# RFP SECTION PART/REFERENCE QUESTION RESPONSE

1 GENERAL NA Is there an incumbent? No, there is no incumbent; however, the current enviroment is Cisco.

2 GENERAL NA Is this a single award with a single solution? No. See revised RFP.

GENERAL NA

Are you requesting pricing for the next 10 years? Yes, Pricing should be based on the requirements and time period identified within the 10 year IDIQ.

GENERAL NA

Please confirm no deployment services are required in support of this IDIQ, and all orders will be shipped to the TSA warehouse.

Confirmed, there are no deplyment or related service requirements beyond product delivery and warranty.

GENERAL NA

Do switch and router SFP(small form factor pluggable) ports need to be populated with SFP’s? If so, what type?

A CLIN has been added for this item.

GENERAL NA

For clarification, please match Class types from the CLIN table, to the equipment defined in the technical requirements in the Statement of Work. Ie – does Class 1 Switch = Ethernet Access Switch, etc

The relationship is as follows:

Group 1 (EIGRP Equipment):

1) Class 1: Ethernet Core/Aggregation/Distribution Switch

2) Class 2: Ethernet Small Office/Home Office Router/Switch

3) Class 3: Access Router

4) Class 4: VoIP Gateway Router

Group 2 (Non‐EIGRP Equipment):

5) Class 5: Ethernet Access Switch

6) Class 6: Ethernet Compact Access Switch

7) Class 7: End of Row/Top of Rack Switch CLIN table has been updated.

GENERAL

Industry standard repair workflow for this type of equipment is Advanced Exchange or Replace‐and‐keep‐the‐failed‐equipment, meaning that a replacement unit is immediately shipped, and the inoperable or damaged unit is either returned to the OEM in its packaging or is maintained by the enduser for security reasons. This workflow does not include commercial standard onsite support.

Question: Would TSA clarify the support requirements to allow for the option of this less expensive method of support? Also, given the suspended status of new and in‐progress EOD clearances, contractors would be challenged to staff up effectively for the expected first engagement in Q4CY15.

Advanced Exchange is the desired method of conducting warranty exchanges and aligns with the the 24X5 maintenance requirements set forth in Section 8) of the SOW. In regards to EOD/clearance contractor staff will not be onsite. In the event that someone is required to arrive onsite there will be an approved and cleared escort provided.

GENERAL

Do the field offices require T‐1 support (copper facilities) or can they be supported by Carrier Ethernet circuits? Would the government be willing to revise the field office/edge requirement to allow for IP connectivity, which would enhance throughput, lower costs, and avoid aging technology.

This question and the answer are both beyond the scope of this RFP. Architectural changes to the network will not be considered.

GENERAL

Will the government allow for the respondents to include attachments of the data specification sheets for the products proposed for each CLIN as further evidence of the self‐certification of compliance for the proposed equipment?

Yes, a specification sheet would be helpful in the evaluation of alternatives.

GENERAL

Does the government wish for all products to be under a single support & maintenance contract from a single vendor?

It is upon the vendor to make that determination.

GENERAL

Does the government want the Offeror to include installation and configuration services for each CLIN as well? If so, can the government please include a modification to the CLIN Framework Table to include installation services per

CLIN?

The Government does not wish the Offerer to include Installation and configuration services for each CLIN.

GENERAL

The Government’s responses to industry questions may include changes to the technical solution, technical response, and pricing once clarification on the requirements have been solidified. As a result, we respectfully request a one‐week extension to provide bidders with the opportunity to revise their proposals to meet the Government’s requirements.

Extension has been granted. See Amendment A00001 and updated RFP Section IV.4

GENERAL

As the base period is 2 years, please confirm items purchased in the base period require 2 years of maintenance rather than the one year as stated in the SOW.

Warranty and maintenance required are identified within the SOW.

GENERAL

Please confirm the government desires to have a consistent OEM across all CLINs under this contract to streamline operations and patching/updating the switches and routers which will result in a better security posture.

