a. How would you rate the contractor's ability to sustain, maintain, modify and develop enhancements for a geospatial data catalog, geospatial services and web mapping services software, map viewer software and ESRI ArcGIS applications?

b. How effective was the contractor in accomplishing quality checks to ensure that the final deliverables met the Performance Work Statement requirements?

c. How would you rate the contractor’s experience providing geospatial analytic capability, using industry standard geospatial software in the practice of geospatial analysis, and presenting information and analysis using clear, concise language and professional geospatial products?

d. How would you rate the contractor’s experience developing the code and services required to meet the information needs for transportation engineering, mission management, security, and analysis?

e. How would you rate the contractor’s phase-in actions required to organize its resources to meet the contract schedule for full performance?

f. Were there any penalties for non-performance assessed against the contractor and if so, to what extent?

DOD uses a common DOD assessment rating system to evaluate a contractor’s past performance. Ratings range from “Unsatisfactory” to “Exceptional”.

Rating Definition

Exceptional Performance meets contractual requirements and exceeds many requirements to the governments benefit.

Very Good Performance meets contractual requirements and exceeds some to the government’s benefit.

Satisfactory Performance meets contractual requirements.

Marginal Performance does not meet some contractual requirements. The element being assessed reflects a serious problem for which the contractor has not yet implemented satisfactory corrective actions.

Unsatisfactory Performance does not meet contractual requirements and recovery is not likely in a timely manner. Contractor’s corrective actions to date are ineffective.
