PERFORMANCE WORK STATEMENT
Structure Assessments Within the Lower Rio Grande Flood Control Project
I. Background
The United States Section of the International Boundary and Water Commission (USIBWC) is responsible for operating and maintaining the Lower Rio Grande Flood Control Project (LRGFCP). The LRGFCP consists of levees along the Rio Grande, Main Floodway, North Floodway, Arroyo Colorado, and numerous flood control and drainage structures. As part of the FEMA certification process, all drainage structures along the levee system are required to have closures in order to prevent flood flows from entering the land side of the levee during a flood event. These drainage and irrigation structures are vital to the local communities because they allow drainage of storm-water and irrigation run-off into the river and pilot channel, and provide irrigation water for farmlands adjacent to the levees.
II. Project Description
Approximately 485 structures have been identified as requiring an assessment of the structural integrity of the structure and of the condition of the closure device, if closure device exists. The Contractor shall evaluate the current condition of the gate assembly hardware, and perform an assessment to determine if any action is needed on the closure device and for structural repair. The Contractor shall develop a report to include general information of the structure (Pipe and Gate Size, Structure No., Location with GPS Coordinates) inspection/assessment date, the structure inspection results, and the work required on each structure. If there is no work required, the contractor shall submit a report of “No Work Required.” The contractor shall also submit a final report compiling all previously submitted reports and structure assessments that have not been yet submitted.
The Contractor shall prepare specifications for this work, such as parts and materials list that are needed to repair each structure that is assessed, which shall be sufficient to lead to the repair work for each structure.
III. Work Requirements
· The Contractor shall conduct an independent assessment of the gate assembly hardware and structural condition of each of the 485 structures. In performing the assessment, the Contractor will have to go into a concrete riser, which is a confined space, to inspect the structure hardware which include the gate, guides, stem, wheel, etc., to ensure that the gate is fully functional and provides closure.
· The contractor shall provide the necessary personnel, supervision, equipment, and other items necessary to perform the assessments of 485 structures.
· The contractor shall submit a status report of the issues that have been identified for each of the structures that have been assessed on a monthly basis. The report shall include the condition of gate hardware (wheel, gear assembly, gate ring, wedge block, grill block, steps, and nuts and bolts.) and if the gate fully seals as to provide complete closure and prevent water from entering the landside of the floodway. The contractor will also perform a visual inspection of the pipe and headwalls to ensure that these are uncovered and are able to convey water from one side of the levee to the other.
· The Contractor shall prepare a detailed report of the assessment and repairs that need to be made to each structure at the end of the contract period.
IV. Payments and Invoices
· Monthly invoices shall include a description of the structures inspected.
· Monthly invoiced amounts shall correspond to the percentage of structures inspected. The final 15% shall be retained until delivery and acceptance of the final report.
· All invoices shall be sent to the USIBWC Finance & Accounting Division (FAD) on a monthly basis by email to invoices@ibwc.gov. A copy shall be furnished to the CO and the COR.
· Payment shall be made in accordance with contract clause 52.212-4.
V. Salaries and Benefits
· The Contractor and all subcontractors shall be responsible for complying with all Department of Labor requirements and labor wage determinations.
VI. Inspection and Acceptance
· Inspection and Acceptance will occur at USIBWC Mercedes Field Office.
VII. Deliverables
The Contractor shall deliver the following items:

Unless otherwise noted, the number of copies specified above refers to hard copies. Each item shall also be delivered in electronic format. The final specifications shall be delivered in electronic format in pdf and Microsoft Word.
VIII. Period of Performance
· The Contractor shall submit a monthly status report of structures assessments every thirty (30) calendar days. The first report shall be submitted 30 calendar days after date of award.
· 180 calendar days after the contract is issued a detailed assessment reports outlining the repairs that need to be made shall be submitted.
· The Contract shall be for a period of 180 calendar days after date of award.
IX. Information Provided by USIBWC
The USIBWC will make the following existing project documents available to the Contractor:
· Levee Structure list with approximate size and location of the structures is attached.
· Structure Assessment Worksheet will be provided after the contract has been awarded.
The documents provided to the Contractor are the property of the USIBWC and shall be returned upon completion of this project.
