Q1. According to the PWS participating carrier will be permitted to change the transit time at the time of the Government exercise the option. If our network capabilities changes before the base year start date that indicates a better transit time for a specific location are we allowed then to submit the improvement? If yes what will be the cutoff time prior to the base year start date? Will the 60 days apply in this scenario?
Reference Performance Work Statement (PWS):
1.3.2. Contractors may adjust their transit time(s) once a year which will be permitted at the time the Government exercises the option (e.g. 01 Oct 12). The contractor shall provide a detailed statement as to why they need to change their transit times a minimum of 60 days prior to the option being exercised. The Government will review and approve all adjustments.
A1. The Government will only allow one change per year. The change revolves around the option year and Economic Price Adjustment. The detailed statement will allow the Government an opportunity to review and understand why the potential offeror is requesting the change.
