Questions Submitted for the Design/Build of the Falcon Dam Administration
Building:
Q1. It was stated that the “total value of all work performed by the lead organization shall be no less than 40 percent of the value of the Proposer’s submitted cost proposal.” This percentage is high compared to the usual requested value of approximately 20%. Please confirm 40% requirement for self‐ performed work.
A1. In lieu of this being a design‐build contract, we agree that the 20% value is acceptable. (Request for Qualifications V.A.)
Q2. We would like to request a two (2) week extension on the proposal for submission of design.
A2. The two (2) week extension is acceptable.
Q3. The user requested to not use carpet flooring and would prefer not to use VCT. Please specify the flooring that is preferred.
A3. Ceramic or porcelain tile shall be used throughout the building except in areas that require static dissipative flooring. Vinyl flooring may be used to meet static dissipative requirements.
Q4. Who will be responsible for moving the furnishings and equipment from the existing facility to the new facility, or will these items be salvaged to Owner?
A4. USIBWC will be responsible for moving the furnishings and equipment from the existing buildings to the new building. USIBWC will require thirty (30) days to perform this move.
Q5. Please provide a copy of the sign in sheet from the site visit.
A5. A copy has been uploaded to the Solicitation on FBO
Q6. We respectfully request that consideration be given to extend the solicitation’s proposal due date to 09/09/2015 at 1:00pm MTD.
A6. The Contractors request is denied. Per USIBWC response to question two, the Contractor is granted a two (2) week extension to submit the design phase of the proposal.
Q7. If the existing building will be scheduled to be demolished, has the building been approved with the
Texas Historical Commission to be demolished? Or do we have to go through the process all over again?
A7. The existing administration building, hydro lab, and security building have been approved for demolition. The Design‐Builder will not be required to clear the demolition through the Texas Historical
Commission.
Q8. The project site is on property owned by USIBWC. Is the Design team required to submit to (TAS)
Texas Accessibility Standards for handicap parking spaces and accessibility throughout the new facility?
Is so, who will be designated agent representing USIBWC for signatures required on TAS Forms?
A8. The Design‐Builder is not required to submit the design to Texas Accessibility Standards. Per the
Scope of Work, accessibility standards must meet the Architectural Barriers Act Accessibility Standard
(ABAAS), Accessibility Guidelines for Buildings and Facilities (ADA Standards for Accessible Design), and
GSA's Facilities Standards for Public Building Service (P‐100); this includes building, parking lot, and walkway designs.
Q9. Will there be an extended deadline to submit Phase 1 of the RFP?
A9. See question 2.
