About this file
This is a Justification and Approval (J&A) document for Other Than Full and Open Competition (>SAT) for the Department of Veterans Affairs, NCO 10, Dayton VA Medical Center.
The acquisition seeks approval to procure Chicago Faucets Electronic-AC Faucets with internal temperature control mixers for the "Renovate 6S Inpatient Mental Health, Construction" project. The project will renovate approximately 13,000 square feet of space on the 6th Floor South of the main Hospital Tower to create private patient rooms and bathrooms, upgrade HVAC and mechanical systems, correct Fire Code violations, enhance IT infrastructure, and improve safety. The Chicago Faucets product provides thermal disinfection at the dispenser to reduce water consumption and minimize transmission of bacteria, viruses, and microbes by reducing contact with faucet surfaces. The justification for single-source procurement is based on 41 USC §3304(a)(1), asserting that Chicago Faucets is the only responsible source capable of providing the required thermal disinfection technology currently unavailable from other manufacturers. The contracting approach will use competitive sealed bidding for the construction contract with brand name specifications for the automated water dispensers, incentivizing bidders to obtain the lowest economical price. Fair and reasonableness of cost will be determined through complete price analysis and an Independent Government Cost Estimate, compared against commercially published price lists and catalogs. No formal market research was conducted. The document was certified by Jason Dahal (Energy Manager, Dayton VAMC – Engineering) on March 2, 2026, and approved by Jenessa Regan (Contracting Officer, NCO-10) on March 16, 2026.
