The work performed by the Design-Builder under this section shall not be paid for directly, but shall be included in the various Bid Items under this Contract.

1.5 DESIGN-BUILD DEFINITIONS

Construction Contractor The subcontractor hired by the Design-Builder who is involved in the actual construction of the project.

Construction Drawings The drawings provided by the Design-Builder, usually through the Designer, to accomplish construction in concert with the Technical Specifications.

Contract Documents The Contract documents include the Solicitation and eventual Contract, any documents provided by USIBWC identified in this Scope of Work, all design documents produced by the Designer, all construction drawings, all

Technical Specifications, and all submittals required by either the Scope of Work or the construction specifications.

Design-Builder The Design-Builder is the entity, firm, partnership, joint venture, or organization that Contracts with the United

States Section of the International Boundary and Water

Commission (USIBWC) to design and construct items specified in this Scope of Work The Design-Builder may be the Designer and/or the Construction Contractor. The

Design-Builder has full responsibility for completion of the

Contract.

Designer A subcontractor or in-house participant that leads the team furnishing the design for the project. The Designer must be registered to practice engineering in the state where the construction will occur.

Government The Government refers to the USIBWC or its representatives.

Government Representative The Government Representative refers to the Contracting

Officer (CO) or the Contracting Officer’s Representative

(COR). These individuals are designated by the USIBWC to act in the capacity as the “Government Representative” as defined by the Federal Acquisitions Regulations (FAR) and shall be the final interpreter of any project issues that may arise in the course of the Work. The USIBWC’s

Government Representative shall be responsible for the

Compliance Review of the Work.

Technical Specifications The construction specifications provided by the Design-

Builder, usually in concert with the Designer, to accomplish construction of this project by their

Construction Contractor.

USIBWC The United States Section of the International Boundary and Water Commission (USIBWC).

1.5 GENERAL SCOPE

A. Project Identification

The Project to be designed and constructed under this Contract is identified as follows:

1. Name of Project

"Falcon Dam and Reservoir-New Falcon Dam Administration Building"

2. Location of Project

Starr County, Texas

B. The USIBWC plans to construct a new administration building.

1. The total building foot print is proposed to be between 5,300 and 5,600 square feet.

The new building will consist of a minimum of nine (9) offices, hydro laboratory, conference room, and security office area including a weapons locker room, break room, fireproof vault room, IT server room, and reception area.

2. This building will replace the existing Falcon Dam’s Administration Building. The existing building is no longer functional with respect to building codes, OSHA requirements, office space, needed technological improvements, and mechanical efficiency.

3. The objective is to demolish and dispose of the existing administration, security, and hydro lab buildings in their entirety, and construct a new Administration Building in the same area but not in the same footprint to provide a more efficient and effective working environment.

4. The existing administration office accommodates the administration functions for the field office and dam and houses the offices for the Area Operations Manager, technical staff, and administrative staff. The Falcon Dam Field Office staff will remain in the existing building while the new administration building is constructed.

5. Demolition of the three (3) buildings listed above (existing administration, security, and hydro lab buildings) will be accomplished after all administrative staff has been moved in to the new administration building.

C. General Description of Work

1. The Work shall include all planning, design work, coordination, permitting, labor, material, tools, equipment, construction, testing, inspection, commissioning and all necessary general conditions, that may be reasonably inferred from the Contract

Documents to provide for all work for the design and construction of a new single-story administration building and demolition of the existing building.

2. At the conclusion of the project, the new administration building shall be a fully commissioned building able to operate for its intended use with all utilities, to include, but not limited to water, sanitary sewer, communications, electrical, fire protection system(s), etc.

3. The major construction efforts include the following tasks:

a. Minimum LEED Silver certification.

b. Encompass the historical and architectural aspects of the surrounding buildings.

