PWS; Section 1.3.2.1 Task 2, Subtask 1, Paragraph – last bullet point on page; Section
1.3.2.1 states hat Esri ArcGIS is the recommended mapping solution and Oracle is the recommended database. Should the initial software cost and maintenance cost for ArcGIS and Oracle be included in our proposed price?
No; license costs for these software solutions are provided by the Government within the government production and stage environment. Contactor is responsible for retaining licensees for their own development enclave.
Attachment 6 Past Performance Reference Sheet; Is it permissible to alter the format of the Attachment slightly? For example, the spaces provided for the questions concerning prime vs. subcontracting, percentage of work performed in the performance area/overall contract, and extent of work to be performed under the contract are larger than necessary for a full response, and the space allotted for explaining the relevance to the performance area may not be large enough to provide a detailed and meaningful response. Can we recreate the form with changes to the size of the various spaces?
Attachment 6 is provided in Word format. The header, footer, and cells up and including "Approximate Dollar Value of Performance Area" shall not be altered. The cell sizes for the four narrative responses can be altered to fit the descriptions, however, the responses shall not extend beyond one page per performance area, for a total of three pages per reference.
RFP, L-6, Page 40, paragraph (g); After reading Paragraph L.6 of the solicitation, we note paragraph (g) states “Same information is to be submitted for subcontractors in a cost environment” which is not clear to us what the Government means. Will the government please clarify what specific proposal information is required to be submitted by each proposed subcontractor? And, is the “same information” to be submitted as a separate package?
If an offeror will utilize a subcontractor for the cost portion of the requirement, the offeror must submit the information required by RFP Section L-6 (f) for the subcontractor.
Amendment #1, Q&A; In regards to the government response to question #28, it is unclear as to the expectation of the government on the task of migrating the existing data as it is not called out on the PWS. Please provide further clarification on this area as to the level of contractor involvement anticipated with any migration activities.
The expectation is to have the contractor migrate the current data out of the relational database into the new database that the contractor has created.

(f) Forward Pricing Rate Agreement (FPRA); Can the Government confirm that offerors can provide alternative processes they use to describe the DCAA submission and approvals? For example, some offerors may use a provisional indirect rate submission as the method to achieve DCAA approval of their developed indirect rates

(e) Cost Accounting System; Can the Government confirm that offerors are not required to complete the entire table citing our approved systems for each line item?
For example, some offerors may not have an approved purchasing system but still do have the approved accounting system necessary to perform on cost reimbursable (i.e., CPFF) contracts.
Offerors are required to complete the entire table. If a DCAA report is not available, offerors shall so indicate in the table. The status column must be completed.
PWS, Section: 1.3.2.1.2, Page 9, Paragraph 3 Questions: Will ETA services be provided on both NIPR and SIPR environments? Will ETA services be available in the on-site development environment
On-site development is not specified at this time. ETA services are not available on the SIPRnet at this time. Contractor shall propose their authentication solution for the SIPRnet environment. ETA will be the authentication service for the Virtualized NIPRnet environment.
