or page number; a clear and concise question; and any supporting information. Questions grouped together will not be accepted or responded to by the City. Bidders interested in this opportunity must employ at least one certified arborist through the International Society of Arboriculture and at least one licensed chemical applicator with the Pennsylvania Department of Agriculture, demonstrating a proven track record of providing high-quality tree care services in compliance with industry standards and local regulations. Prime and subcontractors are required to identify their interest in bidding through the project profile on PennBid.
