Review of the correlating RFP/PWS paragraphs does not provide any significant clarification.

Please provide clarity regarding actual projected CDRL delivery requirements.

Due to varying IA certification standards, it is not exactly known when these items are needed, this "as required by the Government" is utilized.

3 CDRLs Draft DD Form 1423-1 CDRL forms are missing Block 8 Approval code data/inputs. Since labor requirements for CDRL coordination and approval directly impacts the LOE needed for the TSSC planning, will you provide updated data for CDRL requirements?

Code for block 8 on all CDRLs is "D"

4 CDRLs CDRLs B003, B004, B006, B008, B011, B017, B018, and B019 are not presented in Attachment 4.

Please confirm Attachment 4 is full and complete with no missing CDRLs.

41 FedBizOps Synopsis 8/3/2018 PWS Title Page PWS Section I.3.2(b)(14) PWS Section I.4.9

The FedBizOPs Synopsis and PWS Title Page information would suggest the solicitation was issued as Full and Open competition. On the other hand, the PWS FAR citations would suggest the procurement was issued as a Total Small Business Set Aside. Please clarify if this solicitation is

Clause I.3.2(b)(14) has been removed.

42 Paragaraph L.7.2 and Attachment 9 Past Experience references are limited to 2 pages per reference. Attachment 9 is nearly two pages before any information is put into it. May offerors alter the format of Attachment 9 so long as all the information requested is provided?

Yes, offerors may alter the format of attachment 9 as long as it does not exceed 2 pages.

43 Paragraph L.7 Will a statement provided on company letterhead, signed by the Director of Corporate Security indicating the offeror meets the requirements of ICD 705 be sufficient? If not, will the Government please specify what constitutes proof of ICD 705 Compliance?

Yes.

44 Paragraph L.11 Is this intended to be a standalone contract or is it associated with a GSA contract vehicle? There are references to the Government desiring discounts below contract rates, however without an established vehicle, offerors cannot comply. Would the Government please clarify whether or not this is a task order under an existing GSA contract vehicle?

This is a stand alone contract not utilizing a GSA contract vehicle.

45 Paragraph G.3 and G.6 Section G.3 states that invoicing will be submitted in accordance with the bid schedule/CLIN structure. The CLIN structure does not have a quantity identified (i.e., 12 months) with a unit monthly price; however G.6 states that contractors are to invoice monthly. Please confirm that the contractor will be allowed to invoice 1/12th of the CLIN amount on a monthly basis.

Yes, on the FFP labor CLINs, the contactor is allowed to invoice 1/12th on a monthly basis.

46 Attachment 1 and Paragraph L.11 The Government states that offerors may deviate from the proposed labor categories and hourly quantities provided as part of their total solution price for the labor CLINs. In Attachment 1 the Government states vendor may change as necessary to create FFP total solution pricing. Given the uncertainty surrounding CLIN X003 for ANG T&M Labor Surge, would the Government please confirm that deviation in labor categories and hourly quantities is only meant for CLINs X001 and X002 for FFP labor and that for T&M Labor Surge CLIN X003 offerors have to bid the labor category and hourly quantities provided.

Yes, deviations are not allowed for CLIN X003

ID07180027 F-16 TSSC: Questions and Answers - 27 August 2018

47 Paragaraph B.4 What is the intent of the T&M Labor Surge ANG CLINs (CLINs 0003, 1003, 2003, 3003, 4003)?

These are not described elsewhere in the PWS, and the pricing spreadsheet implies that these are to cover 5 additional COMS positions for Option years 1-4. Is this intended to cover surge requirements at existing sites, or additional sites as the remaining devices are delivered over the course of the contract. Are there other intended uses for T&M Surge, such Over and Above modification

It is for additional sites as MTTs are fielded

48 Paragraph C.5 Tables 1a and 1b indicate that there will be three devices that need to be supported at the TSSC location. What is the need for and expected usage of these devices? Are these intended to be SIL/support devices, or will they be used to support other efforts, including training? Are these devices in the same configuration, or are there alternate configurations for the ANG device, and the two AFRC devices?