The purpose is to minimally affect the historic integrity of the district.

c. Construct in a vacant previously disturbed area as shown in the proposed building location map.

d. Meet federal OSHA standards and current environmental laws to provide a more efficient and effective working environment.

e. All design work, labor, materials, tools, equipment, excavation, shoring, testing, inspection, commissioning, construction, demolition, and cleanup.

4. The final product shall be a turn-key building fully commissions and operational:

ready to be fully manned by USIBWC Operations and Maintenance (O&M) personnel.

D. Utilities

It is the Design-Builder’s responsibility to identify all existing utilities within the project limits as well as coordinating any work associated with these utilities with the utility company.

1.6 THE WORK

A. The Work shall be broken out into two (2) phases.

1. Phase 1 is the Design Phase.

2. Phase 2 is the Construction Phase.

B. Each phase shall have a separate Notice to Proceed (NTP).

C. The final product shall be a one hundred percent (100%) completed construction project

(turnkey) in accordance with the Design-Build Contract, this Scope of Work, and the construction drawings and specifications. The final construction drawings and specifications shall be signed and sealed by a professional engineer licensed by the State of Texas.

1.7 SEQUENCE OF WORK/TIME FOR COMPLETION OF WORK

A. The Work is to be performed as shown on the construction drawings.

B. After receipt of the Construction Notice to Proceed (NTP) the Design-Builder shall comply with all submittal requirements as covered under this Scope of Work and obtain

Government review of each Design-Builder submission.

1. No construction may be started, with the exception of preparing the construction laydown and staging areas, until the Government reviews the required submittals and determines it satisfactory for purposes of beginning construction.

Once the Government determines that construction may proceed, a Construction NTP will be issued.

2. The Government will not grant any time extension for any resubmittal required when, in the opinion of the Contracting Officer, the initial submission failed to meet the minimum quality requirements as set forth in the Contract.

3. If the Government allows the Design-Builder to proceed with limited construction based on pending minor revisions to the reviewed submittals, no payment will be made for any in-place construction related to the pending revisions until they are completed, resubmitted and are satisfactory to the Government.

4. No payment will be made for any in-place construction until all submittals required for that portion of the work and/or required prior to the start of construction have been made, reviewed, and are satisfactory to the Government.

1.8 WORK UNDER OTHER CONTRACTS

No work is anticipated to be performed at the Project site under separate Contract with other

Contractors during the Design-Builder’s performance period.

1.9 LABOR AND STAFFING

A. Design-Builders are responsible for determining the appropriate staffing necessary to perform the Contract work. Design-Builders are also responsible for complying with the minimum wage and benefits requirements for all laborers and mechanics.

B. If a classification considered necessary by the Design-Builder for performance of the work is not listed on the applicable wage determination, the Design-Builder must initiate a request for approval of an additional classification along with the proposed wage and benefit rates for that classification.

C. The Contracting Officer will attach the appropriate Davis-Bacon wage determination to this Contract. The Design-Builder is responsible for all requirements of the Davis-Bacon

Act.

1.10 PROJECT LOCATION

A. The work is within the United States on land owned or controlled by the USIBWC Falcon

Dam and Reservoir, in Starr County, Texas.

B. The work is located completely within the United States, but is adjacent to the international border with Mexico.

1.11 INVESTIGATION OF SITE CONDITIONS

A. The Design-Builder, as well as their subcontractors, is urged to visit the job site and to become fully aware as to the existing conditions affecting the work to be performed under the Contract documents.

B. The Design-Builder shall be responsible for ensuring that all of its suppliers, manufactures and subcontractors have reviewed all applicable Contract documents relative to their work. The Design-Builder shall provide all labor, material, equipment and services not provided by the Design-Builder’s suppliers, manufacturers, fabricators and/or subcontractors but required for complete and operable facilities as described in the

Contract documents.

1.12 OTHER CONTRACTUAL REQUIREMENTS

A. The Design-Builder is required to report any ambiguities and omissions that exist within the terms of these Contract documents to the Government.

