Executive Summary

VIVA Environmental, Inc. (VIVA) has completed the asbestos and lead-based paint surveys of eleven (1 1) building structures at the United States Section, International Boundary and Water Commission (USIBWC) Falcon Dam and Power Plant facility located at Falcon Heights, Texas.

Representative samples of suspect asbestos-containing materials (ACM) were collected fi-om each of the eleven building at the facility. Each sample was analyzed to determine if they contained more than one percent asbestos. Materials found to contain asbestos more than one percent asbestos were considered to be asbestos containing materials. Likewise, representative painted surfaces were sampled by an X-Ray Fluorescence (XRF) lead paint analyzer device in the field. Painted surface which were found to contain greater than one milligram per square centimeter (mg/cm2) were considered to be lead-based paint (LBP).

VIVA personnel collected the asbestos samples and analyzed the painted surfaces at the subject facility between September 20 and 24, 2004. The following list summarizes the ACM identified at the subject facility.

VIVA recommends for that the identified ACMs be left in-place until they will be impacted or otherwise disturbed by building renovation or demolition activities. The ACMs must be removed prior to any renovation or demolition activities which may damage them. Removal of ACMs must be performed by a Texas Department of State Health Services (DSHS) licensed asbestos abatement contractor. Current DSHS regulations also require a licensed asbestos consultant be retained to prepare an abatement work plan specification and project management service including air monitoring during the asbestos abatement activities.

Until the identified ACM are removed, a management plan should be developed for the subject facility. The management plan should include provisions for informing building occupants and contractors who may work in the building as to the presence of the ACM and for procedures to be followed to reduce the potential for fiber releases from the ACM.

The following list summarizes the LBP identified at the subject facility.

Lead-based paint identified in the residential buildings at the subject facility is regulated by Texas DSHS Lead Program regulations, and by the federal Housing and Urban Development (HUD) regulations. The DSHS and HUD regulations do not apply to the other "non-residential" building at the facility. However, other federal regulations such as OSHA worker protection and EPA RCRA waste management requirements will need to be addressed when renovation or demolition activities at the subject facility affect the LBP. DSHS licensed LBP abatement contractor should be retained to conduct all LBP repair or abatement work at the subject facility since they will be aware of the applicable state and federal requirements for LBP abatement and disposal activities.

Two areas of LBP hazards were identified on the residential buildings at the subject facility;

peeling white paint on exterior roof flashing of building B-3 and flaking and general deterioration of the beige paint on the rain gutters of building 201. Both of the damaged LBP areas identified on these residential buildings should be repaired or removed. No other areas of LBP hazards were observed at the subject facility.

The areas of damaged LBP on the building B-3 and 201 should be repaired or removed in accordance with the DSHS Lead Program rules. The disposal of waste generated fiom the repair work on those buildings should be in accordance with Texas Commission on Environmental Quality municipal solid waste requirements. A LBP management plan should be developed for the LBP materials identified at the subject facility until they are removed by renovation or demolition activities. The management plan should include systems for informing building occupants and contractors who may work in the buildings as to the presence of the LBP and practices to be utilized to reduce the potential for releases of lead dust from the LBP.

Falcon Dam Facility

Introduction

VIVA Environmental, Inc. (VIVA), a Texas Department State Heath Services (DSHS) licensed Asbestos Consultant Agency (License No 10-0252) and DSHS certified Lead Firm (Certification No. 21 1089), has completed the asbestos and lead-based paint surveys of eleven (1 1) building structures at the United State Section, International Boundary and Water Commission (USIBWC) Falcon Dam and Power Plant facility at Falcon Heights, Texas (subject facility). The eleven (1 1) buildings included in this survey were:

VIVA performed the surveys in general conformitywith the federal, state and local regulations governing asbestos and lead-based paint in public buildings. This report provides a description of the field activities, analytical results, and descriptions of the materials identified as asbestos-containing materials (ACM) and lead-based paint (LBP) in the eleven buildings at the subject facility.

