About this file

Summary

This is a Notice to Bidders and Special Provisions document for Illinois Department of Transportation (IDOT) Contract No. 61M29 in Cook County, Village of Winnetka, involving full-depth pavement reconstruction on FAU 3561 (Willow Road) and Hibbard Road. The project, designated Section 08-00103-00-FP and Project W0QM-228, spans 4,602.35 feet (0.87 miles) and includes jointed Portland cement concrete (PCC) pavement over aggregate subgrade improvement, new curb and gutter, sidewalk sections, drainage improvements, traffic signal improvements, and lighting enhancements. Electronic bids must be submitted to the iCX (Integrated Contractors Exchange) system no later than 12:00 p.m. on September 18, 2026, with bids to be publicly opened from the iCX SecureVault on the same date. The contract will be awarded to the lowest responsive and responsible bidder. Working hours are restricted to 7:00 a.m. to 7:00 p.m. Monday through Friday and 7:00 a.m. to 5:00 p.m. Saturday (by Village request only), with no work permitted on Sundays or holidays without Village of Winnetka approval.

The project involves substantial utility coordination with multiple agencies including MCI/Verizon, North Shore Gas, AT&T, Comcast, and the Metropolitan Water Reclamation District, with identified conflicts requiring resolution across five construction stages totaling approximately 131 days of utility work. Key materials include Hot-Mix Asphalt (HMA) with performance-graded binder, Portland cement concrete, various drainage structures, traffic signals, and water/sanitary sewer infrastructure. The contract is funded through District 1 Construction Funds and may include Federal-aid funding, requiring compliance with state and federal certifications. Contractors must provide comprehensive quality control documentation, maintain an Engineer's Field Office Type A (Special) with specified equipment and staffing, and establish a project progress schedule accounting for utility relocation durations. Estimated costs for temporary access, traffic control, and field office operations are bid items to be priced separately by the contractor.

The information provided is not a comprehensive list of all remaining utilities, but those which during coordination were identified as ones which might require the Department’s contractor to take into consideration when making the determination of the means and methods that would be required to construct the proposed improvement. In some instances, the contractor will be responsible to notify the owner in advance of the work to take place so necessary staffing on the owner’s part can be secured.

The above represents the best information available to the Department and is included for the convenience of the bidder. The days required for conflict resolution should be considered in the bid as this information has also been factored into the timeline identified for the project when setting the completion date. The applicable portions of the Standard Specifications for Road and Bridge Construction shall apply.

Estimated duration of time provided above for the first conflicts identified will begin on the date of the executed contract regardless of the status of the utility relocations. The responsible agencies will be working toward resolving subsequent conflicts in conjunction with contractor activities in the number of days noted.

Project W0QM(228)

The estimated relocation duration must be part of the progress schedule submitted by the contractor. A utility kickoff meeting will be scheduled between the Department, the Department’s contractor, and the utility companies when necessary.

The contractor is responsible for contacting JULIE (or DIGGER within the City of Chicago) prior to any excavation work. Please note that IDOT electrical facilities are not part of the one-call locating services, such as JULIE or DIGGER.

If the contract requires the services of an electrical contractor, it is the contractor’s responsibility, at their own expense, to locate existing IDOT electrical facilities before commencing work. For contracts that do not require an electrical contractor, the contractor may request one free locate of IDOT electrical facilities by contacting the Department’s Electrical Maintenance Contractor. Additional locate requests will be at the contractor’s expense.

The Department’s Electrical Maintenance Contractor must be notified at least 72 hours in advance of the work by calling 773-287-7600 or emailing dispatch@meade100.com to arrange for the locating of underground electrical facilities.

Please note, the marking of underground facilities does not absolve the contractor of their responsibility to repair or replace any facilities damaged during construction at their expense.

Sand.

Materials with pH values below 6.25 and above 9.0.

Regulated substances according to Section 669.

All materials, equipment, testing, dust control, and labor needed to dump surplus materials at the landfill will not be paid for separately and shall be included in the cost of EARTH EXCAVATION, REMOVAL AND DISPOSAL OF UNSUITABLE MATERIALS, and STRUCTURE EXCAVATION.

202.04 Classification: Add the following;

Stripping of existing topsoil will be paid for as EARTH EXCAVATION.

All posts, railroad ties, and decorative timber in conflict with the proposed improvements shall be removed and relocated as determined by the Engineer at the time of construction. Every effort shall be made by the Contractor when removing these items to preserve them from harm. Items not relocated shall be properly disposed of by the Contractor. This work shall be included in the cost of EARTH EXCAVATION.

AGGREGATE SURFACE COURSE FOR TEMPORARY ACCESS (D1)
