Evident, is an ultrasound scanning tool vendor that was used in the past by other codes to develop similar scanning capabilities. This scanner was stated to work with composite materials with a 32-bit array to be able to detect smaller delaminations in a material that would be missed by its competitors that use a smaller array size and have less penetrating power. The materials being tested are required to be inspected using the scanner and accepted no later than 30 days upon receiving. Out of house inspections ranges from $3,000 - $5,000 per scan with a lead times of over 30 days which would impact fleet schedules and acceptance.

The excessive duplicative costs and unacceptable schedule delays that would be incurred for the re-testing and re-accreditation discussed above would not be offset by potential savings from full and open competition. As such, it is in the best interest of the Government to solicit for the above components on a Brand Name basis.

his requirement is being solicited as 100% Small Business Set Aside. The North American Industry Classification System (NAICS) Code for this acquisition is 333914; the Small Business Size Standard is 750 Employees.
