About this file
This is Amendment 1 to a sourcing event issued by the State of Tennessee Department of Health for environmental chemistry sample testing services. The amendment provides clarifications and responses to bidder questions regarding ITB 34301-13764. The contract covers comprehensive laboratory analysis of environmental samples, including water, solids, and biota, with testing for 93 line items spanning basic water quality parameters to specialized analyses such as volatile organic compounds, polychlorinated biphenyls, pesticides, and per- and polyfluoroalkyl substances (PFAS). The contract term consists of an initial thirty-six-month period with options to renew for up to two additional twelve-month periods. Sample shipments will originate from a single source in Nashville, with expected minimum and maximum shipment quantities of 1 to 20 samples. Testing must be completed within twenty business days of sample receipt, and all testing must comply with ISO 17025 accreditation standards, with EPA methods preferred. PFAS analysis specifically requires EPA 1633 methodology. The amendment confirms that questions were due by December 5, 2025, and responses to the ITB must be submitted through the Tennessee Edison supplier portal by December 16, 2025, at 2:00 PM CST.
The incumbent contractor is Pace Analytical, which received $55,100 annually and $8,271 in payments during 2024. The State does not guarantee minimum purchase quantities under the contract. Bidders must maintain current ISO 17025 (2017) and TNI/NELAC 2016 certifications and submit unit pricing for each test line item through the Tennessee Edison portal. Respondents must register with the Tennessee Department of Revenue and comply with non-discrimination and non-debarment requirements, including the Iran Divestment Act. No set-asides are designated for disadvantaged businesses or small enterprises. The amendment clarifies that Microsoft Edge is compatible with the Edison portal, that Tennessee Supplier Portal registration and Edison registration are one and the same, and that bid submissions must be made through the legal entity entering into the contract rather than an affiliated entity's profile.
