About this file
This document is a National Environmental Policy Act (NEPA) Environmental Checklist for a permanent generator installation project at Building 564 on Naval Submarine Base New London. The project involves installing a diesel-powered emergency generator to support building operations during power losses, with a planned start date in April 2024. The total project area is 1,500 square feet, currently and will remain 100% impervious, with 50% of the area to be disturbed during construction.
Key environmental considerations include using a back hoe for excavation, installing a diesel tank exceeding 55 gallons, and relocating excavated material off-site. The project has been categorically excluded (CATEX #14) from detailed environmental analysis, with requirements including obtaining a dig permit, following stormwater management plans, implementing proper tank specifications, and adhering to emissions and waste management regulations. The project will require notification and approvals from various naval environmental divisions, including those overseeing air emissions, hazardous waste, and stormwater management.

None of the exclusions from reliance on a CATEX applies in this case. A Record of Categorical Exclusion is required, but further NEPA analysis is not warranted. The applicability of this CATEX determination is based on the full implementation of all environmental requirements identified below.
Comment 2 A Record of Non-Applicability was completed to document compliance with the General Conformity Rule, Section 176(c) of the Clean Air Act. The proposed action is exempted from a conformity analysis as the emissions will not exceed the de minimis ozone threshold level and the emissions are not considered regionally significant.
Requir 1 Work at Building 564 occurs in the coastal zone; however, a Coastal Consistency Determination is not required provided that no deleterious material enters storm drains, manholes, or the Thames River.
Requir 2 Work will occur adjacent to IR Zone 4. A dig permit shall be obtained from and approved by the PWD prior to initiation of any ground-disturbing activities.
- Soil management procedures as detailed in the dig permit and the SUBASE Soil Management SOP shall be followed. Soil that cannot be returned to its original location may need to be disposed of off-base at the contractor's expense.
- Oil or other contaminated groundwater may be encountered during excavation activities. Groundwater from an IR zone/site shall not be discharged to ground. Groundwater may need to be containerized and disposed of off-site at the contractor’s expense.
Requir 3 Work shall be executed in full compliance with the provisions of the General Permit for the Discharge of Stormwater from Small Municipal Separate Storm Sewer Systems (MS4 Permit), the SUBASENLON Stormwater Pollution Prevention Plan, and the SUBASENLON Stormwater Management Plan. Appropriate erosion and sediment control measures shall be used when performing work under the scope of this project.

Requir 5 Information regarding the new generator shall be submitted to the PW NLON EV Division Air Program Manager (x5192) prior to purchase. Permitting of new emission sources, reporting, and/or monitoring requirements may apply.
Requir 6 PW NLON EV Division Air Program Manager (x5192) shall require copies of the proposed generator’s EPA Emissions Certificate and the manufacturer’s specified emission factors prior to installation. Emissions shall comply with all State and Federal limits.
Requir 7 The SUBASENLON Fire Department (860-694-3333) shall be notified immediately of any spill to the environment.
Spills shall also be reported in accordance with federal, state, and Navy spill reporting requirements and with the latest procedures enforced by SUBASENLON and the PW NLON EV Division. Clean-up actions are the responsibility of the contractor. If reporting to the State or the NRC is required, the contractor is responsible for completing verbal and written notifications. Copies of any CT DEEP- or NRC-required spill reports shall be submitted to the PW NLON EV Division within 24 hours of any spill.
Requir 8 PW NLON EV Division shall be notified immediately of any actions that require dewatering activities under the scope of this project. No discharges shall occur without prior approval from the PW NLON EV Division Wastewater Program Manager (x2525). Dewatering is NOT authorized for discharge to ground in IR sites. Wastewater may need to be containerized and disposed of off-site or may be eligible for discharge to the sanitary sewer or stormwater, pending CT DEEP approval. The contractor shall obtain separate permitting and provide monitoring data prior to discharge and is responsible for all monitoring and reporting in accordance with CT DEEP requirements.
Requir 9 Existing facility HAZMAT surveys shall be reviewed prior to any facility disturbance. If suspect hazardous materials (such as asbestos and lead paint) are present and are anticipated to be disturbed under the scope of the project, surveys shall be conducted by qualified individuals in advance of construction activity. All survey results shall be provided to the PW NLON EV Division.
Requir 10 Hazardous waste shall not be stored at the project site. Disposal of any regulated waste shall be coordinated in advance with the PW NLON EV Division Hazardous Waste Program Office (x4298).