B. In any case where these sections conflict with the Federal Acquisition Regulations (FAR), if the FAR requirements are stricter or impose a higher standard than this Scope of Work, FAR requirements will take precedence. If this Scope of Work is more stringent than the

FAR, the Scope of Work shall take precedence.

C. Upon acceptance of the construction specifications and drawings by USIBWC, those documents become part of the Contract. If the construction specifications and drawings differ from this Scope of Work, the more stringent requirement will govern.

2.1 GOVERNMENT FURNISHED MATERIALS

A. The Government will not provide any materials for this project.

B. Government furnished XXXXXXXXXXXXXXXX will be provided.

2.2 PRODUCTS TO BE FURNISHED BY THE DESIGN-BUILDER

A. The Design-Builder shall provide all labor, all equipment, and all other products required to execute the Project.

B. All materials provided by the Design-Builder for the Project shall be new (or recycled if allowed elsewhere in this Scope of Work), high grade, free from defects, meeting the specifications herein. The minimum quality of the Work shall be in accordance with the requirements herein.

C. The Design-Builder's Quality System Manager will ensure compliance confirmation and the Design-Builder's testing company will ensure that materials, equipment and work quality strictly adhere to the requirements of the construction documents.

D. Materials, equipment and work quality not conforming to the requirements of this Scope of Work, the construction specifications, and/or the construction drawings shall be considered defective and will be subject to rejection. Defective work material, whether in place or not, or equipment shall be removed immediately from the site by the Design-

Builder, at its expense, when so directed by the COR.

E. If the Design-Builder fails to replace any defective or damaged work, materials or equipment after receiving notice, the COR may cause such work or materials to be replaced by other forces. The replacement expense shall be deducted from the amount to be paid to the Design-Builder. Defective equipment will not be allowed in the performance of any work.

F. Water for All Construction Activities.

1. The water required for all construction activities including, but not limited to, dust control (Section 01.57.13) and vegetation establishment shall be considered as incidental and shall be provided from a metered source that is compliance confirmed by the USIBWC.

2. Water from the Rio Grande shall not be used by the Design-Builder at any time.

3. Water use must be in accordance with state water law.

3.1 SUBMITTALS REQUIRED PRIOR TO MOBILIZATION

A. Specific specifications detail submittal requirements. The list below are the submittals required prior to full construction mobilization and the start of construction activities.

B. Once these required construction submittals have been compliance confirmed by the

COR, the Design-Builder will be allowed to mobilize their Construction Contractor and begin work within USIBWC's right-of-way.

3.2 USE OF RIGHT-OF-WAY

A. Design-Builder operations shall be confined to the USIBWC right-of-way. Portions of the site beyond areas on which the work is to be performed are not to be disturbed.

B. Roads serving the right-of-way, identified as such or not, owned by the USIBWC or CBP shall be clear and available to these agencies.

C. It is the Design-Builder’s responsibility to locate and/or verify the areas required for construction beyond the USIBWC right-of-way, identify the owners of the affected

Page 00.24.00.01-8 USIBWC RFP IBM15R0005 properties, and acquire necessary easements, prior to commencement of construction, at no cost to the USIBWC.

D. The Design-Builder shall provide and maintain continuous public vehicle access, with detour signs and flaggers if necessary, to roadways and USIBWC buildings throughout the project duration.

3.3 OCCUPANCY OF RIGHT-OF-WAY

A. Partial Government Occupancy

The Government may need to occupy the right-of-way during the entire construction period, with the exception of areas under construction. The Construction Contractor via the Design-Builder shall cooperate with the Government during construction operations to minimize conflicts and facilitate Government access. The Design-Builder needs to maintain existing access to the facility, unless otherwise indicated in the construction drawings. The Design-Builder shall provide not less than seventy two (72) hours notice to the Government of construction activities that will affect any Government activities.

B. Government Occupancy of Completed Areas of Construction

The Government reserves the right to occupy and to place and install equipment in completed areas of the facility, before Substantial Completion, provided such occupancy does not interfere with completion of the work. Such placement of equipment and partial occupancy shall not constitute acceptance of the total work.

