Question and Answer Amendment A002

Solicitation Number IBM15-22 Structure Assessments within the

Lower Rio Grande Flood Control Project

Q) If during the course of the inspections the contractor comes upon a structure that is covered with silt and a full detailed inspection is not feasible due to the silt build-up – who is responsible for removal of the silt build-up to allow for the required detailed inspection, i.e. the Contractor or the IBWC? If it is determined that the Contractor is responsible for silt build-up removal, how does the IBWC propose for contractor to determine what percentage of the 485 structures may have silt build-up that may require removal for the inspection process to be carried out. This is important due to the period of performance requirement which is currently 180 days from date of contract award in addition, cost will become a factor.

A) The structures are not completely covered with silt. There are about 15 structures that have mud at the bottom that need to be cleaned so that the gate can be properly inspected. The contractor should be responsible for the silt build-up removal.