Yes, but it is understood that multiple vendor specific solutions and equipment models may be required (EIGRP or Non‐EIGRP). However, offerors shall submit proposals for the complete group (EIGRP or Non‐ EIGRP or both) in order to be considered for award.

GENERAL

It appears that the Contractor is not responsible for long term O&M of this equipment. Please confirm that the contractor’s responsibility with respect to maintaining an accurate inventory of devices is limited to the initial asset reporting provided upon delivery. If the list is expected to be updated on a continuous basis to include location etc., how will the government ensure that the contractor is kept abreast of moves/changes that are made with the equipment that resides within the TSA environment?

The SOW and CLIN structure have been revised to clarify this requirement.

GENERAL

Will the Government please describe the architecture methodology in use for this requirement (Leaf and Spine vs Extension)?

The question cannot be determined from the reference; however, the enterprise architecture utilizes a Mesh technology. The end of row top of rack solution will most likely use leaf and spine equipment in the data center.

GENERAL

Will TSA mandate all gear to encrypt data in transit, in accordance with the OMB mandates? If so, does TSA intend to deploy the standards‐based, 802.1 MACsec encryption solution?

TSA may choose in the future to encrypt data in transit utilizing MACsec encryption. Network Switch Equipment should support the IEEE 802.1 AE Standard.

GENERAL

Do they need to see support pricing for both SNT and SNTP? It looks like most sites will require SNT and only a few SNTP, identified after award… but do they need to see the higher SNTP pricing now?

These terms do not exist within the SOW.

19 GENERAL Is there a specific type of power cord we should use? A standard power supply and cord utilizing 100 to 240 volts AC is expected.

Section I/6. Objectives Paragraph 2

Objectives Paragraph 2 States: “For all communications capacity requirements, the service provider will acquire, uninstall, transport, power up, configure and provide the necessary hardware maintenance, communications operating software and services to support the communication infrastructure associated with this contract.

“ Is installation/integration of the equipment sold under this ID/IQ intended to be part of the contract?

No, TSA is responsible for the installation.

Section I/6. Objectives 6. Objectives

Can TSA please provide hardline requirements for the Site Delivery and a list of Sites that would be included within the IDIQ?

All equipment will be shipped to a single location in Springfield, VA. Warranty items will be shipped to different locations around the United States. A list of these locations by Zip Codes will be provided upon source selection.

Section I/6. Objectives 6. Objectives

There are no requirements for installation, power up, configure, etc. type services.

Please confirm this Objective is not required to be performed (or priced) for this contract. If this is not the case, please include a full description of the services required in the SOW and provide a CLIN for installation services.

See response to Question #20

Section I/6. Objectives 6. Objectives

Please confirm that TSA requires software updates and patches as part of support and maintenance.

Updates and patches should be provided by the product manufacturer.

Section I/CLIN Table CLIN Table

The CLIN table calls for pricing for a WAN Aggregation Router, and Integrated Services Router. Please clarify number and type of TDM interfaces needed in each listed.

See revised SOW and CLIN Structure

Section I/CLIN Table CLIN Table (CLIN 00007)

Please clarify on the CLIN table if the Class 7 Router is the same as the VoIP Gateway Router in the technical specifications. If so, please add line items for the two options stated in the technical requirement – 4 Channelized T1/PRI ports, and 8 Channelized T1/PRI ports.

See response to Question #24

Section I/CLIN Table CLIN Table

If any items are to be priced as optional, please clarify which, and add line items to the CLIN table for these items.

Each CLIN on the CLIN Table and type of device is required.

Section I/CLIN Table CLIN Table

Will TSA please map the Contract Line Item Number (CLIN) Framework Table to the technical requirements in the Scope of the Product, Service or Outcome section of the SOW? There are several discrepancies between the two sections.

For example, The CLIN Framework table references "CLIN 0001B, Switch ‐ 12 Port" however the only specification given for a 12 port switch in the Scope of the Product, Service or Outcome section is for a "Ethernet Compact Access Switch", which we believe lines up to "CLIN 0002B, Switch ‐ Compact, 12 Port" and not

CLIN 0001B.