3.4 WORK RESTRICTIONS

A. Onsite Work Hours

The Design-Builder’s attention is directed to the Contract Provisions.

B. Facility Office Hours

1. The working hours of the adjacent USIBWC facility are 8:00 am to 5:00 pm, Monday through Friday. The Design-Builder, the Construction Contractor, and any subcontractors shall only work onsite during these proposed hours.

2. USIBWC facilities are closed during all Federal Holidays.

1.2 MEASUREMENT AND PAYMENT

1.3 GENERAL PROJECT INFORMATION

A. A recent draft historic properties inventory report dated February 2011 identified the

Falcon Dam and Falcon Village as a Historic District that is eligible for the National

Register of Historic Places. The village was constructed to house personnel that operate and maintain Falcon International Dam and Power Plant.

B. The dam provides water conservation, irrigation, hydroelectric power generation, flood control, and recreational benefits, and serves as an international port of entry across the

Rio Grande between Starr County, Texas, USA and Tamaulipas, México. Construction on the dam began in December 1950 and on October 19, 1953, as construction neared completion, U.S. President Dwight D. Eisenhower and Mexican President Adolfo Ruiz

Cortines met at the center of the dam to dedicate it to the well-being of the residents of both countries.

C. Falcon International Dam was completed on April 8, 1954. The existing administrative building was constructed during the same time frame and is located within Falcon Village of off F.M. 2098, Reservoir Road, and is no longer meeting the needs of the staff due to its size and outdated design. The period of significance for the historic district is 1950 through 1965. The existing building will need to be demolished. Demolition is part of this project.

1.4 INFORMATION PROVIDED BY THE USIBWC

A. USIBWC shall provide the following project documents to the Design-Build.

1.4 PERIOD OF PERFORMANCE

A. The Design-Builder shall submit the 30% design documents as stipulated under Design

Work Requirements.

1. The USIBWC and all regulatory agencies as listed in Paragraph 1.5 below will review the 30% submittal. The Design Consultant will be responsible for contacting and coordinating all communications with these agencies. Copies of all communications including review comments between design consultant and agencies will be provided to the COR in a timely manner.

2. The USIBWC shall provide comments within twenty one (21) calendar days of receipt of these deliverables and the Design-Builder shall incorporate the Government's comments prior to the next submittal.

C. The Design-Builder shall submit the 90% design documents as stipulated under Design

Work Requirements.

1. The USIBWC shall provide comments within twenty one (21) calendar days of receipt of these deliverables and the Design-Builder shall incorporate the Government's comments prior to the next submittal.

2. The Design Consultant will address all comments and provide Government with written responses to all comments. If the Design Consultant does not agree with any of the Government comments, the Design Consultant will provide the reason for the disagreement and a proposed solution.

D. The Design-Builder shall submit the 100% design documents of construction specifications, construction drawings, Technical Memorandum for the Opinion of

Probable Cost, and Design Memorandum as stipulated under Design Work Requirements.

1. Initial 100% submittal shall be in electronic form only. This shall be known as the pre-100% submittal.

2. The pre-100% submittal will be reviewed by the government. Notification of acceptance or rejection for revision of the design submittal will be provided to the

Design-Builder within twenty one (21) calendar days (3 weeks).

3. The USIBWC shall provide additional comments on the pre-100% deliverables in the event that the Design-Builder failed to incorporate accordingly or adequately address all of the USIBWC’s 90% comments. The Design-Builder will make the necessary revisions to the design documents in accordance with the comments provided by the

USIBWC.

4. If the 100% (pre, revised, or final) submittal is rejected, the USIBWC may withhold payment and take other administrative remedies deemed necessary.

5. USIBWC and Design-Builder must reach concurrence on the proposed design. After acceptance of the 100% submittal, the Design-Builder shall provide required hard and electronic copies of all 100% documents.

