QUESTIONS ANSWERS
1 Reference period of performance for TGIS: According to the PWS (page 36), the base period of performance is from the date of award through September 2016. However, the first option period is also supposed to end on September 30, 2016. Please clarify.
The Base Period is a flexible period of performance and can be defined by the offeror's development approach. Development must be completed prior to 30 September 2016.
Option Period One is available for any offeror that completes development prior to 30 September 2016. If offer continues development until 30 September 2016, Option Period One will not be exercised.
Could you turn on the FBO option to allow "interested vendors" to be viewed by companies for teaming purposes ?
This option was turned off in the original Request for Information and cannot be changed.
PWS Section 5.3 (pg.38) requires companies engaged as subcontractors to have a company Facility Clearance Level (FCL) at the SECRET Level or above. Would the Government be willing to grant exemptions to this requirement for commercial small business companies to allow commercial solutions thereby expanding access to small business? If so, what would the process be for obtaining such an exemption? The Government requires a FCL of SECRET or higher at time of proposal submission.
Given the RFP was released on December 16, 2014, and many people have vacations scheduled to spend time with their families over the holidays, would the government consider a two week extension to the due date of January 15, 2015? This would allow industry to provide a better proposal resulting in the government getting a better solution. The Government has extended the proposal submission to 2:00 p.m. 21 January 2015.
PWS, Sections 1.3.2.1.1 and 1.3.2.1.2, page 8 and Document PWS, Sections 1.3.2.1.1 and 1.3.2.1.2, page 10 There appears to be a number mistake in the PSW. Page 8 includes the following sections: 1.3.2.1.1 Technical Requirement and 1.3.2.1.2 Additional Requirements. Page 10 repeats those section numbers for different tasks: 1.3.2.1.1 Phase I Requirements Analysis and 1.3.2.1.2 Phase II System and Software Design. This throws of the staffing matrix as there is only one line for each number. Can the staffing matrix be adjusted? The PWS and Staffing Matrix have been updated to reflect the numbering change.
PWS, Section: 1.3.2.1.2, Page 9, Paragraph 3 Questions: Will ETA services be provided on both NIPR and SIPR environments? Will ETA services be available in the on-site development environment
On-site development is not specified at this time. ETA services are not available on the SIPRnet at this time. Contractor shall propose their authentication solution in compliance with cited paragraph.
PWS, Section: 1.3.4.1, Page: 16, Paragraph 3 Questions: Are the number and names of the environments for the NIPR and SIPR ONCLAVES identical and will be required to maintain a development environment on the SIPR ONCLAVE?
On-site development is not specified at this time; a test environment is required for the SIPR enclave. The environments are not identical. Refer to supplied architecture documents.
PWS, Section1.3.4.4.1, Page 17 Questions/Clarification: Should we include maintenance of hardware for the COOP site? The PWS tells us that we will only be responsible for hardware in the SIPR onclave. Is that correct? Yes only SIPR environment

PWS, Appendix D, page 58 Question: Appendix D states that there will be 8 SIPR Desktops, 8 NIPR Desktops, and 7 Laptops provided to the contractor by the government, but Section 4.1 on page 36 of the PWS states that there will only be up to six seats provided to contractor personnel. Can you clarify? The numbers also include remote workers along with off site.
PWS 1.3.7.5, page 24 Questions: Regarding the Government Application Development Environment, will the Government provide all the required development tools based on our proposal? Is there a limit to the number of GFE computers that the government will provide for access to the development suite?
The isolated common development environment is not yet available. The TGIS PM will advocate for contractor specified development tools and software. GFE computers are specified in Appendix D.
RFP, Section G.1., paragraph a.2. Question: Can you provide the missing percentage amount in the sentence, “The contractor may invoice earned fixed fee at ___ percent at the time the cost associated with the fee are invoiced.”
Offerors shall identify the fixed fee percentage for the development period. The fee shall not exceed 10% of CLIN 0001.
RFP Section L-10 (e), page 47 Question: Does the Government have in mind a number of anticipated hours for the optional sustainment periods? Sustainment support will be determined by each offeror's unique approach.
RFP Section L-10 (e), page 47 Question: Should the cost proposal include costs for third-party vendor (e.g., Esri, Oracle) products?
Attachment 15, Table 2, lists the commercial technical data, commercial computer software and commercial computer software documentation licenses the Government will acquire to all such software. The costs associated with these licenses will tie back to
CLIN 0005.
14 RFP Attachment 4, Labor Categories Tab Question: Are these the only Labor Categories that can be used, or can proposers add categories as needed? Offerors shall utilize the labor categories listed in Attachment 4.
RFP Attachments 5 and 5a Question: The worksheets provided for the cost/price proposal do not provide a format for a summary of costs by Base and Option Years.
Does the Government wish to see that information and, if so, is there a recommended format?
Attachment 5 is the costs associated to the development of TGIS (CLIN 1). Attachment 5a is the labor rates for the sustainment of TGIS (x002).
RFP Attachment 15 “Technical Data/Computer Software Rights” Question: Is this form meant to apply to third-party data vendors as well as the prime consultant?
Yes, Table 1 lists the rights the Government may acquire to all non-commercial development, production and sustainment technical data previously developed solely at private expense and delivered or applied during performance of this contract. Table 2 lists the commercial technical data, commercial computer software and commercial computer software documentation licenses the Government will acquire to all such software.
We would like to use small icons throughout the proposal to highlight areas where our firm can provide cost savings, geospatial expertise, scheduling efficiencies, etc. Is the use of such icons permitted? Icons are permitted.

