About this file
This document contains bid narrative instructions issued by the City of Harrisburg Office of Purchasing for a tree work services contract involving standard arboricultural work throughout the city's jurisdiction. The City of Harrisburg is soliciting bids from qualified tree professionals to perform services that include tree pruning, removal, stump grinding, planting, and general maintenance on public properties and rights-of-way as part of the Harrisburg TreeVestment Project, funded through the Inflation Reduction Act in partnership with the USDA Forest Service. Interested contractors must demonstrate a proven track record of high-quality tree care services compliant with industry standards and local regulations. Specific staffing requirements mandate that bidders employ at least one certified arborist through the International Society of Arboriculture and at least one licensed chemical applicator registered with the Pennsylvania Department of Agriculture. The solicitation documents include a questions and answers guide that bidders must review prior to submitting inquiries, and interested prime and subcontractors are required to indicate their intent to bid through the project profile on PennBid, which serves as the sole authoritative source for bid information.
Bid submissions must include a comprehensive narrative addressing six key evaluation criteria: project understanding and technical scope; team composition with identification of key personnel and subcontractors; communication plan detailing frequency, methods, and points of contact; schedule adherence approach and delay mitigation strategies; issue and quality resolution processes including reporting and escalation procedures; and DBE participation efforts along with the bidder's diversity, equity, and inclusion hiring practices and initiatives. Bids containing omissions based on industry assumptions will be deemed non-responsive, and all bidding requirements are contained within the solicitation documents and PennBid profile. No specific pricing terms, set-asides, award dates, or contract term information is detailed in these instructions.
