The scope encompasses drop ceiling installations, hard ceiling installations requiring conduit, hallway and bathroom analog speaker installations, and external outdoor IP speaker installations. A mandatory pre-bid meeting is scheduled for Tuesday, August 18, 2026, at 9:00 a.m. at Western Guilford Middle School, with site visits continuing through Thursday, August 20, 2026. Contractor questions must be submitted by Monday, August 27, 2026, at 3:00 p.m., with responses provided via addendum on August 28, 2026. Sealed bids are due by 2:00 p.m. on September 10, 2026, at the Guilford County Schools Purchasing Department office, with an anticipated award date of September 14, 2026. The contract is structured as a "Labor and Supplementary Materials" agreement with the Owner providing core Valcom hardware, networking equipment, and patch cables, while contractors supply cabling, patch panels, conduit, raceways, and installation labor. Pricing must be submitted on the GCS Intercom Project Bid Cost Sheet with itemized lump sums per school and unit prices for specific installation options (drop ceiling, hard ceiling, external speakers, and add/alternates). GCS reserves the right to award to multiple vendors based on capacity, total cost, and geographical location to ensure all sites are completed within the mandatory deadline. The contract includes a one-year workmanship warranty from final acceptance, performance and public liability insurance requirements (minimum $1,000,000 combined single limit), and workers' compensation insurance as required by North Carolina law. Contractors must provide criminal background investigations for all employees and subcontractors covering the previous seven years, obtain current low-voltage cabling certifications for lead technicians, and complete comprehensive deliverables including as-built floor plans with MAC addresses, device schedules, certified cable test results, and formal punch list sign-off. All costs associated with background checks, equipment rental, tool storage, and trash removal are the contractor's responsibility, with transportation charges FOB to designated sites in Guilford County prepaid and included in the bid price. Sales tax must be computed and added to the bid as a separate line item, and the successful bidder will be subject to a 1.75% transaction fee on all purchase orders issued through the Statewide E-Procurement Service.
