Addendum 1 Summary: Lisbon Central School Science Room Renovations
This document is Addendum 1 to the Invitation to Bid (ITB) issued by the Town of Lisbon, Connecticut, for general contractor services on the renovation of a science laboratory at Lisbon Central School. Addendum 1, dated April 15, 2026, provides responses to ten Requests for Information (RFIs) and clarifications to the original bid package. Key scope modifications include the elimination of HVAC work from the general contractor's responsibilities, with contractors directed to exclude all Division 23 HVAC notes and tasks. The addendum clarifies that building permit fees are waived by the town, existing ceiling registers should be reused rather than replaced, an approximately 80 linear feet of abandoned steel fuel line in the basement must be removed and disposed of, track lighting should be eliminated and made safe, and the general contractor retains responsibility for receiving and checking in casework materials upon delivery despite those materials being provided by others. Additional responsibilities confirmed include replacement of the rooftop unit disconnect, raceway, and conductors for electrical power distribution.
The addendum addresses prevailing wage compliance by noting that project-specific rates are pending from the State of Connecticut, with an alternative directive for bidders to use standard rates from the Connecticut Department of Labor's July 1, 2025 rates, subject to an add or deduct change order upon receipt of final rates. Bidders are instructed to assume a reasonable installation duration for casework delivery based on experience and clarify this assumption in their submissions. The town reserves the right to waive informalities, reject any or all bids, and select the bid deemed in its best interest. The addendum also notifies bidders that certain materials, specifically flooring, may change and will be handled as an add or deduct change order with the successful low bidder. The bid submission deadline remains April 23, 2026, at 1:00 PM EDT.

Overview:
Addendum 1 includes responses to RFIs and additional information.
RFI Responses:
1. Will the town waive building permit fee’s or should we include in our proposal?
Yes, the permit fees are waived.
2. Div 23 – HVAC note 4 “insulate the condensate line after repair work is complete”. Where is this line, what is the pipe od and overall length that needs insulation?
The HVAC has been removed from the scope of work. Please exclude.
3. Div 23 – HVAC note 3: please confirm this scope of work is eliminated per walk thru.
The HVAC has been removed from the scope of work. Please exclude.
4. Div 23 – HVAC note 2 “supply and install all 2’x2’ registers” while Div 2 note 5 indicates to “remove and salvage all HVAC ceiling registers/grills”. Are we providing new or utilizing existing registers?
Based on the removal of the HVAC scope of work. The intent is to reuse the ceiling registers.
5. Div 2 – Existing Conditions note 13 “remove and dispose of the abandoned and empty fuel line”.
Where is this line located, what is the od and approximate overall length of pipe to be removed?
The line is located in the basement. It is approximately 80 lf of ½” steel.
6. Div 26 – Electrical note 5c. Are we replacing the track lighting fixtures (along with the track) or are we using the existing fixtures with new track?
Eliminate the track lighting and make safe.
7. Div 12 – Furnishing note 2 “General contractor to receive and check in material upon delivery”.
As this material is being provided and installed by others it’s unclear why the GC’s would be involved in this process. Can this responsibility be removed from the GC’s scope?
No. The GC will have staff onsite and is responsible for ensuring the material is delivered in good condition as well as verifying all components are received. The GC will also coordinate the delivery between the casework fabricator and the town's storage location.

8. Div 26 – Electrical note 2 “rewire power to rooftop unit”. Per walk thru contractors to replace conductors, local disconnect and liquid tight (exposed/on roof top). Please confirm.
Yes. GC to replace the disconnect and raceway. Also install new conductors from below the deck to the disconnect.
9. Can prevailing wage rates be provided by the town?
Project-specific rates are pending from the State. If received prior to submission, they will be sent as an addendum. If not, please use the standard rates as located here:

An add or deduct change order will be acceptable to ensure rate compliance.
10. Has the casework vendor provided an install duration / # days? It would be helpful for the GC’s if we knew this duration to see how it impacts the overall project schedule.
They have not. Based on your experience, please assume a duration and clarify it in your submission.
Other:
1. Please note that some material, specifically flooring, may change. This will be handled with the successful low bidder as an add or deduct change order.
2. As stated in the GC ITB, the Town reserves the right to waive any informalities in the bid, to reject any or all bids, and to accept the bid that, in its judgment, is in its best interest.