Yes, the MTTs at Mesa, AZ are SIL/support devices not for training.

The configuration is the same.

49 Paragraph C.50 What is the current cybersecurity status of the systems delivered to date? Have all delivered systems achieved Authority to Operate (ATO), under the Risk Management Framework (RMF)

ATO for fielded sites is in coordination.

50 Paragraph C.109 What is the current OS configuration of the fielded and to-be-fielded devices? Are these currently running under Win10, or are there other versions or types of OS’s in the configuration?

Since there is currently not a clear regulation or requirement for Win10 in the training devices, will the Win10 modification, if ultimately required, be initiated and funded as an ECP to this effort?

Current operating system is non-Windows based, F-16 operating system.

51 Paragraphs C.111 and C.119 This requirement implies a no-cost “extended warranty” for items that do not come with a standard 12-month warranty, and also seems like it should be levied on the MTT device provider, versus the TSSC/COMS support contractor. Since the MTT hardware components (and related spares) are not specified or selected by the TSSC/COMS provider, signing up to no-cost replacement of these items beyond their OEM warranty period does not seem fair or equitable. Please clarify the intent of this requirement, as it applies to the TSSC/COMS contractor.

The offeror will utilize the manufacturer warranty.

52 Paragraph C.119 Beyond transferring OEM warranties for all spares and support equipment purchased under this effort to the Government, are there any additional expectations and intent of these requirements?

Given the requirements precluding proprietary implementations and emphasizing use of COTS (e.g, PWS C.23), we do not expect to fabricate or provide any custom or proprietary support items that would require a direct or separate warranty. Is conveyance of OEM/COTS warranties sufficient to meet this requirement?

No fabrication or custom support items are required to have a separate warranty.

53 Pricing Spreasheet The labor section of spreadsheet lists COMS Personnel and COMS Technical Manager for the ANG FFP CLINs (CLIN series x001) and lists Courseware/Instructor for the AFRC FFP CLINs (CLIN series x002). Does this indicate that COMS personnel are only required at the ANG sites, and that Courseware/Instructor personal are only required at the AFRC sites? Conversely, does this also indicate that COMS are not required at the AFRC sites, and that Courseware/Instructor personnel are not required at the ANG sites?

This question will be answered during phase 2 of the solicitation

54 Paragraph C.129, Table 5, SS-04 PWS Section C.78 infers that other third-party contractors may make modifications to the MTT devices over the course of this program. In these cases, would each thirdparty contractor is held to this same fidelity/ARASQ requirement as part of their modification efforts, and required to SIMCERT the device as part of modification acceptance? If not, there is no guarantee that the TSSC/COMS support contractor will be able to meet the PWS C.129 requirement as currently stated.

Yes

55 Paragraph C.5, Table 1a Have the installed devices been tested and accepted by the Government? If yes, are the installed devices being used for training?

Yes. Yes.

56 Paragraph C.50 Has the current hardware and software baseline been granted a full ATO? Is the ATO under RMF? ATO for fielded sites is in coordination.

57 Paragraph C.63 It is anticipated that at some point in the future, the Contractor will have to relocate the TSSC to the

Mission Training Engineering Center (MTEC), which will be located at Kelly AFB (Kelly Field Annex, JBSA) TX. Is there a projected time line for this move?

No

58 Paragraph C.133 Train employees on updated AAJTS program directives and plans. Is there a plan to cross-train programs or is this an error?

This is an error. It should read, "Train employees on updated F-16 MTT program directive and plans."

59 Paragraph C.62 Contractor Manpower Reporting, The Prime contractor has no insight into a subcontractors’ information for labor hours or burn rates. Will this only be required for the prime contractor? Is the burn rate reporting only required on the T&M and not on the FFP portion of this contract?

All contractor labor hours including subcontractor, at all levels/tiers, labor hours required for the performance of services provided under this contract are to be reported via a secure data collection site @ecmra.mil. The burn rate applies only to the T&M portion of the contract.

60 Paragraph C.83 Regarding PWS, Does the Government have procedures or targeted capabilities in mind for periodic SIMCERT of the C-130 MMCT devices? Does the C130-MMCT have a SIMCERT Test Guide approved by the DET? Have any of the installed F-16 devices passed a SIMCERT test? Will the Government provide a list of the level of open DR’s for each device tested?

