About this file
This is a Notice to Bidders and Special Provisions document issued by the Illinois Department of Transportation (IDOT) District 1 for a road and bridge construction contract in Cook County. The project consists of a SMART overlay, bridge latex overlay, and Americans with Disabilities Act (ADA) improvement work on Illinois Route 83 (Sibley Boulevard) and Illinois Route 1 (Halsted Street) spanning 3.44 miles across the municipalities of Harvey, Dolton, South Holland, and Dixmoor. Work includes hot-mix asphalt removal and resurfacing, pavement patching, drainage structure adjustment and cleaning, pavement markings, raised reflective markers, ADA ramps, sidewalk and curb replacement, pedestrian signals, detector loops, hydroscarification, bridge deck repairs including diamond grinding, joint replacement with strip seals, diaphragm replacement, approach slab repair, concrete sealing, and stream gauge installation. Electronic bids are due by 12:00 p.m. on September 18, 2026, submitted through the iCX-Integrated Contractors Exchange system. The contract completion date is October 31, 2027, with five working days allowed for cleanup and punch list items after the roadway opening. The contractor must coordinate with concurrent projects including IDOT Contract 80B33 and 62V55 to minimize conflicts. IL 83 and IL 1 will remain open to traffic throughout the project duration. Lane closures on arterial roadways are restricted during peak traffic hours (6:00 a.m. to 8:30 a.m. and 4:30 p.m. to 6:00 p.m., Monday through Friday), with liquidated damages assessed for violations.
This project is funded entirely with federal-aid funds under the National Highway Performance Program (NHPP) and Surface Transportation Program (STP), designated as Project NHPP-STP-VRJ8(487). Contract No. 80D33 will be awarded to the lowest responsive and responsible bidder in conformity with Department terms and conditions. The Contractor assumes responsibility for normal maintenance of existing roadways within the improvement limits beginning on the project start date, excluding snow removal operations. Key utility coordination includes MWRD sewer facilities, particularly a 24-inch diameter concrete sewer on the south side from Perry Avenue to the river and a 3-foot 6-inch by 5-foot stage sewer crossing at Indiana Avenue. Contractors must contact JULIE or DIGGER prior to excavation work and notify the Department's Electrical Maintenance Contractor at least 72 hours in advance to locate underground electrical facilities. Hot-mix asphalt work requires Performance Graded Asphalt Binder (SBS PG 76-28 or 76-22 depending on application type), and all traffic signal work must be performed by personnel holding current IMSA/IPSI Traffic Signal Technician Level II certification. The contractor is required to provide a qualified Hot-Mix Asphalt Level II Quality Control Manager and follow comprehensive specifications for material testing, mixture design verification, and density requirements. A Project Labor Agreement applies to this contract.

STATUS OF UTILITIES (D1)
Effective: June 1, 2016 Revised: April 1, 2025
Utility companies and/or municipal owners located within the construction limits of this project have provided the following information regarding their facilities and the proposed improvements.
The tables below contain a description of specific conflicts to be resolved and/or facilities which will require some action on the part of the Department’s contractor to proceed with work. Each table entry includes an identification of the action necessary and, if applicable, the estimated duration required for the resolution.

UTILITIES TO BE ADJUSTED
Conflicts noted below have been identified by following the suggested staging plan included in the contract. The company has been notified of all conflicts and will be required to obtain the necessary permits to complete their work; in some instances, resolution will be a function of the construction staging. The responsible agency must relocate, or complete new installations as noted below; this work has been deemed necessary to be complete for the Department’s contractor to then work in the stage under which the item has been listed.

The above represents the best information available to the Department and is included for the convenience of the bidder. The days required for conflict resolution should be considered in the bid as this information has also been factored into the timeline identified for the project when setting the completion date. The applicable portions of the Standard Specifications for Road and Bridge Construction shall apply.
Estimated duration of time provided above for the first conflicts identified will begin on the date of the executed contract regardless of the status of the utility relocations. The responsible agencies will be working toward resolving subsequent conflicts in conjunction with contractor activities in the number of days noted.
The estimated relocation duration must be part of the progress schedule submitted by the contractor. A utility kickoff meeting will be scheduled between the Department, the Department’s contractor, and the utility companies when necessary.
The contractor is responsible for contacting JULIE (or DIGGER within the City of Chicago) prior to any excavation work. Please note that IDOT electrical facilities are not part of the one-call locating services, such as JULIE or DIGGER.
If the contract requires the services of an electrical contractor, it is the contractor’s responsibility, at their own expense, to locate existing IDOT electrical facilities before commencing work. For contracts that do not require an electrical contractor, the contractor may request one free locate of IDOT electrical facilities by contacting the Department’s Electrical Maintenance Contractor. Additional locate requests will be at the contractor’s expense.
The Department’s Electrical Maintenance Contractor must be notified at least 72 hours in advance of the work by calling 773-287-7600 or emailing dispatch@meade100.com to arrange for the locating of underground electrical facilities.
Please note, the marking of underground facilities does not absolve the contractor of their responsibility to repair or replace any facilities damaged during construction at their expense.
Section (0909.1)RS,TS,SW,BR 26