1.5 REVIEWING AGENCIES

A. The following agencies must review and provide compliance confirmation of the design work.

1. Texas Historical Commission (THC) will review the plans to make sure that the architectural design of the building is of the same style as that of the existing administration building.

1.4 GENERAL

A. Environmental documents include:

1. The Project’s current asbestos-lead paint survey, titled "Asbestos & Lead-Paint

SurveyReport, USIBWC Falcon Heights Facility, Falcon Heights, Texas," dated April

9, 2014, was prepared for USIBWC by TRC.

2. The Project’s previous asbestos-lead paint survey, titled "Falcon Dam Asbestos and

Lead-Based Paint Survey," dated December 17, 2014, was prepared for USIBWC by

VIVA Environmental for CH2M Hill.

3. The Project's agreement with Texas SHPO entitled "Memorandum of Agreement

(MOA) between United Stated International Boundary Water Commission and the

Texas State Historic Preservation Officer regarding the Demolition of the

Administration Building, Falcon Heights, Starr County, Texas," executed December

2011.

B. These documents list environmentally and culturally sensitive areas that need to be protected during design and construction activities. The environmentally and culturally sensitive areas that were identified on the document are identified below.

1. Natural Resources

a. Equipment cannot be parked, staged, or used under large, mature trees. Keeping equipment away from the large, mature trees will prevent incidental damage to the tree and prevent compression of the root ball.

2. Cultural Resources

a. New construction will not destroy historic materials, features, and spatial relationships that characterize the property. The new work shall be differentiated from old and will be compatible with the historical materials, features, size, scale and proportion, and massing to protect the integrity of the property and its environment.

b. New construction will be undertaken in such a manner that, if removed in the future, the essential form and integrity of the historic property and its environment would be unimpaired.

1.5 PRESERVATION OF CULTURAL AND NATURAL RESOURCES AND THE

ENVIRONMENT

A. If the Design-Builder initiates changes to the Contract and USIBWC approves the changes, the Design-Builder is responsible for obtaining clearances and coordinating with the appropriate regulatory agencies.

B. Culturally Sensitive Areas

1. Cease all work immediately if a site, building, or location of historical, archeological, educational, or scientific interest is discovered within the right of way. The site, building, or location will be investigated and evaluated by USIBWC.

C. MOA between USIBWC and Texas SHPO

1. The Design-Builder shall abide by the MOA between USIBWC and Texas SHPO in regards to the demolition of the existing administration building at Falcon Dam.

2. USIBWC has already completed the documentation requirements stipulated under

1.Documentation in the MOA. The Design-Builder is not required to perform any

HABS documentation under this project.

1.6 OTHER CONSIDERATIONS

A. The Design-Builder is required to ensure that all Environmental Permits, Issues, and

Comments (EPIC), which are included within the Contract Documents are followed and implemented to ensure potential impacts are avoided.

1.7 ENVIRONMENTAL CONSIDERATION

The USIBWC shall do an “environmental consideration” for the project. The “environmental consideration” shall be complete prior to the construction of the project. The USIBWC shall be responsible for submitting the request for project clearance in order to comply with National

Environmental Policy Act (NEPA).

1.8 USE OF GEOLOGIC MATERIALS ON A FEDERALLY FUNDED PROJECT

A. To ensure preservation of historical and archaeological data, when the Design-Builder, the Construction Contractor, or any subcontractor proposes to use a borrow pit/source/quarry for soil, rock, or gravel, the source must first be approved by the COR to ensure compliance with Section 106 of NEPA (36 CFR 800).

B. Submit a map showing the location of proposed sites to the COR at least forty five (45) days in advance of use.

C. Take no action to use or alter the proposed location until written approval for site use is received from the COR.

D. If the quarry or borrow site already provides materials for TxDOT, USACE, or other governmental agency, a copy of the environmental approvals from said agencies may be provided to the COR.

