About this file

This document is a Questions and Answers file addressing vendor inquiries regarding a Sources Sought notice for an online survey platform solicitation released simultaneously on SAM.gov and NASA SEWP.

Submission Requirements: Vendors must follow instructions specific to their submission channel. NASA SEWP contract holders should submit responses via NASA SEWP procedures, while SAM.gov vendors must follow RFI instructions and submit via email. Duplicate submissions across both channels are not required.

Optional Capabilities and Pricing Specifications: The solicitation requests pricing for several optional capabilities with specific volume estimates. For the employee experience survey platform (75,000 employees), vendors should anticipate 20,000 to 75,000 annual survey distributions. The digital website feedback platform requires base pricing for 350 million page views, with optional estimates at 500 million and 750 million page views. IVR integration for survey data ingestion should be priced at approximately 50,000 responses per year, representing data transfer and ingestion integration only—not a complete turnkey IVR solution. User experience testing capability should account for approximately five moderated sessions and five unmoderated tests annually.

Q1. Reference: SAM.gov Notice - Submission Instructions.

The Sources Sought notice provides instructions to submit responses electronically directly to the Contracting Officer. As this solicitation was released simultaneously on SAM.gov and NASA SEWP, does the Government require identical responses to be submitted across both channels, or is a single submission to the Contracting Officer preferred? (Note: This information is derived from the SAM.gov notice, as the PWS document does not contain submission instructions).

A1. The PWS does not address submission instructions or whether duplicate responses are required across SAM.gov and NASA SEWP. Vendors should follow the instructions contained in the applicable notice or solicitation. NASA SEWP contract holders should submit their responses via NASA SEWP Response procedures. SAM.gov vendors should follow the instructions on the RFI and submit their response via email instructions on the RFI//Sources Sought notice.

Q2. Reference: Section 7.1 Appendix A – Optional Capabilities and Additional

Pricing Requests.

The draft PWS lists an optional capability for "IVR integration supporting ingestion of IVR survey data priced for approximately 50,000 responses". Could the Government clarify if it is seeking a complete, turnkey IVR solution to administer these surveys, or simply an integration to transfer and ingest data from an existing IRS IVR provider?

A2. An integration to transfer and ingest IVR data gathered outside the online survey platform.

Q3. Reference: Section 7.1 Appendix A – Optional Capabilities and Additional

The draft PWS requests pricing for an "Employee experience survey platform that gathers feedback on the entire employee lifecycle (onboarding to exit)... priced for approximately 75,000 employees". To assist vendors in determining the appropriate capacity and pricing, how many total surveys or distributions does the Government anticipate sending to this 75,000 employee population annually?

A3. Minimum = 20,000. Maximum=75,000.

Q4.Reference: Section 7.1 Appendix A – Optional Capabilities and Additional

Can the government confirm that you are expecting estimates for a digital website feedback platform at 3 levels?:

- up to 350,000 Page Views

- up to 500,000 Page Views - Optional

- up to 750,000 Page Views – Optional

A4. Page views levels are 350 million as the base requirement, with estimates requested at the 500 million and 750 million level as well.

Q5. Reference: Section 7.1 Appendix A – Optional Capabilities and Additional

For the pricing to support ingestion of IVR survey data, is that approximately

50,000 responses per year or per month?

A5. It is approximately 50,000 per year.

Q6. Reference: Section 7.1 Appendix A – Optional Capabilities and Additional

Appendix A requests pricing for an optional capability allowing researchers to conduct "user experience testing through moderated and unmoderated surveys capability". To ensure vendors can provide accurate and competitive capacity pricing, can the Government provide an estimated annual volume of moderated sessions and unmoderated tests it anticipates conducting?

A6. There will be approximately five (5) moderated sessions and five (5) unmoderated tests anticipated to be conducted.
