Summary of INQ 06-09-OOMMO28SBR.pdf

This is an Inquiry/Request for Proposal document issued by the Maryland State Highway Administration for on-call mowing and landscaping services at the Hanover, Maryland complex. The procurement seeks contractors to provide comprehensive landscape maintenance including mowing, edging, trimming, debris removal, and related groundskeeping services for the state facility. The contract is structured as an on-call arrangement, allowing the SHA to request services as needed throughout the contract period. Specific details regarding site visit requirements, bidders' conferences, proposal due dates, and the contract term with any renewal options should be referenced within the document for precise scheduling and submission deadlines.

Pricing for the services is anticipated to be submitted on a unit cost or time-and-materials basis, with the specific pricing structure detailed in the proposal submission requirements. The document may identify whether this opportunity is restricted to small businesses or minority-owned contractors, current incumbent information, and the total estimated funding available for the contract period. Additional considerations such as performance standards, insurance requirements, and equipment specifications for the landscaping services are likely outlined in the technical specifications section of the procurement package.

INQUIRIES AND RESPONSES FOR

CONTRACT NO. OOMMO28SBR

Mowing and Landscaping Hanover Md. Complex

Inq. 06 Post Date: 04/02/2026 Inquiry Date: 04/02/2026

Q. **Contract Duration:** The Key Information Summary lists a 24-month term, Section 2.2 states the term is three years, and the bid price form references a 2-year period. Could you confirm the actual contract length and any renewal options?

A. Please refer to Addendum No. 1 posted on eMMA.

Inq. 07 Post Date: 04/02/2026 Inquiry Date: 04/02/2026

Q. **Site Measurements:** Section 2 indicates that the contractor is responsible for verifying all dimensions. May we schedule a site visit (or obtain detailed maps) to confirm the acreage, linear footage for edging, and the number of shrubs and trees to be trimmed?

A.You can use Google Maps to estimate the area size of a specific location with its "Measure distance" tool. This feature allows you to manually outline all turf mowing areas on the map and view their estimated size. If you need to schedule a site visit, the only available date is April 6th.

Inq. 08 Post Date: 04/02/2026 Inquiry Date: 04/02/2026

Q. **Materials Allowance:** The bid form includes a $2,000 “do-not-alter” line item for materials, and Inquiry 04 clarifies that this amount is fixed. If mulch, soil, or plant materials exceed the allowance, will the State consider reimbursing the overage through a change order?

A The $2,000 specified for materials in the bid form is designated for materials that the contractor may require throughout the contract duration. The agency will provide suitable compensation for any additional material needed.

Inq. 09 Post Date: 04/02/2026 Inquiry Date: 04/02/2026

Q. **Hourly Allocation:** While Inquiry 03 addresses compensation for additional hours if approved, it does not specify how hourly allocations are tracked across different tasks. Should we supply separate hourly rates for mowing, weed control/herbicide applications, and pruning, or is a single blended hourly rate acceptable?

A.Please provide a rate for completing one cycle of turf mowing, edging, and trimming. Once you have that rate, multiply the cycle by 32. If additional cycles are needed, the agency will provide appropriate compensation. An hourly rate for weed control, herbicide applications, pruning, and other related services will be conducted as needed.