Site Activities

VIVA personnel, Arnulfo Quimiro and Hector Diaz, performed the asbestos and lead-based paint survey of the subject facility on September 20 and 24, 2004. Mr. Quimiro is licensed by the DSHS as an Asbestos Building Inspector (License No. 60-2219) and as a Lead Inspector (License No. 2060769). Mr. Diaz is licensed by the DSHS as an Asbestos Building Inspector (License No. 60-1888). Copies of the licenses for Mr. Quimiro and Mr. Diaz are included in Appendix F of this report.

USIBWC's Civil Engineer for the subject facility, Mr. Scott Mullins, provided VIVA'S personnel with access into each of eleven buildings included in this survey. VIVA'S personnel conducted visual inspections throughout the interior and exterior areas of the eleven buildings to identify suspect asbestos-containing materials (ACMs) and surfaces with different paint coatings.

These surveys included all accessible interior and exterior areas of each of the eleven buildings.

Destructive sampling techniques were not conducted. Therefore, inaccessible areas such as wall cavities and areas within sealed components were not included in this survey.

Asbestos Sampling Activities

VIVA personnel collected a minimum of three (3) material samples from random locations of each homogenous area of suspect ACM identified by visual inspection of the buildings.

Homogenous areas are defined as areas of surfacing material, thermal system insulation, or miscellaneous material that are uniform in texture and color, application date, and general appemance. Each sample location was recorded on a floor plan drawing of the building.

Diagrams of the asbestos sample locations are included in Appendix A of this report. Samples were placed in air tight containers and delivered to Steve Moody Micro Services (SMMS) laboratory in Carrollton, Texas. VIVA directed SMMS to analyze each sample utilizing Polarized Light Microscopy (PLM) analysis to determine the asbestos content of each sample.

SMMS is a DSHS licensed and NVLAP accredited laboratory. A copy of SMMS DSHS license and NVLAP accreditation is provided in Appendix F of this report.

The results of the asbestos survey are summarized on the tables provided on pages 9 through 25.

The tables include a description of the identified suspect asbestos-containing materials, sample numbers, and laboratory results within each of the five buildings at the subject facility.

Locations, quantities, conditions, and the NESHAP Category of materials fomd to contain greater than one-percent asbestos are also provided. NESHAP Category refers to the ''National Emission Standards for Hazardous Air Pollutants" (40 CFR 61, Subpart M), which defines asbestos-containing materials into the following three categories;

Category I nonfiiable ACM is any asbestos-containing packing, gasket, resilient floor covering or asphalt roofing product which contains more than one percent asbestos and is determined to be non-fiiable by physical inspection, Category II nonfiiable ACM is any material, excluding Category I nonfiiable ACM, containing more than one percent asbestos and is determined to be non-fiiable by physical inspection, and Regulated Asbestos Containing Materials (RACM) is any friable ACM or Category I or Category 11 nonfiiable ACM that has become fiiable or has a high probability of becoming fiiable.

Copies of the laboratory analytical reports and chain-of-custody forms are provided in Appendix E.

Each building was assigned an alphabetic code to simplify the sampling numbers. For instance, the 33 asbestos samples collected fkom the Project Office at the Falcon Dam facility were identified as FD-A-01 through FD-A-33. These sample numbers designations are included on the summary tables, sample location diagrams, laboratory reports and chain-of-custody forms.

Asbestos-Containing Material Location Diagrams are provided in Appendix B. These diagrams illustrate the location of the identified asbestos-containing material within each building.

Falcon Dam Facility

Lead-Based Paint Survey Activities

VIVA personnel utilized an X-Ray Fluorescence (XRF) lead analyzer (Niton Model No. 309) to determine the lead content of painted surfaces within each of the eleven subject buildings at the Falcon Dam facility. Field analysis was performed on random areas of different color paints and areas suspected of varying paint histories. The XRF was calibrated to factory provided standards prior to its use each work shift.

