1. This letter serves an official Request for Proposal (RFP) under Task ID07180027, for the General Services Administration (GSA). This is an open market procurement; therefore it is being released on the Federal Business Opportunities (FBO) website.
2. The contractor shall review the Performance Based Work Statement (PWS) and the REPRESENTATIONS AND ISNTRUCTIONS (Sections K, L and M), and provide and submit the offer by September 20, 2018 at 5 PM CST through the GSA’s IT Solution Shop (ITSS) system (per the instructions in the PWS and Sections K, L,and M of the solicitation).
3. All industry questions concerning this RFP shall be submitted to the GSA CO by close of business five
(5) working days [which is August 24, 2018 by 5PM CST] after the RFP issue date identified in ITSS.
The subject line of the email containing questions regarding this procurement shall read:
“ID07180027 QUESTIONS.” Questions shall be directed to Contracting Officer, Kenneth Miller at Kenneth.Miller@gsa.gov and cc’d to the Project Manager, Steven Renner at Steve.Renner@gsa.gov.
No phone calls please, email only.
4. Phase I responses will be due on August 31, 2018 by 4:00 p.m. CST. All Phase I responses will consist of proof of Intelligence Community Directive 705 compliance and Past Experience submission. Phase I responses shall be submitted via e-mail to Kenneth.miller@gsa.gov.
Identification of ITSS POC’s is strongly desired at this time. All Offerors who are found to be qualified in Phase I will receive a copy of the solicitation in ITSS through their ITSS POC.
Failure to submit a Phase I proposal shall render an offeror ineligible for a Phase II submission.
5. The GSA CO will compile all questions and responses and post them in ITSS via solicitation amendment for all solicited vendors to view. No questions shall be entertained regarding this RFP after August 24, 2018 by 5PM CST. It is the Government’s intention not to extend the RFP beyond the original closing date of September 20, 2018 at 5PM CST.
6. All interested offerors must submit their proposal via ITSS web-based order processing system.
Proposals will only be received and awarded via ITSS. The link is listed below and the ITSS Help Desk number is 1-877-243-2889. ITSS webpage is https://web.itss.gsa.gov/Login.
The solicitation is being posted via FBO.gov; however, vendors must also register to receive the solicitation information via ITSS, utilizing the following guidance:
Vendors shall use ITSS to receive the RFP and all amendments, as well as submit its proposal through the system. To receive the RFP, and submit a proposal for consideration for award, all interested vendors must: send GSA an email identifying (1) vendor’s name, and (2) the name of an individual vendor employee who will act as the vendor’s GSA point of contact (POC) for this requirement that is “registered in ITSS”. VENDORS MUST IDENTIFY THE COMPANY NAME OF THE VENDOR AND THE POC’S NAME EXACTLY AS IT APPEARS IN ITSS. “Registered in ITSS” or “Registration in ITSS” means a vendor is successfully registered in ITSS such that the Government can select vendor’s designated POC in ITSS to receive the RFP, view an order, and be able to submit a proposal. Some vendors have multiple company divisions and employees registered in ITSS making it difficult for GSA selection.
To ensure that all interested vendors receive the RFP, prompt submission of the above ITSS vendor information (vendor’s name and POC) is requested. An email must be sent to Kenneth.Miller@gsa.gov order to ensure registration.
7. All questions regarding this solicitation shall be directed to the Contracting Officer and Project Manager listed in paragraph 3 above, via email.
Kenneth Miller Contracting Officer