E. Include permission for Government access to any geological source locations.

A. Geotechnical analysis for this project was performed by Arias & Associates and summarized in their report entitled "Geotechnical Engineering Study Proposed

Administration Building, Falcon Dam, Falcon Village, Texas” dated November 30, 2011.

B. This report was completed to establish foundation and pavement engineering properties only. If the Design-Builder requires additional geotechnical information, they shall pursue additional geotechnical studies or testing at their own expense.

C. The data and report are not intended as a representation or warranty of continuity of conditions between soil borings nor of groundwater levels at dates and times other than date and time when measured. The USIBWC neither warrants or guarantees the results of any geotechnical or subsurface investigations as being representative of the site, beyond the actual location of the test specimen(s) nor assumes any responsibility for the manner in which this information may be used or the conclusions reached in utilizing the information contained in the Contract documents. Additional test borings and other exploratory operations may be made by Design-Builder subsequent to award of the

Contract.

D. The Design-Builder shall consider all geotechnical information including geotechnical reports, bore logs, and site visits as a whole. The Design-Builder shall consider the limitations of any geotechnical tests performed including the auger size, bore hole spacing and location, consistency of bore hole data, as well as the frequency and results

1.4 GENERAL

Prior to the beginning of construction, the Design-Builder shall be responsible for researching, coordinating, obtaining, and paying all applicable fees for all permits required by Federal, state and local entities, including, but not limited to, a specific or general stormwater permit prepared in accordance with the requirements of Stormwater Pollution Prevention Plan (SWPPP) and

Texas Pollution Discharge Elimination System (TPDES) General Permit TXR150000.

1.5 WORK IN WATERS OF THE UNITED STATES

A. The U.S. Army Corps of Engineers (USACE) has determined that a Section 404 permit will not be required for work within the currently defined Temporary Construction Limits

(TCL).

B. The Design-Builder must adhere to all agreements, mitigation plans, and standard best management practices required by the permit.

C. If Design-Builder-initiated changes in the construction method result in impacts to waters of the U.S., the Design-Builder shall have sole responsibility to obtain all required new or revised Section 404 permits and shall adhere to all agreements, mitigation plans, and standard best management practices required by these permits.

1.6 RESPONSIBILITIES

A. The Design-Builder shall be responsible for providing the proposed location of the project staging areas for compliance confirmation of the COR prior to installation of stormwater pollution prevention (SWPP) measures.

B. The Federal Government is not subject to local jurisdictions' building codes, nor is it required to obtain building permits from local jurisdictions for construction on real estate owned or controlled by the USIBWC. However, borrow pits and other offsite locations are subject to local regulations. The Design-Builder is responsible for researching and obtaining all necessary permits for offsite work.

C. The Design-Builder shall be responsible for obtaining all necessary permits and rights of entry for all work required under this Contract.

D. The Design-Builder will also be required to research the need for any other required permits, based on the information available from the Contract drawings and Scope of

Work prior to the beginning of construction. For the work under this Contract, the

Design-Builder shall be responsible for coordinating and obtaining all permits required by Federal, state and local entities, unless otherwise specified within the Contract

Provisions and this Scope of Work.

E. The Design-Builder shall apply and pay for all required permits. The Government is not responsible for any existing or newly introduced permits required before, during and/or after construction.

F. The Design-Builder shall be responsible for and shall give and maintain any and all notices required by applicable regulations, laws, or permitting authorities pertaining to construction of this project.

A. The Design-Builder shall provide all materials, equipment, labor, and services required by the Contract documents to design and construct the work for the Contract sum and within the Contract time during the design and construction phases respectively.

1.5 GENERAL CONTRACT ADMINISTRATION

The work shall be administered in accordance with the Contract requirements and this section of the Scope of Work.

A. US International Boundary and Water Commission (USIBWC)

USIBWC shall:

1. Conduct ongoing reviews of the Design-Builder's progress in performing the work and ensure timely comments from the technical units.

