It states that the "impervious material shall be lean clay (CL)", which is a Soil classification under ASTM D2847. ASTM D 2847 states that a minimum of 50% of the clay material is to pass the 200 sieve. However, the IBWC specification under 34 41 states that the 76% must pass the 200 sieve. This is an absolute. It does not give a maximum, nor does it state the value as a minimum. the 76% seems to be Quite high compared to classification (CL), and also our past experiences with this material. Also the spec calls for 100% of the material to pass 3" sieve. the classification (CL) allows up to 15% gravel prior to changing to classification (CL) with gravel, and up to 30% gravel prior to changing the Gravely Clay or (GC). We believe that the amount of 3-inch gravel or rock would allow too coarse a material for use as an embankment material,for one not allowing for optimum compaction, and second this may cause the mix to be permeable due to the large gravel sizes.Given the above concerns can we expect any changes in the specification governed by item 35 41. Construction levee?
the Specification states 76% passing the #200 Sieve. If 76.10% passes the #200 sieve the material meets the specification. For clarity the Word minimum will be added to the note to read
76% minimum will pass the #200 sieve. As clarification the specification allow up to 14% (not 30%) gravel or sand to be retained on the # 200 sieve with out adding the wording "with sand" as per foot note K.

3 Hatch 11/23/2009 The drawings nor the specs indicate any fill zones on the project. Therefore, how much impervious material, previous material , or other types of soil are to be used and where will they be used?
The Fill Zone is the Prop Embankment limits. See Typical Sections.

There is a spec for cement stabilized Backfill. Where is this to be used?
In the specs, construction of levee section , page 23 part 4 ( measurement and payment ) , cement stab. Is listed in the measurement and payment, but there isn't a pay item for cement stab? Please direct me to more information on cement stab or if this project does not have cement stab.
There is no "Cement Stab" on this project. The cement stabilized backfill was a reference item to abandoning existing structures. All structures will be removed and no cement stabilization will be required for structure abandonment

Is there any idea as to how much top soil will be generated from the existing berm or from on site sources? It would be nice to have all the contractors bidding the project on the same playing field and therefore bidding x amount of CY's of top soil to be imported if any.
There will be no existing top soil generated from the existing material.

Just for Clarification, it is my understanding that Bench Excavation is payment for benching the existing levee to the lines and grades shown in the plans. Embankment includes taking this benched excavation and placing it and also includes any borrow required to raise the levee to grade.
Is this correct?
Bench excavation is payment fo the excavation to achieve benching requirements as shown in the cross-sections. Embankment is for placement of material from the benching to the top of levee excluding topsoil and flexbase. All material placed as embankment will need to meet the impervious material requirement on sheet 3.01.

8 Hatch 11/23/2009 On page 01.57.00-2 Section 1.3 describes a Field Monitor. My Question is does this person have to be on the project every day and can this person have other duties not related to environmental?
The FEM will be required to supervise clearing of vegetation, ground disturbing activities and implementation of erosion control programs and plans. The specification does not restrict the FEM from having other duties.

( 31.92.00 pg 4 ) Vegetation for Erosion control states a "Maintenance period of 120 Calendar Days will be required to be provided by the contractor for "permanent seeding" areas what will be required of the contractor during the maintenance period?
See Section 3.3 Seeding, this is what you need for permanent seeding. This is what and how it need to be maintained.

( 31.92.00. pg 4)Temporary seeding should be required during May 16 through January 14. How will it be determined that Temporary seeding will be required ( other than the occurrence of the Aforementioned time period )? If we are still constructing the project as a whole "on going operation " How will it be determined which parts of the project work will need temporary seeding?
Temp seeding is always required in working areas "areas not fully constructed", therefore these are the area that will require temp seeding during the period indicated.

(31.92.00 and plan Sheet 03.01) The paragraph states " Upon Establishment of 70% vegetative coverage, as determined by the COR, the COR shall have the option to require the contractor to continue watering as specified for a period not to exceed 30 days. However, rate and frequency may not be adjusted , with compliance-confirmation by the COR, to meet site conditions." 1.) What is the intent of this paragraph? 2.) How will the Watering be paid for? 3.) How will the COR determine that 70% of vegetative coverage has been obtained?
1.) The intent of this is to assure that 70% coverage is attained. 2.) Water will be paid by measurement. 3.) By judgement of the 70%.

( 31.92.00 and plan sheet 03.01) The paragraph stating "watering rates for seeding 0.25 gal /sy per cycle with 2 cycles per week for the first 3 weeks then 0.25 gal/ sy per cycle with 1 cycle per week for the next two weeks."
1.) What is the intent of this paragraph? 2.) How will this watering be paid for? 3.) When will this watering be required?
1.) The intent of this paragraph is to direct the contractor on how much water to use when watering for specific times after seeding. 2.) Paid by item 31 92 02. 3.) The watering is required after seeding Not Before.

