About this file

This document is a Justification for Other than Full and Open Competition for a Defense Logistics Agency (DLA) Troop Support, Subsistence Supply Chain contract. The proposed acquisition is an indefinite-delivery, indefinite-quantity (IDIQ) fixed-price bridge contract for 180 days, effective August 23, 2025, through February 18, 2026, for perishable and semi-perishable food supplies to customers in Japan, Singapore, Philippines, and Diego Garcia. The estimated contract value is approximately $50 million, with a guaranteed minimum of $5 million. The contract will be awarded to Coastal Pacific Food Distributors (CPFD), the current Prime Vendor contractor, to ensure continuous, uninterrupted food service supplies while a competitive follow-on contract is being finalized.

The bridge contract is necessary to allow time to evaluate new market basket quotes, complete mandatory reviews, and make an award decision for the follow-on contract. CPFD is the only food supplier with the required inventory, warehouse management systems, and STORES electronic catalog capabilities to perform the contract without significant disruption. A competitive solicitation was previously issued on July 21, 2021, and closed on February 27, 2023, with corrective actions taken to support inclusion of a Single Prime Vendor (SPV) platform in Australia. The primary barrier to competition is the temporary need for immediate support by the incumbent contractor until the new contract is implemented.