2. Review the Design-Builder's invoices and pay estimates.

3. Review and evaluate the Design-Builder's requests for extension of time and supplemental agreements.

4. Coordinate/monitor the distribution of public information.

5. Provide a focal-point contact for all questions, requests, and submittals.

6. Coordinate project scheduling between the Design-Builder and USIBWC, coordinate

USIBWC oversight of quality assurance/quality control (QA/QC) activities, and coordinate documentation reviews by USIBWC.

7. Other duties as agreed upon by the Design-Builder and USIBWC.

B. Design-Builder

The Design-Builder shall:

1. Establish, furnish and maintain suitable construction office facilities in the vicinity of the project, within fifty (50) miles, to serve as the project office for the duration of the construction phase of the project (Phase 2).

2. Maintain an adequate staff of qualified support personnel to perform the work necessary to complete the project inclusive of experienced disciplined engineers, Leadership in Energy and Environmental Design (LEED), historical preservation, and specialized security design.

3. Establish internal accounting methods and procedures for documenting and monitoring project costs.

4. Provide project costs as required to USIBWC or to USIBWC’s agent, for the purposes of monitoring Design-Build projects inclusive of cost loaded schedules.

a. Identify and separate costs for specialized security features such as closed-circuit television (CCTV) system, electronic and card access, and associated hardware and software.

b. Identify design costs, project management costs (including QC/QA), and construction costs separately.

5. Establish and maintain Contract administration procedures, which shall include preparation of supplemental agreements and requests for time extensions as well as administration of subcontracts.

6. Include the complete project name and Contract number on all correspondence related to this Contract.

7. Participate in design consensus, status and team building meetings with all appropriate participants at the start, on a monthly basis during the project development period and as needed to maintain the design schedule. The Design-Builder shall act as the lead, unless otherwise directed by the USIBWC.

8. Assume complete responsibility for the accuracy and completeness of Construction

Documents and related design prepared under this project.

9. Other duties as agreed upon by the Design-Builder and USIBWC.

C. Project Manager

The Design-Builder shall employ a qualified project manager.

1. The Project Manager shall be able to lead the Design-Build team and make decisions that are in the best interest of the project as well as the USIBWC. This person shall be the liaison between design and construction through completion of the Contract and they must promote a “team” approach for the project and monitor its progress.

2. The Project Manager shall stay involved, be knowledgeable about the project, perform periodic regular visits and be proactive when dealing with issues that may arise. This is a key position that requires many skills across a broad range of disciplines.

3. USIBWC reserves the right to have the Project Manager removed if, in their opinion, the Project Manager fails to meet these requirements.

1.6 PROJECT CONTROL

A. For each design item, segment, or phase of construction designated by the Design-

Builder, the Design-Builder shall include the design reviews and, through day to day communications, to keep USIBWC up to date on exact timing of reviews.

B. The Design-Builder shall allow design review days specified in the QA Plan

Requirements (01.40.00.01) in its schedule for design review including design review of

100% designs.

1. The 100% design is defined as completion of design products listed in the design scope of work.

C. The project control system shall include features to:

1. Determine and highlight critical path work from initial plans as work progresses

2. Identify progress against schedule for each identified work item

3. Forecast completion dates from current progress

4. Highlight rescheduled work in any area which is out of the required sequence

5. Determine any physical area that requires more resources than originally allocated

6. Forecast future conflicts in any area

7. Provide estimates of time, manpower, and dollars required at the lowest work element tracked, based upon current expenditures versus schedule

1.7 DESIGN-BUILDER RESPONSIBILITIES

The Design-Builder shall be responsible for the quality of construction and materials incorporated into the project. The Design-Builder’s Quality Control/Quality Assurance (QC/QA) measures are to insure that operational techniques and activities provide material of acceptable quality. Design-Builder sampling and testing shall be performed to control the processes and determine the degree of material compliance with the Contract Provisions.

1.8 QUALITY CONTROL PLAN REQUIREMENTS