See response to Question #24

Section I/CLIN Table CLIN Table

How do the CLASS Switch designations in the CLIN Framework Table match up to the various switches in Attachment 1?

See response to Question #24

Section I/CLIN Table CLIN Table

In the CLIN Framework Table (Section 1, Page 4 of the RFP), there are no line items (or CLINs) for the Support & Maintenance Services. Will the government please modify the existing CLIN Framework Table to include Support & Maintenance Costs for each CLIN requested? Furthermore, should the Offeror propose two (2) years of Hardware/Software Support & Maintenance for the initial base period of the contract, and then only one (1) year for the option years?

Furthermore, for the option years, are we to provide pricing only for that new CLIN purchase OR also provide renewal maintenance pricing on past year CLINs?

See response to Question #24

Section I/CLIN Table CLIN Table

Is it the government’s intent to obtain maintenance and support for all existing networking assets at TSA under this contract? If this is the case, to accurately provide a FFP, contractors will need the full list of assets with serial numbers as well as end of warranty POPs for all components that the government requires Offerors to maintain. Will the government modify the CLIN table to provide a maintenance CLIN for each contract period (base and optional).

See answer to Question # 40

Section I/CLIN Table CLIN Table

There are no CLINs for maintenance or support in the Option Years. How does the government anticipate renewing support for items purchased under this contract?

See response to Question #24

Section I/CLIN Table CLIN Table

Can TSA provide a standard number of required ports to be priced for all configurations to ensure a standardized pricing evaluation? For example, the Ethernet Core / Aggregation/Distribution Switch contains requirements for the chassis, but does not provide the number of required ports.

Port requirements are identified defined in the proposed CLIN table.

Section I/CLIN Table CLIN Table (CLIN 00005)

CLIN 0005 is for a Fabric Extender but the SOW is requiring a end of row / top of rack switch, will TSA please clarify their requirement for this item.

The desire is that this devide will be robust enough to provide Data Center opertaions in the form of a Top of Rack switch as well as the capability to support Cloud Services. The proposed device should be scalabale (modular), with the capability of supporting the high capacity throughput associatted wit h Data Center Operations. The ability to support the Fiber Channel protocol is a component of that. SOW has been updated to reflect these requirements in greater detail.Note that CLIN0005 is revised to CLIN0007

Section I/CLIN Table CLIN Table

Are we to assume the modular switch to be the parent switch for the fabric extender?

The contractor should provide the product that best meets the requirement. A modular switch model solution is an acceptable option if available.

Section I/CLIN Table CLIN Table

Is the modular switch CLIN intended for data center deployment?

The only switch intended directly for data center support is CLIN 0005, the modular switch is intended primarily at the Field sites. A Data Center solution can also be proposed under this class of switch.

Section I/CLIN Table CLIN Table

Is it safe to assume redundant supervisors in a single chassis are only required in the modular switch?

See response to Question #24

Section I/CLIN Table CLIN Table

There is a category system used of “class 1”, “class 2”, “class 3” and so on of switches and routers… Where does those class categories map to the technical requirements in the solicitation, or is it intended that these classes map to the 7 types found in attachment 1?

See response to Question #24

Section I/CLIN Table CLIN Table

Where line cards are required in a chassis‐based switch, is there a set of requirements to which those line cards must adhere?

These items will be addressed in an options list that has been added to the SOW

Section II/4.16 Configuration Management Paragraph 1

Please confirm that it is not the Contractors responsibility to handle all Configuration Management requirements?

It is not the Contractor's responsibility to handle all CM requirements.

Section II 3.15.2. Contract Administration Data

Please confirm that the contractor is only responsible for maintaining an accurate inventory of devices purchased under this contract and not all networking assets that TSA currently owns. If not, will the government provide an FFP CLIN to accomplish the “as‐is” asset inventory of the existing environment?

Correct, The contractor will only be responsible for maintenance of devices purchased through this contract.