(31.92.00 and plan Sheet 03.01) The paragraph stating "SS-1 Tracking Agent shall be a ratio of 2:1, Two ( Emulsion) to one ( Water) and applied at a rate of 0.05 gallons per square yard. The SS-1 Tracking Agent required for drill seed operations, will not be paid for directly, but will be subsidiary to this item. Watering shall not be used with the drill seed method ." Assuming that this is a "Tracking " Agent; Will a Biodegradable alternate be allowable?
The specification does not limit the application method to strictly the broadcast method with a SS-
1 tacking agent alternatives are allowed.

( 31.41.00 page 7 and plan sheet 03.01) Concerning the "General Notes" on plan sheet 03.01 under the construction of levee second paragraph states* Impervious material shall be lean clay (CL) . The PI shall be greater than 15 and less than 30, Liquid limit shall not exceed 45, gradation shall consist of the dry material passing the 3 inch sieve and 76% passing the #200 Sieve", The paragraph under Section 35.41.00 page 7 of the final Technical specifications Part 2 Materials & Equipment Section 2.1 Materials A. fill Materials States " the fill material shall have a maximum liquid limit of 75% and a minimum passing the #200 sieve of 75%.. It appears that the two different specifications have been identified for the "Impervious Fill Material.
Which is the correct required specification for the "Impervious fill Material"?
Plan sheet No. 03.01 is the more restrictive of the two and also meets the requirements of the specification.

The general notes on plan sheet 03.01 under the construction of levee also states "The Clay material shall be rated as Grade 2 (non dispersive in accordance with ASTM D6572 Crumb Test and either ND ND2 as evaluated using ASTM4647 (pin hole Test)". Is furnishing "impervious Fill Material " meeting these testing criteria required? Testing requirements such as the aforementioned ASTM D6572 and ASTM4647 test if required should be addressed and Identified in the " Final Technical Specifications" for clarity on what is "Acceptable material".
Yes, the material must meet the testing requirements stated on sheet 03.01.

(50.20.00 and plan sheet 03.01 ) In reference to the Table 1 Materials requirement chart under section 2.1 Materials the roadway Base ( Flexible Base) The Table 1 Material Requirements shows percentages in "% retained". Should this be noted as "Percent Passing" not percent Retained? the same Question would apply to the chart Shown in the " General Notes" Item 50 20 Roadway Base " condition TWO" .
The charts were for Ty E material which will not be used for this project. The Addedum removed the charts.

( plan Sheet 06.02 and 6.03 ) In reference to plan sheets 6.02 and 6.03 showing four Cross sections total. Each typical section shows a note "limits of prop top soil" and "limits of pay permanent seeding / fert./veg. watering to be paid under 31.92.01-31.92.02;" both of these notes stop short of the complete grading area that will be disturbed ( impacted) by construction, areas such as the toe drain construction, haul roads, construction access, etc. If any topsoil and seeding is required in these areas will this be paid under bid schedule line item 012 ( 35.41.03 Raise Levee Topsoil) and 007 (31.92.01 seeding perm)?
These are not pay items but subsidiary to each specific item as incidental work. The contractor is discourage from disturbing additional areas outside of the construciton limits.

Does the Quantity of 224,157 CD for bid Item 012 Specification 35.41.02 Raise levee ( Embankment ) include the placement of the "Bench Excavation" Quantity of 169.629 CD? 5.) Is the Quantity of 224,157 CD for bid item 012 Specification 35.41.02 Raise Levee (Embankment) a Quantity representative of import fill "embankment" required to complete the levee construction?
1.) All material being placed back into the levee under embankment will have to meet the embankment specificaitons. The existing material will not meet the specificaion so it will be have to be disposed of. 2.) Description as shown. 3.)
Bench excavation is for excavation (cut) only. All embankment (fill) material is being paid for as Raise Levee Embankment. 4.) Item Raise Levee
(Embankment) quantity included the amount of material removed under item Bench Excavation.
5.) The quantity of Raise Levee Embankment is material required to brought into the project. This is a compacted in place quantity.

Specification 50.20.00 Roadway Base Part 3 construction Methods 3.1 Stockpile states: " The contractor shall stockpile base material temporarily at a compliance confirmed location before delivery to the roadway". 1.)
Does this sentence pertain to "new" or "salvaged" Roadway Base Material?
2.) What is the Compliance Confirmed Location" and where can the "compliance Confirmed Locations" be located, with in the project limits or off-site? 3.) If this sentence refers to the "new Roadway Base Material" ( material Processed / manufactured at a pit or quarry site) is the intent to stockpile material at the pit or Quarry site and would the pit or quarry site be the "Compliance confirmed location" or will "new Roadway base material" be required to be stockpiled on-site prior to placement?
1.) New base for testing. 2.) Compliance confirmed location is a location to be approved by the COR prior to stockpiling of material. 3.) The intent is to have a dedicated stockpile locaiton will be tested and used for this project only.

