Each Offeror shall list the labor categories applicable to each Task Area and mark the appropriate Information Assurance and Geospatial Certifications for each labor category in accordance with the PWS. In addition, the Security Clearance for each labor category should be listed in Column J.

Labor Categories

GENERIC LABOR CATEGORY DESCRIPTIONS
Senior Project Manager - Responsible for all aspects of the development and implementation of assigned projects and provides a single point of contact for those projects. Takes projects from original concept through final implementation. Interfaces with all areas affected by the project including end users, computer services, and client services. Defines project scope and objectives. Develops detailed work plans, schedules, project estimates, resource plans, and status reports. Conducts project meetings and is responsible for project tracking and analysis. Ensures adherence to quality standards and reviews project deliverables. Manages the integration of vendor tasks and tracks and reviews vendor deliverables. Provides technical and analytical guidance to project team. Recommends and takes action to direct the analysis and solutions of problems.

Project Manager - Leads team on large projects or significant segment of large complex projects. Analyzes new and complex project related problems and creates innovative solutions involving finance, scheduling, technology, methodology, tools, and solution components. Provides applications systems analysis and programming activities for a Government site, facility or multiple locations. Prepares long and short-range plans for application selection, systems development, systems maintenance, and production activities and for necessary support resources. Oversees all aspects of projects.

Technical Architect - Establishes state-of-the-art techniques for designing, developing, modifying and troubleshooting highly complex software operating systems and applications architectures; defines complex design specifications and parameters; identifies and directs resolution of complex hardware/software interface issues; is recognized as a subject matter expert in all areas of software engineering, including emerging technologies; directs the development of systems specifications and technical documentation; may serve as project lead, either working independently in a technical role in field of specialization, or providing work leadership with management or supervisory responsibility for the group; responsible for task cost, schedule and level of effort estimates; reports project progress directly to senior management; performs business development services; may provide expertise to multiple projects and tasks; may supervise and direct the work of assigned staff.

Senior Programmer - Analyzes functional business applications and design specifications for functional activities. Develops block diagrams and logic flow charts. Translates detailed design into computer software. Tests, debugs and refines the computer software to produce the required product. Prepares required documentation, including both program-level and user-level documentation. Enhances software to reduce operating time or improve efficiency. Provides technical direction to programmers to ensure program deadlines are met.

Programmer – Participates in the design of software tools and subsystems to support reuse and domain analysis. Assists Applications Engineer and Applications Programmer to interpret software requirements and design specifications to code and integrate and test software components.

Database Administrator - Under general direction, implements, monitors, and reorganizes databases, codes, tests, implements, and maintains database architectures. Executes utility requirements such as reorganization, back-up and recovery. Analyzes and resolves database system production problems. Analyzes user requirements and statistics, and participates in database design and performance evaluation reviews. Advises systems engineers on database coding issues. Prepares system documentation. May be involved in the data modeling process.

Application Architect – Conducts technical research, testing, evaluation and documentation of tools and methodologies to ensure that tools are current and functional. Creates system roadmap and assists with system implementation. Creates application architectures and populates application host/configuration matrices with appropriate strategies, timelines, and cost information to increase cost efficiency and effectiveness. Coordinates with application developers, managers and customer application experts to ensure that required features and modifications are included in the appropriate releases to support cross-product features and to communicate architectural designs and standards. Designs application modules that work together to produce desired product. Ensures that completed modules provide all functionality described by application experts to ensure that performance guidelines are met.

Network Administrator - Performs general LAN/MAN/WAN management. Installs and tests network and computer communications equipment (e.g. switches, modems, controllers, terminals, and multiplexers) using communications hardware and electrical standards. Develops, tests, and installs network and computer communications software, protocol software, application interfaces, transaction processors, and emulators, using and implementing network standards -- particularly ISO. Operates computer networks, identifies and solves problems, and performs network restart/recovery.

Lead Analyst - Typically serves as lead data analyst, lead systems engineer, lead programmer, lead configuration manager, lead technical writer, lead resource planner, lead LAN administrator, lead computer specialist, lead quality specialist, lead technician, lead facilities planner, lead database administrator, lead graphics artist, or lead training specialist. Demonstrates significant technical competence and may perform varied and difficult tasks under supervision, conferring with supervisor. May be assisted by or may supervise more junior personnel.

Senior Analyst – Typically may serve as programmer, engineer, systems analyst, training specialist, database administrator, technical writer, configuration manager, technician, LAN administrator, or graphics artist. Supports day-to-day project operations and performs assigned tasks that are varied and somewhat difficult in character. Instructions are typically broad and general in nature.

Analyst- Typically serves as junior programmer, junior engineer, junior systems analyst, junior training specialist, junior database administrator, junior technical writer, junior configuration manager, junior technician, junior LAN administrator, office administrator, facilitator, word processing operator, or graphics specialist. Performs assigned tasks that are varied and that may be somewhat difficult in character, under supervision.

Interactive Media Specialist– The senior multimedia analyst is highly proficient in using multimedia hardware and software necessary to produce digital and print media, including Web sites, animations, video, proposals, training seminars, CDROMs, and presentations. Performs a wide variety of graphics/illustration activities to produce brochures, briefings, displays, and other materials; involved in all aspects of graphics/illustration projects from conceptualization and development to final presentation; may act as a technical consultant on matters of design, composition and methods of presenting technical data; uses a broad range of graphics production software and equipment; exercises creative judgment and originality by translating needs into graphics capabilities; may participate in website design. Integrates graphical interfaces with customized Web solutions. Provides technical support for a wide variety of problems related to graphics and multimedia; researches new media technologies for company use.

Senior Multimedia Analyst - The senior multimedia analyst is highly proficient in using multimedia hardware and software necessary to produce digital and print media, including Web sites, animations, video, proposals, training seminars, CDROMs, and presentations. Acts as a technical consultant on matters of design, composition and methods of presenting technical data; uses a broad range of graphics production software and equipment; exercises creative judgment and originality by translating needs into graphics capabilities; may participate in website design; acts as a team or task lead. This individual is specializes in developing and designing graphics, brochures, posters, displays, logos, and desktop publishing projects.

Multimedia Analyst - Participates in the design, layout, and production of brochures, pamphlets, briefings, displays, and other materials; makes recommendations on methods and materials; assist in the creation of overhead presentations, including graphics, charts, photos, and clip-art; creates displays to represent certain accomplishments to be highlighted; creates other graphic materials at client request, including scanned documents, photography, or signs; determines style, size and arrangement of type and illustrations; may participate in the design and creation of videos using computer and video equipment and cameras; may work from rough sketches, engineering drawings or other documentation; may exercise creative judgment by translating needs into graphics capabilities; uses various computer graphics software programs.

Documentation Specialist - Assists technical personnel in the preparation of formal documents (e.g., specifications, data item descriptions, plans) according to established standards for such documentation. Supervises the collection, filing, distribution, and historical tracking of review comments and change proposals. Works with change control boards to ensure accurate recording of resolutions, action items, decisions, etc. Supervises the maintenance of key project baseline documentation.