Section IV/A.1. Technical Proposal A.1.A. Technical Proposal

TSA requires Self‐Certification of compliance of all proposed equipment. Does TSA require both Prime and Sub Manufacturer/OEM Certification Support documents (i.e – Cisco Gold Partner) to ensure TSA receives adequate certified support?

There is no requirement to provide documentation beyond those stated within the SOW; however, any evidence that validates the contractor's ability to meet requiremets will be reviewed.

Section IV/Price Proposal A.3. Volume II‐Price Proposal

Utilizing a quantity of 1 for all line items could allow for un‐balanced pricing from Offerrors. In order to more accurately evaluate the full contract price, It is suggested that TSA develop evaluation quantities that are utilized to calculate a representative total price.

Price Evaluation Criteria remains the same.

Section IV/A.2. Past Performance A.2. Past Performance

Will TSA allow Sub‐Contractors Past Performance?

No. TSA will evaluate the vendor's past performance (as prime or sub) with similar in scope and complexity to the requirement being solicited.

Section V/Past Performance Factor 2‐Past Performance

Will prime contractors past performance score more favorably then subcontractor past performance.

No sub‐contractor past performance needed

Section V/Evaluation Part 4‐Evaluation Criteria

Even though the Offerors will be self‐certifying compliance, how will the government confirm technical compliance?

Please see technical evaluation in Section V‐Part 4 Factor 1.

Section V/Responsible Prospective Contractor

Part 6‐Responsible Prospective Contractor

Should Offerors provide information in our proposal to satisfy this evaluation?

Any additional technical information that would provide amplifying information on how the product meets requirements will be considered.

Attachment 1‐SOW

Part 5. Technical Requirements, 4) Ethernet

Core/Aggregation/Distribution Switch

The switch technical requirements call for redundant supervisors in the Core/Aggregation/Distribution switches. Does this match the Class 4 switch listed in the CLIN table. If so, are redundant supervisors mandatory, or optional. If optional, please add line in the CLIN table for optional pricing accordingly.

A CLIN has been added for this device.

Attachment 1‐SOW SOW Section 8. Warranty

The SOW in Attachment 1 Section 8 Support and Maintenance Services list the requested support requirements for the product sold however the price tables only have line items for services in CLINS 0006 A,B and C and 0007 A. How is support for CLINS 0001 to 0005 to be shown?

SOW modified to reflect changes.

Attachment 1‐SOW 5. Technical Requirements

The CLIN table list the Class 5 switch as a fabric extended. The technical requirements list #5 as a Top of Rack switch. Do these switches need to support Fibre Channel? The technical specifications for the Top of Rack switch also ask for redundant supervisor support, AND 1U or 2U form factor. Please clarify.

The desire is that this devide will be robust enough to provide Data Center opertaions in the form of a Top of Rack switch as well as the capability to support Cloud Services. The proposed device should be scalabale (modular), with the capability of supporting the high capacity throughput associatted with Data Center Operations. The ability to support the Fiber Channel protocol is a component of that. SOW has been updated to reflect these requirements in greater detail.

Attachment 1‐SOW

Part 5. Technical Requirements, 3) Ethernet Small Office/Home Office

Router/Switch

Can the government confirm that a modem with v.92 protocol is what is being asked for and not Fast Ethernet with v.92 protocol?

That is correct. V.92 is an older technology that will not likely be used. The proposed solution should have the capability to support a V.92 modem.

Attachment 1‐SOW Part 5. Technical Requirements, 1)

Ethernet Access Switch g)"Must include support for: DHCP, SNMPv3, RADIUS, AAA, QOS Tagging, STP, NetFlowSYSLOG, SSHv2, LLDP or equivalent, Class of Service (CoS), Rate Limiting, Virtual Routing and Forwarding (VRF) with overlapping IP addresses, Virtual Router Redundancy Protocol (VRRP), and Differentiated Service Code Point (DSCP)".

Netflow as a brand‐specific requirement that we believe limits competition. Would TSA be willing to accept the industry‐standard sFlow as an alternative, thereby allowing for more than one OEM to provide a solution?