IAW instructions, Past Performance Questionnaires (PPQ) are due back to the Government by 2:00 pm 15 Jan 2015. Because of holiday Government closures, it is difficult for our Government customers to complete and deliver the PPQs back in time. Would the Government consider extending the proposal due date to provide adequate time for our customers to meet the deadline?
The Government has extended the proposal submission to 2:00 p.m. 21 January 2015.
Atch 13 presents a Proposal Submission Checklist included as part of solicitation documentation. Please clarify whether Attachment 13 should be included in our submittal. If so, in what volume? Attachment 13 is not required to be returned.
PWS, 6.6 Developer Environment, The (Cyber Security) Report shall address all of the security controls described in DFARS 252.204-7012, Safeguarding Unclassified Controlled Technical Information and be provided in accordance with the template at Appendix E.” Please clarify in which volume this template should be submitted – and whether it counts toward total page count?
Reporting format is outlined in DFARS 252.204-7012 in paragraph (d)(2).
PWS, 1.3.7.2 Task 7 Subtask 2: Accreditation Sustainment, Will the shift from the DIACAP to RMF be completed at the beginning of the contract? If so, has the Government categorized the system(s) under RMF or should contractor account for the cost of transition system(s) the from DIACAP to RMF?
IA will allow for new systems to start the process of moving to the new RMF.
PWS, 1.3.7.2 Task 7 Subtask 2: Accreditation Sustainment, The contractor shall provide a monthly update no later than the last business day of the month, to the PM for the application’s DIACAP Plan of Action and Milestones (POA&M). POA&Ms are maintained within the Enterprise Mission Assurance Support Service (eMASS). Will the maintenance of the POA&M be on both NIPR and SIPR? Or NIPR only?
The DIACAP/RMF POA&M will be both SPIR and NIPR.
PWS, 1.3.7.5.1 Task 7 Subtask 5: Government Application Development Environment, The Government is in the process of establishing an isolated common development environment and facility for all software development and testing to complement the Government’s common integration and testing environment. Is there an estimated time for completion of the Government Development Environment? The CDE may be available, however, the contractor shall development in their own environment and deliver the code to the integration/testing environment.
PWS, 1.3.7.5.3 Use a dedicated computer, Would the Government consider forge.mil for the software delivery and Code CM as an option for a repository for this requirement under this contract? Forge.mil is an acceptable repository.

PWS, 1.3.8 Task 8: EGIS Sustainment, This task area includes requirements in support of the fielded EGIS system and subsequent life cycle product support. Once fielded, will the system still have a mirrored and/or development environment to sustain?

PWS, 1.3.8 Task 8: EGIS Sustainment, Under this task area, “EGIS system sustainment shall include: Information Assurance tasks to include scanning.” Will these scans be with ACAS? If so will the site provide the ACAS scanning software?
Yes, Yes.
PWS, 4.1 Place of Performance, The Government states that “Contractor personnel, as specified by the Government, shall be located at SDDC facilities where up to 6 seats are provided. Remaining full time employees (FTE) shall be located at a contractor off-base facility.” Is it a requirement to have these 6 FTE on site?
Yes
PWS, 1.3.2.1.2 Phase II System and Software Design and 1.3.2.1.3 Phase III Software Implementation and Integration , In the design and implantation task areas, there is no mention of any integration task utilizing the existing database. Is there a task associated with data migration? Is there any unique design that would impact this task?
No, the data implementation and exporting out of the current system has many technical options.
RFP, L-6 Proposal Submission Requirements, FBO references the response due date as 12 JAN 2015, while the RFP (SF33) states 15 JAN 2015. Could the Government confirm the correct submission date? The Government has extended the proposal submission to 2:00 p.m. 21 January 2015.