This solicitation does not involve the C-130. No F-16 devices have passed a SIMCERT test. The government will provide the list of open DR's.

61 Paragraph C.88 Have any of the F-16 installed devices been connected to the CAF DMO network? Zero 62 Paragraphs I.1 and L.11 Is there an established ID/IQ or MAC contract that includes GSA rate table associated with this procurement? Are bidders allowed to bid rates that are not in the GSA rate table? Please clarify what is meant by “discounts” for this RFP.

No. Yes. The offeror is encourage to provide discounts from commercial rates.

63 Paragraphs I.3.2 and M.11 Please clarify if this contract covered by the Service Contract Act (SCA)? SCA is not applicable to this solicitation.

64 Paragraphs L.5 and L.11 Is the Prime contractor required to submit a Compensation Plan for Professional Employees? Are Subcontractors also required to submit a Compensation Plan? If yes, should the Compensation Plan(s) be submitted in the Price Volume?

A Compensation Plan for Professional Employees is not required.

The clause at 52.222-46 has been removed.

65 Pricing Spreasheet and Paragraph C.65

On the Price Spreadsheets, the COMS Personnel labor category has hours for 8 positions. The PWS states that there shall be one COMS FTE at each of the installed F-16 MTT locations.

Since SCA WDs and Exempt position wage rates usually vary by location, does the Government wish to see additional rows added to the Price Spreadsheet for each location and rate for categories like the COMS Personnel, or is one average rate for the eight (8) COMS Personnel sufficient?

SCA is not applicable to this solicitation.

66 Paragraphs C.132, C.133, C.134 The three PWS Sections references refer to Contract Transition, Initial Program Ramp-up and Transition to Successor tasks to be performed, however neither RFP Section B or the Attachment 1 Pricing Spreadsheets include a CLIN for these tasks.

Will the Government add a CLIN to these documents for Initial Transition costs?

No

67 Section B, and Paragraph L.11 Please confirm that bidders are not required to fill in prices in the RFP Section B for FFP CLINs, as no requirement for this is listed in Section L.11.

Offerors are not required to fill in prices in Section B.

68 Paragraphs L.11 and M.2.4 The labor section of L.11 states that “hourly quantities of hours for each labor category are provided in the pricing spreadsheet. Offerors may deviate from the proposed labor categories and hourly quantities when providing their total solution price to labor CLINs.” Section M.2.4 states that the “contractor provided rates per hour will be multiplied by the Government provided number of hours per specified labor categories to generate a total labor price per ordering period. With consideration for holidays and vacation provided in an offerors compensation, there are less than 2080 productive labor hours available in a 12-month period of performance. Will the government confirm that the contractor should not deviate from the hours provided in Attachment 1 in order to insure that the government’s evaluation method described in M.2.4. is consistent between offerors?

2080 hours is estimated. The offeror will propose the number of hours to meet PWS requirements.

69 Paragraph L.2 Given that there are only 20 calendar days from the due date of Phase I submission and the due date for Phase II submission, will the government provide the anticipated date for written notification to offerors receiving a “go” for Phase One?

Within 3 business days of the phase 1 submission.

70 Paragraph L.8 and M.1.0 Section L.8 provides a listing of information to be provided for Phase Two. Section M.1.0 provides a summarized list by evaluation factor. For the last five (5) items listed in Section L.8, should these be included in the Price Volume, or as separate, stand-along

The last factors in paragraph L.8 are to be included in price volume.

71 Paragraph C.7 What is the required SAPF square footage to support the TSSC development systems? There is no minimum square footage required as long as the offeror can accomplish TSSC operations in the SAPF. A single MTT-G reqires a clear area of 33 feet in length, 26 feet in width, and 11 feet in height

72 Paragraph C.7 How does the SAPF sponsorship/accreditation take place, is the accreditation package submitted prior or upon contract award? If upon award, how soon does the facility receive approval for program support?

Documentation of an existing certified SAPF is to be submitted for phase 1.
