Description: Upgrade Advantor in DTOC @ program office and open storage.
Group 2: 1
5:
Reason Authority Cited: The current security system installed base-wide is Advantor and it is proprietary. It will only function with Advantor components and only Advantor technicians can work on this system. Changing to another system or brand is not an option as other systems will not interface with Advantor components and it would be cost prohibitive to change over the entire base system to another brand of alarm system at this point.
6:
Market Research: Market research included reviewing a previous contract for Advantor installations (W912LP-18-F-5031) and confirming that Advantor remains on GSA schedule. However, after posting this on GSA E-Buy and receiving a quote from Advantor it was found that the open market portion of the quote exceeded $18,000 so we will need to post this as an Open Market contract. We will post an RFQ on FedBizOpps for a limited timeframe as Advantor is the only company that will be able to quote this.
7:
Other Interested Sources: None.
8:
Actions to Increase Competition: We will work with our end-users on base to compete buys as appropriate. For Advantor buys we will have to continue to utilize Advantor for the reasons mentioned above in block 5.
9:
Subsequent Acquisitions: For this specific type of contract (Advantor) we will need to use Advantor unless something changes. It would be very cost prohibitive to change alarm systems and would require changing over the entire base to one system. This would cost in the millions.
