About this file
This is a specifications document issued by the Tennessee Department of Health for a multi-year contract to provide environmental chemistry sample testing services, identified as ITB 34301-13764. The contract requires the selected vendor to perform testing on environmental samples including groundwater, surface water, wastewater, mixed waste, solids, and biota samples using EPA-approved methodologies. The solicitation encompasses 93 line items spanning basic water quality parameters such as pH, turbidity, and dissolved oxygen to specialized analyses including volatile organic compounds, polychlorinated biphenyls, pesticides, and per- and polyfluoroalkyl substances. The vendor must provide both in-house testing capacity and backup services during instrument failures or emergencies, with same-day pickup service required for fourteen designated test parameters. The contract is structured as an initial thirty-six-month term with renewal options for up to two additional twelve-month periods, potentially extending to sixty months total. Key deadlines include a bid opening on October 30, 2025, with questions due by December 5, 2025, and final responses required by December 16, 2025, at 2:00 PM CST.
The vendor must maintain current ISO 17025 (2017) and TNI/NELAC 2016 certifications for environmental chemistry testing and operate during normal business hours, Monday through Friday, 8:00 AM to 4:30 PM. All testing must be completed within twenty business days of sample receipt, with analytical reports and Level 4 data packages provided via email and online portal access. The vendor shall supply sampling containers and transport coolers at no additional charge, with deliveries within five business days of request, and maintain samples at 2-6 degrees Celsius during transportation. Final invoicing shall include test costs, collection consumables, sample disposal charges, energy surcharges, and shipping charges on a detailed monthly basis matched to contract line-item descriptions. No minimum purchase quantities are guaranteed, and the State of Tennessee reserves the right to award the contract to the lowest-cost responsive and responsible bidder. The document does not identify incumbent vendors or specify set-aside designations for disadvantaged or small businesses.
