About this file
This is a Questions and Answers document dated April 29, 2026, addressing requirements for an IRS reporting and data analytics solution related to retail operations and Post Office performance management.
The IRS requires an online web-based reporting platform with the ability to create and distribute dashboards via email to stakeholders at multiple organizational levels, including local postmasters, district leaders, area leaders, and corporate leadership. The solution must provide 24/7 access to data with the capability to schedule updates to IRS-created dashboards without manual support team intervention. Users must be able to access, manipulate, and run custom reports independently through dynamic, multi-select filtering capabilities. The platform should include built-in data analytics functionality with capabilities such as cross-tabs, pivot-tables, dynamic tables, and dynamic charts; however, these analytics should produce static dashboard results rather than advanced dynamic analysis requiring support. The IRS does not require mobile application access, automatic role-based reporting tied to organizational hierarchy synchronization, native survey instruments, multi-location data aggregation, or real-time alerting capabilities. The IRS is primarily interested in gathering feedback from OMB- and PGLD-approved digital intercept customer satisfaction surveys and integrating feedback data across numerous locations and users.

Questions and Answers – dated April 29, 2026
Q1. Does IRS require online role-based reporting and dashboards to users at multiple levels in the retail organization and IRS executive leadership, including but not limited to local postmasters, district leaders, area leaders, and IRS corporate leadership?
A1. We require the ability to create dashboards as needed that can be distributed to stakeholders via email and included in reports.
Q2. Does IRS desire access to reporting in real-time via an online web-based solution, such that IRS can at any point access, slice-and-dice, and run custom reports as desired, without manual intervention from a support team?
A2. We expect to be able to access our data 24/7 and to schedule updates to existing
IRS-created dashboards. We do not anticipate needing (or allowing) manual assistance from a support team.
Q3. Does IRS desire access to real-time, role-based reporting via mobile application, such that any IRS employee with appropriate access can in real-time access RCE reporting, slice-and-dice data, and run custom reports from their own mobile or tablet device?
A3. No, not at this time.
Q4. Does IRS desire a solution with dynamic, multi-select filtering on dashboards, such that IRS can at any point manipulate data, reports, and run custom queries using advanced data analytics modules, without the intervention of a support team?
A4. We expect that the platform would have built-in analytical capabilities in the dashboard feature. We do not expect to need support to run additional advanced analytics on the data.
Q5. Does IRS desire a solution with built-in data analytics modules, including but not limited to cross-tabs, pivot-tables, sensitivity analysis, dynamic tables, dynamic charts, and other tools for conducting on-the-spot analysis?
A5. The solution should have built-in data analytics capability, but only to produce static dashboard results.
Q6. Does IRS desire a solution that enables role-based reporting automatically by dynamically syncing to IRS organizational hierarchy and personnel information such that all reporting, data access, and reporting structure is by default custom to each person's role and position in the organization?
A6. No.
Q7. Does IRS desire a solution which already has native survey instruments as part of an integrated feedback collection and reporting platform, such that only minor configuration is needed, and not the development of a new survey instrument - shortening the implementation time and reducing risk?
A7. No.
Q8. Does IRS desire a solution which has a proven track record of aggregating not only mystery shopping data, but also has the ability to automatically pull in location-based social reviews for Post Office locations and also integrate Point-of-Sale survey data alongside mystery shop and social data, if desired?
A.8 No.
Q9. Does IRS desire a solution that has a proven track record and success rate for integrating feedback data across 1000s of locations and 1000s of users?
A9. We are interested in this feature, but we are primarily interested in the ability to gather feedback from OMB- and PGLD-approved digital intercept customer satisfaction surveys.
Q10. Does IRS desire a solution that enables real-time, configurable, and role-specific alerting capabilities (definable by business rules) such that when a shop is completed and a location is, for instance, out of compliance, the appropriate leaders at the local, district, areas, and HQ level are alerted in near-real time so that each person can take appropriate action?
A10. No.