TSA requires network devices to provide flow‐based analytics technology. The flow‐based protocol must support capturing IP traffic as it passes through an interface and exporting IP statistics to an external collector for analysis. TSA is not limited to the Netflow protocol.

For 8 and 12 port switch requirements, can a larger switch be substituted? No

Attachment 1‐SOW Part 5. Technical Requirements

Can products with FIPS certifications in‐process be considered?

Yes, products undergoing FIPS consideration will be considered, but will not be valid for purchase and installation until FIPS compliance has been validated. Technically, these products may not be compliant with Federal FISMA requirements and this procurement.

Attachment 1‐SOW Part 5. Technical Requirements, 5)

End of Row/Top of Rack

For the End of Row/Top of Rack Switch. Is the 2U dimension a hard requirement?

I am not aware of a product with 2 Redundant supervisors engines in a 2U chassis. This may be a proprietary item.

This requirement has been adjusted within the SOW.

Attachment 1‐SOW Part 8‐Warranty

Most OEMs provide standard 90‐day warranties and offer extended, maintenance, support, and similar customer care programs that would give you the hardware protections required under the RFP. Depending on the OEM, a 1‐year hardware warranty could be a non‐standard requirement that is simply not offered in the commercial marketplace. Please confirm that offering the OEM’s standard warranty plus OEM extended support (Support and Maintenance), which together provide 1 year of coverage will be responsive to the requirements of the RFP.

Contractors must provide warranty as specified in revised SOW and CLIN structure.

Attachment 1‐SOW Part 5. Technical Requirements

In the requirements, it mentions that PoE+ is required for branch office routers.

Would the government consider standard PoE (802.3af) as an acceptable alternative to PoE+ (802.3at)?

POE+ is the requirement per the statement of work for switch capable devices.

Attachment 1‐SOW Part 5. Technical Requirements

In the requirements, it mentions that “Software Defined Networking” is required.

What specific Software Defined Networking features are required?

This requirement can be filled by the capability of supporting to manage devices through a Control Plane and Data Plane and the ability to dynamically shape traffic.

Attachment 1‐SOW Part 5. Technical Requirements

What is the POE power budget requirement for a compact switch?

This is a specific power budgeting question that cannot be answered directly. The contractor should submit their bid based on the ability to provide POE+ and provide their specification and capability. As a general rule, a device that meets or exceeds 50% of the compact switch ports for POE+ capability, meets the Government's requirement.

Attachment 1‐SOW

Part 5. Technical Requirements, 2) Ethernet Compact Access Switch

Will the compact switches be stand alone on a shelf or within a rack?

The requirement for mounting equipment has been removed and a CLIN has been added for mounting equipment.

Attachment 1‐SOW

Part 5. Technical Requirements, 6) Access Router

Would the government like the small access router to support the addition of compute resources (module) for local computing (i.e., x86 compute, Operating System (OS), etc.)?

No

Attachment 1‐SOW Part 5. Technical Requirements

In a scalable, clustered architecture, does the government want all of the components (i.e. “central switch”) to be required to fit in 1U or 2U of rack space?”

Furthermore, with the requirement to have 10 GB‐100 GB server access/connectivity, does the government wish for the solution proposed for the 100 GB option to also fit in 1U or 2U of rack space?

The contractor should use the form factor size as a general guidline and submit the best product they have for consideration.

Attachment 1‐SOW Part 8‐Warranty

Please confirm that this approach must leverage OEM provided SKU’d support services to ensure OEM warranties are not voided by 3 rd party providers.

The government's concern in regards to warranty is that the requirements stated in the SOW are met. The Government is not concerned with the issues associated with 3rd party vendors if the Offerer chooses to provide their own Support and Maintenance solution.

Attachment 1‐SOW Part 5. Technical Requirements

Please confirm that all stated requirements are must haves in the SOW Section 5, unless explicitly denoted as “may”. For instance, for requirement: “e ) Dual redundant, modular power supplies and fans in larger chassis”; contractors MUST meet this exact requirement in full.

The statements in the revised SOW are requirements unless denoted as "may".
