Items of Note for Contractors

1. Clarification of Solicitation Attachments

a. There are 19 attachments available on the Solicitation, they are there for information and use of prospective contractors

b. Attachments represent all information available by Agency

2. Davis Bacon project

a. Applies to all subcontractors.

b. Certified payrolls required for all workers, including truck drivers (unless owner-operator).

c. Owner-operators have special reporting requirements. Section 01.29.15 1.5.F.

d. Under EO 13658 Hourly Minimum Wage is $10.20 or applicable wage rate listed if it is higher

3. SF-1413 forms are required for all subcontractors. This includes service providers but not suppliers.

4. Construction in the area of and for the Culvert Box Channels shall start November 1 and be fully functional by February 15. i.e. temporary access road can be done prior to Nov. 1 and can be removed after Feb. 16. Wasteways 1 & 2 are owned by EPCWID#1.

5. Constant communication and coordination will have to be kept with EPCWID#1

6. Special Security Requirements – Vetting/background checks will be required of all employees

7. All work is south of the DHS Border Fence, Access is controlled by the Border Patrol

8. Contractor shall provide and maintain access along the Rio Grande throughout the project duration

9. Review requirements for Safety and Health Officer. Section 01.35.00 1.11.

10. CPR and first aid required for all employees onsite, including subcontractors. Section

01.35.00 1.17.

11. Quality Control Systems Manager must be an engineer and shall have no other duties on the project. Section 01.45.00 1.9

12. Testing laboratories shall be unaffiliated with the Contractor and with any part of the design of this project. Section 01.45.00 1.11 B.

13. All engineering test results shall be signed and sealed by a professional engineer. Section

01.45.00 1.11 B.

14. Review premobilization submittals: Section 01.11.00 3.1.

15. All surveys shall be performed by or under the direction of a professional surveyor.

16. Benchmarks must be surveyed prior to construction and reset properly after construction.

Yellow pipe must also be carefully surveyed and reset.

17. Surveys are required during construction: prior to site disturbance, after excavation, after backfill of each type of material, and upon completion of the project.

18. Over-excavation and/or placement of fill thicker than identified in the drawings or specifications is for the Contractor's own convenience and will not be paid for by the Government.

19. Contractor expected to coordinate with Border Patrol agents daily. Keep them up to date on where excavations are and safe path through construction area.

Questions Received Before Pre-proposal Conference

1. It has been requested that clause 52.219-4 Notice of Price Evaluation Preference for HUBZone Small Business Concerns be added to Solicitation No. IBM17R008.