Results of the lead-based paint survey are summarized on the Lead-Based Paint Summary table provided on pages 26 through 52. Painted surfaces identified by the XRF analysis to contain greater than one milligram per square centimeter (1.0 mg/cm2) were considered to be "lead-containing paint" according to the EPA Housing and Urban Development (HUD) standards for target housing. Lead-based paint means paint or other surface coatings that contain lead equal to or in excess of 1.0 mglcm2 or 0.5 percent by weight.

The location of each XRF sampling point is shown on diagrams provided in Appendix C.

Diagrams illustrating the surfaces identified as having lead-based paint are provided in Appendix D.

Two areas of LBP hazards were identified on the residential buildings at the subject facility;

peeling white paint on exterior roof flashing of building B-3 and flaking and general deterioration of the beige paint on the rain gutters of building 201. Both of the damaged LBP areas identified on these residential buildings should be repaired or removed. No other areas of LBP hazards were observed at the subject facility.

No other areas of damaged LBP or LBP hazards were observed at the subject facility.

Hazardous Waste Determination and Classification for Lead-Based Paint Materials

The Texas Commission on Environmental Quality (TCEQ) requires that generators of waste classify their waste prior to shipment to a municipal landfill. With regard to buildings containing LBP, the waste determination process requires that a representative sample be collected fiom the material to be disposed of and analyzed by Toxicity Characteristic Leaching Procedure (TCLP) to determine the lead concentration of the waste material. This process can be performed before or after renovation or demolition activities, provided that the materials which will be disposed of are sampled in a manner that is representative of the waste. Typically a composite sample comprised of between 100 and 300 grams of representative pieces of each component to be disposed is collected and submitted to a laboratory for TCLP lead analysis.

If the sample is determined to have a TCLP lead concentration of less than 1.5 milligrams per liter (mg/l), the debris is classified as non-hazardous waste.

If the sample is determined to have TCLP lead concentration of greater than 1.5 mg/l but less than 5 mg/l it is considered by TCEQ waste characteristics to be a Class 1 Industrial Waste despite it not being generated by an industrial process.

If the sample is determined to have lead TCLP lead concentrations equal to or greater than 5 mg/l the material is classified as hazardous waste.

Lead-Based Paint Management and Disposition Plan

Until the identified LBP materials are removed through renovation or demolition activities, a LBP management plan should be developed for the subject facility. The management plan should include provisions for informing building occupants and contractors who may work in the buildings as to the presence of the LBP and for procedures to be followed to reduce the potential for releases of lead dust from the LBP. Debris generated from structures at the subject facility containing LBP should be managed using the following guidelines until transported off site for proper disposal:

Place paint chips, dust, and dirt and rubble in 6-mil polyethylene disposal bags, Store larger LBP architectural debris pieces in roll-off disposal containers, All LBP debris generated during the project should be securely stored so access to the general public is prevented during project and until disposal can be arranged (sealed roll-off containers work well for this purpose), Confirm permitting status and acceptance criteria of local landfill facilities for the LBP debris.

Current TCEQ municipal solid waste regulations (TAC 30 Part 1 Chapter 330 Subchapter D) stipulate the following disposal requirements for waste generated from demolition projects which are suspected to contain lead; construction debris determined to be non-hazardous (less than 1.5 mg/l TCLP lead) can be disposed of at a TCEQ permitted Type I, Type I-AE, or Type IV municipal landfill facility. Construction debris determined to be a Class 1 Industrial Waste (greater than 1.5 mg/l but less than 5 mg/1 TCLP lead) must be disposed of at a TCEQ permitted Class 1 Industrial Waste facility. Construction debris determined to be hazardous waste (5 mg/l or greater TCLP lead) must be disposed in at a TCEQ permitted hazardous waste disposal facility.