What is the maximum allowable lift thickness ( depth) for installation of Roadway Flex Base Type B Grade 3? 2.) Is a "Prime Coat" application required for Roadway Base?

Item 35 43 00 TOE DRAIN, states "For the gravel, the material should be composed of at least 90% silica or other material insoluble in hydrochloric acid." Meaning no limestone should be used. This requirement is usually specified when the leachate is anticipated to be acidic in nature and could decompose carbonate aggregate. This should not be the case for the levee water seepage. Limiting the aggregate to acid insoluble sources would prohibit other sources that would otherwise serve the purpose and make the construction more expensive. Can the use of any clean hard, durable rock meeting the requirements of ASTM C 33 for L.A. Abrasion and soundness be allowed

The following items of work are identified for measurement and payment but do not have corresponding bid items on the bid schedule: Rock Filter Dams, Temporary Pipe Slope Drains, Baled Hay, Temporary Paved Flumes, Earthwork For Erosion And Sediment Control and Wetlands Mitigation Construction.
1.) Are these SWPPP BMP items of work required to be constructed on this project? Specification 01.57.00 Temporary Erosion Sedimentation And Environmental Controls Part 3 Construction Requirements Contractor Responsibilities Storm Water Pollution Prevention Plan. 2.) How will the contractor be paid for providing, implementation, inspection and maintenance of the Storm Water Pollution Prevention Plan?

The following locations along the project alignment interface and encroach on the New Mexico Department of Transportation right of way:
Sta 1028+00 to Sta 1029+00 State Hwy US 154, Sta 1121+00 to Sta 1122+00 State Hwy 187, Sta 1228+00 to Sta 1230+00 State Hwy 26, Sta 1344 to Sta 1349 State Hwy US 154 and Sta 1516 to Sta 1518 State Hwy 140.
Have all temporary construction easements been acquired and “right of way” access permits been obtained from the New Mexico Department Of Transportation for construction in these areas?

Impervious Fill: On the General Notes in Plans (Items 35 41) it states that the PI shall be between 15 and 30, but the specifications (Page 35.41.00-7, Part 2.1.A(1)) states that the PI greater than or equal to 45 %. Plasticity Index is generally not expressed as a percent. Please clarify.
Impervious Fill: On the General Notes in Plans (Items 35 41) it states that 76% of the fill material shall pass the #200 sieve, but the specifications (Page 35.41.00-7, Part 2.1.A(1)) states that 75% of the material shall pass the #200 sieve. Which is the correct percentage?
This will be changed by addendum to read:
Impervious material shall consist of fine-grained materials of low permeability consisting of a lean clay (CL).
Impervious material shall be free of crushed rock, debris, plant growth, roots and humus, including hazardous and regulated solid waste. The Plasticity Index shall be greater than 15 and less than 30.. The Liquid limit shall not exceed 45.

Item 50.20 (Roadway Base) on drawing Sheet 03.01 requires a caliche material meeting specifications of Type B Grade 3. Specification 50.20 describes Type B material to be crushed or uncrushed gravel. Is caliche material required for base course?
The Roadway Base gradation table shown on drawing Sheet 03.01 is incomplete; please provide the sieve sizes that correspond to the percent retained.
On drawing sheet 03.01, the Roadway Base notes refer to Texas standards;
in specification section 50.20 the requirements for Roadway Base are based on ASTM and AASHTO standard tests. As this project is in New Mexico, will the commonly used ASTM and AASHTO standards prevail?
The requirements for impervious material on drawing Sheet 03.01 and those in Specification Section 34.41.00 (page 7) differ significantly.
Please clarify the requirements for impervious materials to be used in Levee construction.
Sheet No. 3.01 will be revised per addendum.
Type B grade 3 flexible base material will meet specification item 50 20.

Specification 35.41.00, Part 4, Measurement and Payment, states “The work for the Bid Items under this Specification will be measured by the cubic yard complete in place using the average end area method. The measurement will consist of deducting the existing levee to the enlarged levy (sic).” This measurement would not capture all of the work required and conflicts with the Bid Items given (Line item No’s 010, 011, and 012). Please clarify how these contract items will be measured.

This message is sent regarding the Specification 60 69 00, Sluice Gate Maintenance, in the above-referenced projects. We have the following concerns:
1. It seems that the existing gates on these projects are from different manufacturers. We will require a list of the manufacturer of each gate to know who to contact.
2. It is difficult at this time to determine the condition and the scope of the maintenance required at each individual gate. We request that the specification describe exactly what the Government wants done to each gate to be able to have the manufacturers give us a price for the work.
In lieu of the above information, we believe it would be better if this work be handled as an allowance.
Please let us know if this is something that may be considered?
The contractor shall their own investigation on the gate manufacturer. At a minumum the seals shall be repaired or replaced to conform to 1.4 Performance.
